Optional: Click here to import last year's data. This is best used when the workbook is new and empty. You
will be prompted to pick an old workbook to import
from. Project and program data will be copied exactly
how it was entered in last year's form and must be
updated. If a project is no longer has any reportable
activity, you may delete the project by selecting a cell in the row and typing ctrl + d.
Annual Progress Report January 2020
Attachment 1
8 Optional: This runs a macro which checks to ensure all required fields are filled out. The macro will create two files saved in the same directory this APR file is saved in. One file will be a copy of the APR with highlighted cells which require information. The other file will be list of the problematic cells, along with a description of the nature of the error.
with the table split across 4 tabs, each of which can fit onto a single page for easier printing.
Running this macro will remove the comments on the column headers, which contain the instructions. Do not save the APR file after running in order to preserve comments once it is reopened.
Optional: This macro identifies dates entered that occurred outside of the reporting year.
RHNA credit is only given for building permits issued during the reporting year.
Link to the online system: https://hcd.my.site.com/hcdconnect Toggles formatting that turns cells green/yellow/red based on data validation rules.
Submittal Instructions

Please note: Using the online system only provides the information to HCD. The APR must still be submitted to OPR. Their email address is [email protected].
2. Email - If you prefer to submit via email, you can complete the excel Annual Progress Report forms and submit to HCD at [email protected] and to OPR at [email protected]. Please send the Excel workbook, not a scanned or PDF copy of the tables.

The California Coastal Commission conditionally approved the Local Coastal Program amendment application on February 5, 2025, subject to the City's acceptance of several modifications to the ordinance. The City Council adopted Ordinance No. 1712 as reflected in the Coastal Commission's conditional approval. Ordinance No. 1712 became effectively certified on May 7, 2025. This ordinance provides for certain incentives for qualifying affordable housing projects, in accordance with LBMC Chapter 25.96.
The Neighborhood Congregational Church has proposed an affordable housing project at 340 St. Ann's Drive. City staff has communicated to the Church that their planning application would be processed with a high priority pursuant to this program.
The Community Development Department and the City Manager's Office is diligently working with the Church, including meeting with the Church on several occasions in 2024 and 2025 to address questions related to the City's development process and applicable development regulations. The applicant has not requested - nor does the application require - a rezone.

Execution of the MOUs and award of a contract for the environmental review was finalized in 2025. An EIR scoping meeting was held on February 4, 2026. The purpose of the scoping meeting was to solicit early public and agency input on the proposed project and to identify the range of environmental issues and impacts to be analyzed in the EIR, which will inform the scope and content of the document. A community workshop is anticipated around May 2026 and would be timed with the completion of project renderings illustrating potential changes to streetscape conditions. Public review of the Draft EIR is anticipated to occur between June and July 2026, with final adoption of the DSP Phase II updates and Program EIR targeted for December 2026.

1. Continue to provide Senior Housing
Repair program
2. Monitor implementation of the ShortTerm Lodging Ordinance. Restrictions to short-term lodging are intended to help
preserve rental housing stock by limiting
their use for vacation rental purposes.
3. Continue to support aging in place
through amortization and abatement
agreements which allow residents to
remain on the property under specified
conditions to improve the property.
4. Where safety concerns can be
addressed, allow residents to remain in
unpermitted spaces while they are adapted
to meet work/live code If funding is
available, develop incentives and funding
programs to assist building owners and
tenants to make the building modifications
necessary to conform with work/live
ordinances
10/30/2029 6th Cycle Continuous
1. In March 2023, the Housing Program Coordinator completed the first amendment to the agreement with Habitat for Humanity Orange County to continue the Senior Home Repair Program; in 2024, the Housing Program Coordinator completed the second amendment. In October 2023, the Housing Program Coordinator met with LB Seniors to continue and expand funding for the Home Repair Program. As of February 2024, 21 projects were completed, which exceeds the City's goal of 5-10 units during the 6th Cycle.
2. On 6/4/19 the City Council approved a revision to the short-term lodging (STL) ordinance. The revisions prohibited STL in residential zones. On 10/7/2020 Coastal Commission certified the STL ordinance with modifications including consideration of a home-sharing program and protections for rental housing stock in mixed-use districts. The City Council approved the modifications on 12/1/20. Restrictions to shortterm lodging are intended to help preserve rental housing stock by limiting their use for vacation rental purposes.
3. The City continues to work with households on a case-by-case basis to allow for continued occupancy when safety concerns can be adequately addressed. In 2023, the Housing Program Coordinator completed the first amendment to the agreeement with Habitat for Humanity Orange County to continue the Senior Home Repair Program to support aging in place; in 2024, the Housing Program Coordinator completed the second amendment. The City will continue to implement the Amortization and Abatement Agreement program as recommended by the Senior Housing Task Force.
4. The City will continue to work with households on a case-by-case basis to allow for continued occupancy when safety concerns can be adequately addressed. In 2023, the City Council considered the matter as it relates to Artist Work/Live housing and established an Artist Work/Live Subcommittee to research additional opportunities.
