STAFF REPORT
Meeting Date:

April 14, 2026

CONSENT
2 SUBJECT: MINUTES OF THE CITY COUNCIL MEETINGS
RECOMMENDATION: It is recommended that the City Council:

1. Approve the proposed revision to a public comment in the minutes of the Regular Meeting for the City Council of October 28, 2025, the minutes of the March 24, 2026, City Council Study Session, and minutes of the Regular Meeting for the City Council of March 24, 2026.

SUMMARY OF THE MATTER
All components of minutes are for the primary purpose of memorializing decisions made by the legislative body during the meeting. Any minute component that does not serve this primary purpose is minimized or eliminated; this includes comments made by individual body members and members of the public.

Discussions that occurred during the meeting can be viewed in archived video recordings on the city’s website. Public submittals on items received prior to adjournment of the meeting are retained in the administrative record and can be viewed in the City Clerk’s records repository.

DISCUSSION
On March 24, 2026, the City Clerk’s Office received a request from Edward Bayuk that the October 28, 2025, minutes be revised to more accurately reflect the comments he made. After reviewing the video from the meeting, the City Clerk drafted the following revision:

Ed Bayuk urged the City Council to refer a legal issue to an outside investigation firm or the FBI, and also warned of broader concerning influences in Laguna Beach, drawing on his own experience with alleged fraud and multi-state litigation.

Generalizing Mr. Bayuk’s comments clarifies that his comments were not limited to the topic of the lawsuit noted in the original version, while maintaining the standards of action minutes.

The City Clerk recommends that the City Council approve the above proposed revision to the minutes of the Regular Meeting for the City Council of October 28, 2025, and the attached minutes of the March 24, 2026, City Council Study Session, and minutes of the Regular Meeting for the City Council of March 24, 2026.

FINANCIAL ANALYSIS
The recommended action has no financial impact to the budget.

ENVIRONMENTAL ANALYSIS
The recommended action has no environmental impact.
