14 SUBJECT: INTERVIEWS AND APPOINTMENT TO THE ORANGE COUNTY MOSQUITO &

VECTOR CONTROL DISTRICT (OCMVCD)
RECOMMENDATION: It is recommended that the City Council:

1. Appoint Joanne McMahon to serve on the Orange County Mosquito & Vector Control District Board, with a term beginning immediately, through January 3, 2028.

SUMMARY OF THE MATTER
During the January 30, 2026, Strategic Planning Session, the City Council reviewed the listing of various organizations, committees, and subcommittees where the City Council is represented, and during the process, the City Council suggested appointing a resident to the Orange County Mosquito and Vector Control District Board of Trustees. To qualify, the representative must be over 18 years old and a resident of Laguna Beach. The position has most recently been held by a Councilmember; however, it has previously been held by a Laguna Beach resident.

DISCUSSION
The Orange County Mosquito and Vector Control District (OCMVCD) is responsible for the surveillance and control of vectors — including mosquitoes, ticks, and other organisms — that can transmit diseases to humans and animals. Board trustees play a key role in setting policy and overseeing programs that safeguard public health throughout the region. The OC Vector Control Board of Trustees meets at 3:00 p.m. on the third Thursday of every month at the Orange County Mosquito and Vector Control District headquarters at 13001 Garden Grove Blvd., Garden Grove, CA 92843.

For the opening, the City Clerk’s Office received one application, from Joanne McMahon.
