I continue to have the same concerns I outlined in my letter to Council dated April 13, 2026.
Specifically, Council should approve the creation and elimination of new funds, should approve interfund transfers at least above some threshold, and should have at least some type of monthly review of financial performance.
As to the later point, while I can understand staff doesn't have easily reviewable information in a summarized tashion on a monthly basis, that may in fact be even more concerning if it means management also is not looking at monthly performance. During our current financial climate more frequent review is particularly important.
