Stop this insanity. Your zeal for this promanade is so overboard. You can say it's something different but only those in your pocket believe it. You are making a big mistake in this tree cutting business. People don't like it. The council is off the mark about this tree cutting and even though I'm not a for forecaster this November at voting time will not be favorable. You have struck a nerve.

I was born and raised in Laguna Beach. I came into this world at South Coast Hospital, delivered by Dr.
Stoney, the very hospital your community is now closing. My roots here are not sentimental talking points.
They are as real and as deep as those eucalyptus trees on Forest Avenue.
Some of my only truly happy childhood memories are of spending the day at the beach, then walking up Forest Avenue in the evening, stopping to say hello to the store owners, who were as much a part of this town as the ocean itself. Forest Avenue wasn't just a street. It was the heartbeat of Laguna Beach.
I no longer live nearby, but I make the trip back with my own children specifically so they can walk those same streets and build those same memories. That is how much this place means to me. That is what you are the stewards of.
What the city did this week was a deep betrayal.
Nine mature eucalyptus trees, trees that gave Forest Avenue its very name, trees that took decades to grow, were cut down overnight without meaningful community notice. Business owners were told the trees would stay. Residents woke up to stumps. That is not how you treat a community that has trusted you with something irreplaceable.
Over the years, I have watched Laguna change. What was once a quirky, soulful artist town has slowly been reshaped into a spectacle, another coastal destination optimized for development and foot traffic that does not even help the community thrive, rather than the people who actually live and breathe here. Time and again, residents, the people who fund this city, have been pushed aside in favor of projects that prioritize outside interests over local character.
Look at what happened to Melrose Avenue in Los Angeles. Charm, once lost, does not come back. You cannot replant a 100-year-old tree. You cannot manufacture the feeling that made visitors fall in love with Laguna Beach in the first place, and that feeling lived, in large part, under that canopy on Forest Avenue.
I am asking the Council to do better. Not just with replacement plantings or a promenade that may look lovely on a rendering, but with a genuine commitment to transparency, to community involvement before decisions are made and not after, and to remembering what makes Laguna Beach worth preserving at all.
The residents deserve that. This town deserves that.
Respectfully,
Jenny Stafford

Many residents have recently been shocked by the permanent demolition of Lower Forest Avenue leading to demonstrations covered by CBS TV news.
The unexpected removal of iconic trees was for many like rubbing salt in the wounds.
I understand the reasoning for the tree removal for safety reasons. This doesn't change the fact that this project is unpopular with taxpayers.
David Kiff has been put in a tough position carrying out an unpopular project in a time of budget deficits. He has proven to be an effective leader driven by a true love for Laguna.
It's time for city council to reign in vanity projects and work with Dave in a spirit of fiscal responsibility.

The removal of the beautiful trees on Forest Avenue is despicable and done without the wishes of the residents who pay taxes to the city to support this council. The majority of residents never wanted the Promenade to begin with.
Sue Kempf has cut her neighbors tree down before and now she is destroying the charm of this town to please the developers that backed her.
I am most people in this town are sick. And to replace these trees if going to be yet more cost for the taxpayers. We are tired of the spending this council has done.

5. How will future issues regarding changed plans at the Promenade be handled?
Last week, under the cover of darkness, the removal of Forest Avenue trees came as a shock. Many residents felt surprised and betrayed when we heard the news. Those trees defined the heart of our town. They weren't just landscaping; they were the witnesses to our history that the city promised to save.
But this is not the first time taking a stand has been critical. Village Laguna spoke up against high-rise hotels that would have blocked our ocean views; when our open spaces were threatened with unbridled development; and when dams were proposed for Aliso Creek and as well as high-rise structures along its canyon floor. Most recently, Village Laguna has been working to save our beloved downtown, our historic heritage and continue our over 50 years of effort to save our canyons and natural hillsides.

Subject: Item 15: Tree Removal - Oppose
Hi, Ann Marie.
Would you please forward the email below to all city council members and enter this into the record under public comment for this item?
Laguna Beach City Council Members:
In 2019, the public was shocked at the proposed removal of between 115-150 trees in our commercial district as part of the newly proposed Downtown Action Plan. Many of these trees were mature heritage trees that had graced our streets for decades.
Then, like now, we worried about the DAP's "beautification" when it came to the health of the trees because so many pronounced changes were proposed. At that time, a water system wasn't even included yet there were concepts for tree wells, wider sidewalks, hardscape treatments, etc. The trees seemed to be an afterthought.
And we wonder if that was the case here. Since work was approved, construction has gone on for weeks. Digging, vibration, removal of sidewalks, curbs, gutters, undermining for pipes, even the street itself.
The City knew for a month that a tree had fallen into the construction pit one night but didn't tell the public, either in public meetings, newsletters, posts or any other communication during all that time.
We have serious concerns about the timing, process, public notice, supporting material to support such a decision, the lack of an independent arborist (not one hired by the city), and many other issues.
We also strongly object to any more "beautification" projects to our downtown. Under the DAP, the construction projects involving tree wells, sidewalks, hardscape, etc., are all planned, starting with Ocean Avenue. The claim is "traffic calming" however, these streets don't have a traffic calming problem. Nobody's speeding down Second Street. Or Mermaid.
Similarly, in order to comply with the Daylighting Law, the City can put a bag over the meter, paint the curb red and significantly increase the paltry fine. We do not need fancy bulb outs, etc.
Even worse, we feel such traffic calming measures will actually make it more difficult to evacuate in an emergency.
It's bad enough that a street has been completely closed in a high fire hazard zone. The City's #1 priority should be the safety of its residents. Making it harder to get around narrowed streets proved fatal in Paradise.
Stop all spending for the $14 million Downtown Action Plan. The City has serious budget issues. We can't afford it.

Why are we losing so many parking spots? Why are we losing all those beautiful trees? It is so hard to enjoy our town because of what is going on downtown. It is a nightmare to try and find a place to park so we can spend our money here in town at the restaurants and shops.
Most weekends we try not to leave our house due to the insane traffic to get in or out of town. Can't there be something done to slow down all the extra cars coming into our tiny town? Make parking so expensive that they use the lots and take the trolly?
How do you feel about the traffic on the 133? Most days and times are now packed with cars. Not just weekends or summer. It is a very big concern that if there was a fire or health emergency that getting out of town or to the hospital.
Thank you,

Subject: Request for Documentation and Clarification - Forest Avenue Tree Removal Good Afternoon - 1 am writing regarding the recent removal of multiple trees along the Forest Avenue Promenade.
According to the City's Notice of Public Tree Removal dated April 22, 2026, the Director of Public Works authorized the immediate removal of nine trees on April 20, 2026, citing an "imminent risk to public safety," supported by arborist reports and field observations.
Given the significance of this action, particularly involving what many in the community understand to be mature, valued, and potentially heritage trees, I respectfully request additional information to better understand the basis for this decision and the process followed.
Specifically:
1. Arborist Reports & Supporting Data
• Please provide copies of all arborist reports referenced in the notice, including the report received on April 20, 2026.
• What diagnostic methods were used to assess structural integrity (e.g., acoustic tomography, resistograph testing, root and base inspections such as air spading)? • Were alternative mitigation measures evaluated prior to removal?
2. Determination of "Imminent Risk"
• What specific criteria were used to determine that these trees posed an immediate safety hazard? • Was the failure of the "similarly situated tree" independently analyzed and documented as a predictive indicator for these trees?
3. Process & Public Notice
• Why was there no reasonable advance public notice or opportunity for community input prior to removal?
• Under the City's Tree Removal and Planting Policy, what provisions were relied upon to bypass standard notice procedures?
4. Timing and Execution
• The removal appears to have occurred during evening hours using power equipment. Please confirm compliance with applicable City ordinances and municipal code provisions, including work hour and noise restrictions?
• Why was this work conducted outside of normal hours, and what factors led to this decision?
5. Compliance with Policy
• Please clarify how this action complied with the City's Tree Removal and Planting Policy for Public Trees, particularly with respect to transparency, documentation, and preservation of mature trees.
6. Accountability and Decision Authority
• Who specifically reviewed and approved the arborist findings? 1 • Who made the final determination to proceed with immediate removal?
7. Mitigation and Replacement Plan
• What is the City's plan to restore the canopy in this area? • Will mature or semi-mature trees be replanted, and on what timeline? • How will the City ensure that the character and environmental benefits of this streetscape are meaningfully restored?
• What process will the City use to engage qualified, experienced, or subject matter experts, including community members to ensure that mitigation efforts are proper, independently informed, and executed in a timely manner?
Trees of this scale and presence are not simply landscape elements, they are part of the fabric of the community.
The City Council and staff are entrusted with their stewardship, and actions of this magnitude warrant a high degree of transparency, technical rigor, and public engagement.
I appreciate your attention to this matter and look forward to your response and the supporting documentation.
Sincerely,
Scott Michael Tenney

Elegy for Forest Avenue
They stood in their long patience,
shoulder to shoulder with the years,
their roots knitting the earth into memory,
their crowns catching the language of light.
Morning once arrived in fragments—
sun sifted through green glass,
a softened gold laid gently
on the backs of passing lives.
Now it falls unbroken, harsh,
with no leaf to translate its meaning.
There is no shade.
The benches remember the cool of it,
the way time slowed beneath their boughs,
how even grief would sit a moment longer
and loosen its grip.
There is no sunlight—
not the kind that danced,
that flickered and forgave,
that moved like breath through branches.
Only exposure now,
a brightness without mercy.
Roll up the sidewalks-
they lead nowhere but absence.
Put away the sea breeze-
it has forgotten its way,
no longer caught and carried
in the soft machinery of leaves.
Once, the wind spoke here.
It whispered in a thousand small tongues,
each leaf a syllable of belonging.
Now the air passes through
1 as through a wound,
unanswered.
Who will account for this silence?
Who will name the severed years,
the rings uncounted,
the shade unborn?
There is no wind strong enough
to scatter what remains-
not the sawdust grief,
not the invisible astonishment
that something so rooted
could be so easily undone.
And shame hangs heavier than branches ever did,
settling where canopies once rose,
pressing down on the open street
like a sky that will not lift.
We stand where they stood,
but do not belong as they dia.
We breathe what they once held for us,
and call it air.
Listen-
if there is anything left to hear,
it is not the wind,
but the echo of what sheltered us
and asked so little in return.

Dear all council members,
So saddened to see the zoom meeting on the 20th turn so ugly so fast. At the end of the meeting we were told there would be literature sent. But what resulted was that same night was a literal deforestation of a public street. As someone who attended and read the reports I was shocked that the 2 supposed trees turned into alll of them. With a lack of public approval, the entire council enacted a willfully arrogant sham.
You hijacked our town, our trust, our community, and we want answers.
There was no safety concern, the trees were healthy. We watched them come down and saw clean, clear, healthy stumps. That's why they rushed to grind them so people wouldn't notice. We did, we have footage and photos. What was the logic behind this farce? Do not say liability, because that is false.
How will the city council replace 100 years of culture? What you did was a rouse, you had the removal already scheduled, which means the meeting was a dog and pony show of liability. That is corruption no matter how you slice it. This is a democracy, regardless of what side you sit on and actions like this violate the communities trust. We do not want to look like Newport, if we did, we would live there. You are dismantling our artist colony roots and we will not stand for it.
An email at 5pm, meeting at 6pm, trees gone by 8pm? We can't get the pedestrian cross lights changed from yellow to red for safety for the last 5 years despite fatalities, but these trees were so urgent? We will be organizing, and will work to vote all of you out.

This is not OK, covert, misleading, shady, and FLAT wrong.
How can we have faith in our officials if they stay silent? Why were all the stumps immediately ground? Because they were HEALTHY and you lied to our faces.

First you take away all of the parking and make it up into some useless area. There is already no parking so of course the best action would be to keep it that way and make it more difficult for locals to go to their favorite shops.
Removing those trees, along with the rest of the damage you all have caused will destroy this town. "Tree city" my ass.

Councilmembers,
I was extremely disappointed with your decision to destroy all the heritage trees on Forest Avenue last night under the shroud of darkness. This is a blatant example of overreach by government and complete disregard of Laguna Beach resident's interests in preserving Laguna's history, charm and atmosphere. The street looks like a strip mall in Riverside now. During Mayor Orgill's podcast on March 27, 2026, he and the City Engineer discussed that the city was "working very hard to preserve the existing trees" on Forest Ave. They further stated that protection zones were being created to ensure the safe protection of the trees during construction. The Mayor commented that he was "impressed with the care of the existing trees and how the impacts were being minimized". It was also stated that the contractor was "working slowly around the trees to preserve and protect". WHAT HAPPENED?!!! Last night all these promises were broken and all the beautiful heritage trees were destroyed without any notice to the public.
As a resident of Laguna Beach, I have not been active in city politics and have withheld judgement about the promenade and your other decisions thus far. Some have said the very costly promenade project was forced upon the residents by your leadership. I was skeptical, but cautious about this opinion and potential abuse of authority. The actions taken last night shine a bright light on your cavalier actions and are a demonstration of your disregard for voting residents. You say you are willing to listen to residents, but clearly disregard their important input and continue to make autonomous decisions. We will not forget your disingenuous attitudes toward the residents and broken promises during the elections this November.

Dear City Council,
Please pause your thoughts about removing the trees on Forest Avenue. Proper trimming and maintenance can help ensure the safety of the trees. Rather than taking them all out, monitor them for disease and take steps only when there is no other option. The decision to remove them seems very premature. It would completely change the feeling and inviting nature of the new pedestrian mall. Please do not act without thinking this thru.
Every person who chooses to have trees understands that there is a risk but the beauty and enrichment of the environment, in addition to the need for shade and support of nature, far outway the risk.

Dear City Council Manager & Laguna Beach City Council,
I'm writing out of deep frustration and concern regarding the recent removal of trees on Deforested Avenue.
What's most alarming is not just the decision itself, but the process.
An "emergency" town hall was held, yet the trees were removed immediately after (under the cover of night which just shows you know this is incredibly shady *no pun intented*) leaving no meaningful opportunity for community input or alternative solutions. That undermines public trust. I truly have lost faith in our city now.
Laguna Beach positions itself as a leader in environmental stewardship. If a city with this level of resources cannot protect its natural landscape or engage its community transparently, it raises serious concerns about priorities and accountability. The trees do not need to be fully removed, they can be planted elsewhere yet you choose the easy route.
Decisions like this have long-term consequences. They impact not just the current community, but future generations who will inherit the results of these choices. My generation faces a bleak world because people like you make decisions on our behalf that prioritize profit over life.
I urge you to provide clarity on:
- Why this decision required immediate action at 3 in the morning - How the city plans to ensure transparency and community involvement moving forward
This is not just about trees, it's about trust, responsibility, and the kind of legacy being created. Please plant native trees as a replacement, please plant other trees around the city to make up for this loss. Please do not undermine your citizens again.
With shock,
Gemma Totten
