INSTALLATION, AND CONFIGURATION) FIBER (REPAIRS AND CABLING) RECOMMENDATION: It is recommended that the City Council:

1. Authorize the City Manager to execute a 5-year cooperative purchasing agreement with Intelinet Inc. a C-10 contractor for project and on-call Cabling, Fiber, and Camera products and services utilizing City of Long Beach contract numbers 37614, 37626, and 37627, in an amount not to exceed $120,000 annually and $840,000 over the full seven-year term, subject to approval as to form by the City Attorney;

2. Authorize the City Manager to approve up to two (2) additional one-year renewal terms, subject to the continued availability of the City of Long Beach contracts and annual budget approval; and

3. Authorize the City Manager to issue On-Call task orders, on an as-needed basis for projects with fees of $100,000 or below; and

4. Find that the recommended action is not subject to the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378, as it involves administrative procurement activities that will not result in a direct or reasonably foreseeable physical change in the environment.

SUMMARY OF THE MATTER
This report recommends that the City Council approve a cooperative purchasing agreement with Intelinet Inc., a licensed C-10 contractor, for cabling, fiber, and camera equipment and services. The agreement would use City of Long Beach contracts 37614, 37626, and 37627, in an amount not to exceed $120,000 annually and $840,000 over a seven-year term.

Historically, the City has purchased these services on an as-needed basis, which has resulted in delays in project delivery and service coordination. The City has worked with Intelinet Inc. in the past to procure cabling, fiber, and camera equipment and services, sometimes under a formal agreement and sometimes without one. Intelinet has consistently completed this work on time and within budget. Approving this action would formalize that working relationship through a competitively awarded cooperative contract, while also improving efficiency and reducing delays associated with ad hoc procurements.

This agreement would also help ensure compliance with Laguna Beach Municipal Code Chapter 2.30 and Administrative Policy 1-9. The City of Long Beach conducted a competitive Request for Proposals process, identified as RFP-TI-24-497, and awarded Intelinet three contracts in December 2025. It is further recommended that the City Council authorize the City Manager to approve task orders of $100,000 or less.

Any Intelinet project exceeding $100,000, or any project requiring new funding authorization, would still be brought to the City Council for approval.

DISCUSSION
The City has used Intelinet Inc., a licensed C-10 contractor, for cabling, fiber, and camera equipment and services in the past. Historically, these services have been purchased on an as-needed basis, usually through individual purchase orders rather than a master agreement, which has caused delays in project delivery and service coordination. During a broader review of the City’s purchasing practices, staff determined that this vendor relationship should be formalized to comply with Purchasing Policy 1-9 and Laguna Beach Municipal Code Chapter 2.30.

Approving this cooperative agreement would officially establish the City’s ongoing use of Intelinet Inc. It would also help ensure purchasing compliance by leveraging the City of Long Beach contracts and provide a reliable, cost-effective method for obtaining cabling, fiber, and camera products and services for both project-based and on-call needs.

The City of Long Beach completed a competitive Request for Proposals process, known as RFP-TI-24-497.

The City of Long Beach received 8 responses to the RFP, and 7 of those responses were evaluated based on qualifications and cost. As a result, the City of Long Beach awarded contracts to seven companies, including Intelinet Inc. Intelinet has also provided a letter confirming that the City of Laguna Beach would receive the same pricing and volume discounts offered to the City of Long Beach.

The City uses on-call vendors to expedite purchasing for urgent and time-sensitive projects. Intelinet Inc. has demonstrated that it has the skills, experience, and qualifications needed to meet the City’s Section 27 specifications at a reasonable cost. Staff estimates that using this agreement could save approximately six weeks of staff time for each on-call cabling, fiber, or camera need. This is because the City would not need to complete a separate formal RFP process, prepare agenda reports, or process contract documents and insurance requirements for each individual project. In addition, because Intelinet is already familiar with the City’s standards and expectations, the company is well positioned to provide consistent and dependable service.

FINANCIAL ANALYSIS
The cooperative agreement will have an initial five-year term within the City of Long Beach contract period, expiring December 23, 2035, with the option to renew for up to two (2) additional one-year terms. • Annual Not-to-Exceed Amount: $120,000 • Maximum Contract Value (All Terms): $840,000. No additional appropriations are required. If the yearly $120,000 threshold is met staff will return to City Council for additional purchasing authority.

The recommended action is not subject to the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378 because it involves administrative procurement activities and does not constitute a “project” as defined by CEQA. The agreement authorizes the purchase of cabling and related equipment, and services and will not result in a direct or reasonably foreseeable indirect physical change in the environment. No further environmental review is required.
