CONSENT
10 SUBJECT: AMENDMENT TO SERVICE AGREEMENT FOR GEOGRAPHICAL
INFORMATION SYSTEM (GIS) PROFESSIONAL SERVICES
RECOMMENDATION: It is recommended that the City Council:
1. Amend Agreement No. 25-58 with Infinity Technologies for Geographic Information System (GIS) Professional Services to revise the scope of work and increase the contract by $29,960 for a revised total not to exceed the amount of $149,960; and
2. Find that the action does not constitute a project under the California Environmental Quality Act pursuant to Guidelines Section 15378(b)(4) and Section 15378 (b)(5).
SUMMARY OF THE MATTER
On August 1, 2025, the City Council authorized the City Manager to execute an agreement with Infinity Technologies for Geographic Information System (GIS) professional services for $120,000. This effort supports the integration of the City’s GIS platform with the new public safety Computer Aided Dispatch (CAD) system. The proposed First Amendment to the agreement updates the scope of work to address expanded CAD integration needs as recommended Hexagon, the City’s CAD service provider.
Enhancements include cross-street development, such as building and validating a GIS intersection/crossstreet layer, as well as improvements to street centerline data and address ranges. These updates will improve geocoding accuracy, nearest-intersection identification, and routing outputs. The amendment increases compensation by $29,960, for a revised total amount of $149,960.
DISCUSSION
As the CAD integration effort advances, additional GIS services are required to ensure the system functions reliably and supports day-to-day dispatch operations. Staff is requesting an amendment in the amount of $29,960 to complete GIS work necessary for CAD go-live.
GIS plays a central role in dispatch operations by providing accurate mapping information, including street names, address ranges, and emergency response zones. This information allows dispatchers to identify caller locations and deploy the appropriate resources. While the original scope of work included integrating the City’s GIS with the CAD system, validating key datasets, and developing tools for address lookup and route selection, additional work has been identified as necessary to support full system functionality.
The proposed amendment focuses on cross street development, which enables dispatchers to identify the nearest intersections associated with incoming calls. This is a critical component of emergency response, particularly when callers are unable to provide precise addresses.
The expanded scope of work includes:
• Data Refinement: Improving street centerline connectivity, updating street names and aliases, and refining address ranges to enhance geocoding accuracy.
AMENDMENT TO SERVICE AGREEMENT FOR GEOGRAPHICAL INFORMATION SYSTEM (GIS) PROFESSIONAL SERVICES
April 28, 2026
• Cross Street Logic: Establishing standardized rules for determining appropriate cross streets, including complex roadway conditions such as cul de sacs, freeway ramps, divided highways, and private streets.
• Automation: Developing Arcade scripts to automate cross street calculations and improve consistency.
• System Integration: Configuring GIS data and services to function within the CAD environment. • Testing and Validation: Conducting testing with dispatch staff, including validation against historical CAD call data.
Without these modifications, there is a risk of reduced accuracy in location identification and dispatch efficiency.
FINANCIAL ANALYSIS
The proposed amendment increases compensation by $29,960 for a total amount of $149,960. Funding for the project is included in the Fiscal Year 2025–26 budget; and no budget adjustment is needed.
ENVIRONMENTAL ANALYSIS
This action is not subject to the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines Section 15378(b)(4) and (b)(5). The contract constitutes funding and administrative activity that will not result in a direct or reasonably foreseeable indirect physical change to the environment. The recommended action has no environmental impact.
