CONSENT
6 SUBJECT: ADOPTION OF AN ORDINANCE AMENDING LAGUNA BEACH MUNICIPAL CODE SECTION 6.24.030 AND ADDING SECTION 6.24.070 TO PROHIBIT THE
SALE AND USE OF GLUE TRAPS WITHIN THE CITY
RECOMMENDATION: It is recommended that the City Council:
1. Adopt the Ordinance titled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAGUNA BEACH, CALIFORNIA, AMENDING SECTION 6.24.030 OF THE LAGUNA BEACH MUNICIPAL CODE AND ADDING SECTION 6.24.070 TO CHAPTER 6.24 OF THE
LAGUNA BEACH MUNICIPAL CODE RELATING TO THE SALE AND USE OF GLUE
TRAPS AND FINDING THE SAME EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT”.
SUMMARY OF THE MATTER
On April 14, 2026, the City Council approved the ordinance that would prohibit the sale of glue traps within the City of Laguna Beach and prohibit the setting, placement, and use of glue traps to capture or kill any animal within the City.
The vote at the first reading of the proposed ordinance was:
AYES: 5 COUNCILMEMBERS: Kempf, Rounaghi, Whalen, Jones, Orgill NOES: 0 COUNCILMEMBERS: None
ABSENT: 0 COUNCILMEMBERS: None
The subject ordinance is being presented for its second reading and adoption. Unless otherwise directed by a member of the City Council, the vote at the second reading will reflect the same vote as the first reading.
However, if a Councilmember is not present at the second reading, the vote will be reflected as absent.
FINANCIAL ANALYSIS
The recommended action has no financial impact to the budget.
ENVIRONMENTAL ANALYSIS
The recommended action has no environmental impact.
