2. Authorize the City Manager to approve project-related expenses and contract change orders for unforeseen circumstances in an amount not to exceed $30,000; and

SUMMARY OF THE MATTER
This report recommends that the City Council award a construction contract to Intelinet, Inc. in the amount of $197,422 for the Fire Station Communication System Upgrades project. The scope of work includes upgrades to the technology infrastructure at Fire Stations 1 through 4, including the installation of new structured cabling systems to support voice, data, wireless access, security systems, and station alerting systems. The work also includes upgrading telecommunication rooms, installing conduits and pathways, and restoring all affected surfaces to match existing conditions upon completion.
The total estimated project cost is $197,422, which is within the available budget of $432,400. The project has been reviewed under CEQA and is categorically exempt pursuant to Section 15301 of the CEQA guidelines.
DISCUSSION
The Fire Station Communication System Upgrades project includes improvements at Fire Stations 1 through 4 as follows:
Upgrades to telecommunications rooms and necessary configuration Installation of new structured cabling systems for voice, data, and wireless communication Installation of new structured cabling systems to support security and access control systems Installation of low-voltage infrastructure to support the new station alerting system Installation of conduits, pathways, and firestopping for new cabling Removal of existing telecommunications cabling
These improvements will modernize the Fire Department’s communication infrastructure, enhance reliability and operational efficiency, and support current and future technology needs for emergency response services. The improvements at Fire Station 4 were minimized to avoid throw-away costs, but the project ensures that the station communication will be current and reliable until the new station is opened.

Bid Process and Contractor Selection
Staff completed a public bid process for the project in accordance with California Public Contract Code requirements. On April 28, 2026, one bid was received by Intelinet, Inc. in the amount of $197,422. Staff reviewed the bid submitted by Intelinet, Inc., and determined that the contractor is properly licensed, is responsive, and responsible. Therefore, staff recommend that the City Council award and authorize the City Manager to execute a contract with Intelinet, Inc. in the amount of $197,422 (Attachment 1). It is also recommended that funding be provided to cover change orders due to unforeseen conditions. These costs are not to exceed $30,000; therefore, it is recommended that the City Manager be authorized to approve change orders for unforeseen circumstances in the amount not-to-exceed $30,000. Construction is anticipated to begin in May 2026 and be completed by September 2026.
FINANCIAL ANALYSIS
There is an available project budget in the Capital Improvement Fund (C2605) of $432,400 for the Fire Station Communication System Upgrades project. No additional appropriation is required at this time.
ENVIRONMENTAL ANALYSIS
Environmental Quality Act under CEQA Guidelines Section 15301 because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Here, the recommended action meets the exemption because the project consists of minor alterations to existing public facilities involving installation of communication infrastructure with no expansion of use. Upon taking the recommended action, City staff will cause to be filed within five calendar days a notice of exemption with the County and State Clearinghouse.
