PRESENTATION
1 SUBJECT: RECOGNITION OF THE LAGUNA BEACH HIGH SCHOOL FLOW PROGRAM RECOMMENDATION: It is recommended that the City Council:
1. Recognize the Laguna Beach High School FLOW Program and its students for their leadership, community engagement, and contributions to the Laguna Beach community.
SUMMARY OF THE MATTER
This item recognizes the Laguna Beach High School FLOW Program and its students for their leadership in environmental education, civic engagement, and community stewardship. The FLOW Program, representing Fire, Land, Ocean, and Water, is an interdisciplinary educational initiative designed to connect students with academic content, one another, and the broader Laguna Beach community through environmental awareness and service-learning opportunities.
The program provides students in grades 9 through 12 with educational experiences centered on environmental issues particularly relevant to Laguna Beach, including wildfire awareness, land stewardship, ocean health, and water sustainability. Through collaboration with community partners, shared curriculum experiences, volunteer activities, and public engagement opportunities, students participate in projects and events that promote mindful citizenship and environmental responsibility.
Recognition of the FLOW Program supports the City’s ongoing commitment to youth engagement, environmental stewardship, educational partnerships, and community collaboration.
FINANCIAL ANALYSIS
The recommended action has no financial impact to the budget.
ENVIRONMENTAL ANALYSIS
This action is not subject to the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines Section 15378 because the proposed recognition of the Laguna Beach High School FLOW Program is an administrative and ceremonial activity that does not constitute a “project” and will not result in a direct or reasonably foreseeable indirect physical change in the environment.
