DISCUSSION
On September 23, 2025, the City Council approved the Wildfire Mitigation and Fire Safety Report 2025 Update, including the Wildfire Mitigation and Fire Safety Ad Hoc Committee’s recommended initiatives to enhance wildfire preparedness, evacuation readiness, and emergency notification capabilities throughout the City. One of the approved initiatives included expanding the City’s outdoor warning system to improve public alert and warning coverage during emergencies.
To support this initiative, staff recommends awarding a contract to Genasys for the installation, setup, and inspection of two (2) additional outdoor warning system speakers at the Canyon Acres and Artisan locations. Funding for the speaker expansion project will be provided through the $200,000 previously allocated by the City Council on September 23, 2025 to account number 1412401-72071.
The proposed agreement also includes commissioning and renewal of the outdoor warning system software maintenance services for a three-year period. The software maintenance component is a recurring operational expense that has been budgeted annually to account number 1102405-55036 in prior fiscal years and is necessary to ensure continued functionality, connectivity, and operation of the City’s existing and expanded outdoor warning system. As such, no additional appropriations are required for the software maintenance portion of the agreement.
The proposed contract consists of two procurement components. The commissioning and software maintenance services are being procured through Sourcewell Cooperative Agreement No. 030425-GYS, which was competitively solicited and awarded by Sourcewell for public safety software solutions. Pursuant to Section 2.30.050(c) of the Laguna Beach Municipal Code, the City may utilize cooperative purchasing agreements in lieu of conducting its own formal bidding process. The proposed agreement incorporates the Sourcewell contract pricing, terms, and conditions for the commissioning and software maintenance services.
The installation, setup, and inspection services for the two new outdoor warning speakers are exempt from formal bidding requirements pursuant to Sections 2.30.050(a) and (g) of the Laguna Beach Municipal Code due to Genasys’ specialized expertise, familiarity with the City’s existing outdoor warning system, and the need to maintain compatibility and continuity with the City’s current hardware and software platform. Staff determined that utilizing Genasys for these services is in the best interest of the City because introducing a separate third-party vendor would require duplication of effort, additional project coordination, and increased costs associated with familiarization and integration with the City’s existing system.
FINANCIAL ANALYSIS
The total contract amount with Genasys is $354,026.49, which includes $186,383.49 for the installation, setup, and inspection of two new outdoor warning system speakers and $167,643 for commissioning and three years of outdoor warning system software maintenance. Funding for the speaker expansion project will be provided through the $200,000 previously allocated by the City Council as part of the September 23, 2025, Wildfire Mitigation and Fire Safety Report 2025 Update, while the software maintenance costs are existing annually budgeted operational expenses; therefore, no additional appropriations are required.

ENVIRONMENTAL ANALYSIS
The proposed action involves the installation of two additional outdoor warning system speakers and related software commissioning and maintenance services within existing developed areas of the City. The project consists of minor alterations and additions to existing public safety infrastructure and will not result in an expansion of use beyond that previously existing. Accordingly, the project is categorically exempt from the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines §15301 (Class 1 – Existing Facilities), which exempts the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, and mechanical equipment involving negligible or no expansion of existing or former use. In addition, portions of the project involving installation of small new equipment and accessory structures is also exempt pursuant to CEQA Guidelines §15303 (Class 3 – New Construction or Conversion of Small Structures). The proposed project does not involve unusual circumstances, will not result in significant cumulative impacts, and will not adversely affect scenic resources, historic resources, or environmentally sensitive habitat areas. Therefore, none of the exceptions set forth in CEQA Guidelines §15300.2 apply.
