NETWORK EQUIPMENT FOR THE EMERGENCY OPERATIONS CENTER

PROJECT
RECOMMENDATION: It is recommended that the City Council:

1. Authorize the City Manager to execute a cooperative purchasing agreement with Presidio Network Solutions, a Cisco authorized reseller of network communications equipment and services, utilizing NASPO ValuePoint Master Agreement Contract Number AR3227, as amended by State of California Participating Addendum Number 7-20-70-47-01, subject to approval as to form by the City Attorney;

2. Authorize the City Manager to approve up to two additional one-year renewal terms, subject to the continued availability of the NASPO ValuePoint Master Agreement and annual budget approval;

3. Contingent upon approval of Recommendation No. 1, authorize the City Manager to purchase Cisco network switches from Presidio Network Solutions in an amount not to exceed $123,662 for the Emergency Operations Center Technology Upgrade Project; and

4. Find that the recommended actions are not subject to the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378, as they involve administrative procurement activities that will not result in a direct or reasonably foreseeable physical change in the environment.

SUMMARY OF THE MATTER
Staff recommends approval of a cooperative purchasing agreement with Presidio Network Solutions through the NASPO ValuePoint cooperative purchasing program and authorization to purchase Cisco network switches for the Emergency Operations Center (EOC) Project.

Recent volatility in technology hardware pricing has created procurement challenges for City projects that rely on hardware. Price changes occurring during the procurement process have caused quotations to expire before purchases can be completed, resulting in administrative delays and impacts to project schedules.

The proposed cooperative purchasing agreement would provide the City with access to competitively procured pricing and purchasing terms for Cisco equipment and related services, helping reduce procurement delays and mitigate the effects of market volatility. Approval of the agreement would not authorize any specific purchase and would not alter the City's existing purchasing policies, budget controls, or approval requirements.

Staff is also requesting authorization to purchase Cisco network switches for the EOC Project. The network switches are a foundational component of the facility's communications and data infrastructure. Approval

of the purchase concurrently with the cooperative purchasing agreement would allow the City to secure current pricing, avoid additional procurement delays, and help maintain the EOC project schedule.

No additional appropriations are required for either action.

DISCUSSION
Part A – Cooperative Agreement with Presidio
Price volatility in the technology hardware market has created challenges for the timely delivery of City projects. Cisco, the manufacturer of much of the City's networking equipment, has adjusted pricing multiple times over the past several months. As a result, quotations obtained during project planning can become invalid before the City completes its procurement process and is ready to issue a purchase order.

This issue has affected several City projects, including the Fire Station Technology Uplift Project. Cisco network hardware is a key component of the project, yet multiple pricing changes have required staff to obtain updated quotations and revisit portions of the procurement process. These delays are not the result of project design or installation issues, but rather changing hardware costs during the procurement period.

The proposed cooperative purchasing agreement would allow the City to utilize the NASPO ValuePoint cooperative purchasing program, a nationally competitively procured purchasing vehicle that provides preestablished pricing and purchasing terms for Cisco equipment and related services. Presidio Network Solutions is an authorized Cisco reseller participating in the NASPO ValuePoint program and is therefore able to provide equipment and services through this competitively procured purchasing vehicle.

Establishing this agreement would provide the City with an additional procurement tool to help mitigate pricing volatility, reduce administrative delays, and improve project delivery.

Part B – Purchase of Emergency Operations Center Network Switches The City's Emergency Operations Center Project requires the installation of Cisco network switches that will serve as the backbone of the facility's communications and data network.

As discussed in Part A, the City has experienced repeated pricing fluctuations and quote expirations for Cisco hardware due to changing market conditions. The EOC project has been similarly affected, creating a risk that equipment pricing may increase or become unavailable before procurement can be completed.

Approval of the cooperative purchasing agreement in Part A would provide access to the pricing and purchasing terms necessary to secure the required equipment. Staff is therefore recommending authorization to purchase the network switches concurrently with approval of the cooperative agreement in order to immediately lock pricing and avoid additional procurement delays.

The recommended purchase would authorize the City Manager to procure Cisco network switches from Presidio Network Solutions in an amount not to exceed $123,662. The purchase is contingent upon City Council approval of the cooperative purchasing agreement described in Part A.

1. FINANCIAL ANALYSIS
The cooperative agreement will have an initial three-year term within the NASPO ValuePoint contract period, with the option to renew for up to two (2) additional one-year terms. • Annual Not-to-Exceed Amount: $250,000
• Maximum Contract Value (All Terms): $1,250,000.
• If the yearly $250,000 threshold is met staff will return to City Council for additional contract purchasing authority.

The total cost of this purchase is $123,662. Funds for this procurement are included in the FY 2025-26 Wildfire Mitigation / Fire Safety Police Support Services account (Account No. 1412101-12071 S2604) budget and no additional appropriation is required.

ENVIRONMENTAL ANALYSIS
The recommended action is not subject to the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378 because it involves administrative procurement activities and does not constitute a “project” as defined by CEQA. The agreement authorizes the purchase of cabling and related equipment, and services and will not result in a direct or reasonably foreseeable indirect physical change in the environment. No further environmental review is required.
