WITH SOUTHERN CALIFORNIA EDISON
RECOMMENDATION: It is recommended that the City Council:
1. Approve and authorize the City Manager to execute a Community Resource Center License Agreement between the City of Laguna Beach and Southern California Edison Company for the use of designated City facilities during Public Safety Power Shutoff events and other public safetyrelated power outage incidents; and
2. Find that this action does not constitute a “project” within the meaning of the California Environmental Quality Act (Public Resources Code Section 21065; 14 CCR Section 15378(b)(5)).
SUMMARY OF THE MATTER
This report recommends that the City Council authorize the City Manager to execute a Community Resource Center License Agreement between the City of Laguna Beach (“City”) and Southern California Edison Company (“SCE”).
The proposed Agreement would allow SCE to temporarily utilize designated City facilities as Community Resource Centers during Public Safety Power Shutoff (“PSPS”) events and other qualifying public safetyrelated power outages. The facilities identified in the Agreement include the Laguna Beach Community and Susi Q Center, located at 380 Third Street, and the Laguna Beach Community and Recreation Center, located at 30516 South Coast Highway.
The Agreement establishes the operational framework, responsibilities, and compensation structure associated with the temporary use of City facilities by SCE during qualifying events.
DISCUSSION
APPROVAL OF COMMUNITY RESOURCE CENTER LICENSE AGREEMENT WITH
SOUTHERN CALIFORNIA EDISON
June 9, 2026
SCE periodically implements Public Safety Power Shutoff events in areas at elevated risk of wildfire during severe weather conditions. In preparation for these events, SCE seeks agreements with local agencies to establish temporary Community Resource Centers that provide support services to impacted residents.
Under the proposed Agreement, the City would make the Laguna Beach Community and Susi Q Center and the Laguna Beach Community and Recreation Center available to SCE for temporary CRC operations for up to five (5) consecutive days per Public Safety Event between the hours of 8:00 a.m. and 10:00 p.m. The Agreement also authorizes SCE to utilize Community Crew Vehicles (“CCVs”) at the designated locations in support of CRC operations.
The proposed Agreement establishes a five-year term commencing in June 2026 and expiring in June 2031, with either party retaining the ability to terminate the Agreement upon thirty (30) days written notice. SCE is required to provide a minimum of twenty-four (24) hours' advance notice prior to activation of a CRC site, and the City must confirm site availability following notification.
Pursuant to the Agreement, the City would provide access to the designated facilities and associated amenities, including restrooms, internet access, heating and air conditioning, and other support infrastructure necessary for CRC operations. SCE would be responsible for customer support operations, signage, equipment staging, security, and restoration of the facilities following each activation.
The proposed Agreement supports the City’s emergency preparedness and resilience efforts by enhancing community support capabilities during PSPS events and other emergency conditions impacting electrical service within the community.
FINANCIAL ANALYSIS
Under the proposed Agreement, the City would receive compensation from SCE for each day that a designated City facility is activated and utilized as a Community Resource Center during a qualifying Public Safety Event. For CRC and CCV operations, SCE would compensate the City at a rate of $1,500 per use day per event. No appropriation is required at this time.
ENVIRONMENTAL ANALYSIS
The recommended action consists of organizational or administrative activities of the City that will not result in a direct or indirect physical change in the environment and therefore does not constitute a “project” within the meaning of the California Environmental Quality Act. (Public Resources Code Section 21065; 14 CCR Section 15378(b)(5).)
