Table of Bid Results
Bidder Bid Amount (2 Year Total)
1. Donna M. Cloe, RN $70,000
Following a request for proposal, bidding, and evaluation process in May of 2026, Fire Department staff concluded that Donna Cloe, RN provided a cost-effective proposal that meets the City’s needs. Ms. Cloe has been an RN for over 35 years and has experience working as an emergency department nurse, Faculty member at Saddleback Community College Paramedic training program, an EMS Educator with the Orange County Fire Authority and is currently the EMS Educator for the Laguna Beach Fire Department. Ms. Cloe has served in this role in a satisfactory manner for the City.
FINANCIAL ANALYSIS
The cost of services for the initial contract term from July 1, 2026, through June 30, 2028, will not exceed $70,000 ($35,000 per fiscal year) and is incorporated into the Fire Department budget; therefore, an appropriation is not required. If the City elects to exercise the optional three (3) additional one (1)-year extensions, the total contract amount over the full potential five-year term will not exceed $175,000 ($35,000 per fiscal year).
ENVIRONMENTAL ANALYSIS
The proposed action consists of the approval of a professional services agreement for Fire Department Medical Director services and does not involve commitment to any specific physical project or construction activity. Therefore, the action is not a “project” subject to the requirements of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines Section 15378(b)(5), as it is an organizational or administrative activity of government that will not result in a direct or reasonably foreseeable indirect physical change in the environment.
