I have lived in Laguna Beach for forty years and have spent much of that time working on behalf of the city in some form, including past chair roles on the Parking, Traffic and Circulation Committee and the Recreation Committee, and service on the CEQA Thresholds and Laguna Canyon task forces. The Mission Hospital campus is one of the most consequential properties in the city, and what happens there will shape Laguna for generations. I would like to put my experience to work on this one.
The questions this Task Force will face (health services, parking, housing, and overall site visioning) sit at the intersection of community input and technical planning. That is the kind of work I have done both in my civic service and in my profession, and I think I can contribute on both fronts.
Related Experience
More than twenty years in California residential real estate, focused on entitlements and the repositioning of underutilized properties. I previously led the land company at Meritage Homes for eight years, where my team entitled and delivered more than thirty communities totaling roughly 2,500 residential units across Southern California. I now run ParkTerra, a development and investment platform backed by institutional capital, with day to day work in the frameworks most relevant to a site like Mission Hospital.

My prior service in Laguna Beach gives me a working knowledge of how the city's commissions and committees engage with staff, council, and the public, and how to translate competing community priorities into recommendations that can actually move forward.
Personal Experience with Mission Hospital, Laguna Beach, and Direct Connections to Its Current Operations
I was born at Mission Hospital in 1980. My wife and I had planned to have our first child there in 2008, but the maternity ward had closed by then. The contraction of services on that campus over the years is part of why I care about what comes next.
More recently, I have used the Mission ER a number of times, taking my kids in for the things kids do, and bringing my parents in as well. Maintaining emergency services on this campus is critical, especially given how hard it can be to get yourself or a family member out of town to an ER during peak visitor season in Laguna, when traffic on Coast Highway and Laguna Canyon Road can come to a stop.
As a parent, the other piece that matters to me is Mission's integration with the CHOC system.
Knowing that if I ever had to bring one of my kids in for a serious issue they were already in CHOC's network (and would not need to be transferred cold) has been a meaningful comfort.
That kind of integrated care is exactly the capability we should be working to preserve on this campus.
Perspectives, Interest, or Experience in Overall Site Visioning The Mission Hospital site sits at a difficult intersection of competing priorities: preserving health services for an aging community, addressing housing pressure in a city where new supply is scarce, managing a parking and circulation footprint that already strains the surrounding street network, and respecting the character of a campus that has served the community for generations. Site visioning at this scale requires balancing those demands honestly rather than picking a winner upfront.
Professionally, I work on California land use and entitlement projects every week, on sites with layered considerations of zoning, infrastructure, parking, affordable housing requirements, and community integration. I have led the entitlement and repositioning of more than thirty residential communities across Southern California. As Past Chair of the city's Parking, Traffic and Circulation Committee, I also understand how parking and circulation decisions on a site like this ripple into the surrounding neighborhood.
I do not come into this with a predetermined view of what the campus should become. I come into it with the conviction that a thoughtful process (one that takes technical constraints seriously while keeping community input front and center) produces better outcomes than top-down vision statements or piecemeal reactions to whatever proposal lands first. 73 I declare under penalty of perjury that the information contained in this application is true and correct, and I understand that any falsification or omission may be cause for disqualification.
