CONSENT
7 SUBJECT: AMENDMENT TO SERVICE PROVIDER AGREEMENT FOR LANDSCAPE

MAINTENANCE SERVICES
RECOMMENDATION: It is recommended that the City Council:

1. Authorize the City Manager to amend Agreement No. 20-120 with Parkwood Landscape Maintenance, Inc., to extend the term of the agreement through October 31, 2026, and to add an additional $70,000 for services performed from July 1, 2026, through October 31, 2026; and

2. Determine that the action consists of organizational or administrative activities of the City that will not result in a direct or indirect physical change in the environment and therefore does not constitute a “project” within the meaning of the California Environmental Quality Act. (Public Resources Code Section 21065; 14 CCR Section 15378(b)(5).)

SUMMARY OF THE MATTER
On September 22, 2020, the City Council awarded Agreement No. 20-120 to Parkwood Landscape Maintenance, Inc. (Parkwood), for routine landscape maintenance services citywide (Attachment 1). The current agreement is scheduled to expire on June 30, 2026, and includes an annual cost not-to-exceed $198,500 for services performed during Fiscal Year 2025-26.

Staff is preparing a Request for Proposals (RFP) for a new citywide landscape maintenance services contract anticipated to begin on November 1, 2026. To ensure continuity of service during the procurement process, staff recommend extending the current agreement through October 31, 2026, and increasing the contract amount by $70,000.

DISCUSSION
Parkwood currently provides routine landscape maintenance services at 24 city-owned facilities, including City parks, public facilities, parking lots, and streetscapes. The annual cost of these services is $198,500 and the current agreement is scheduled to expire on June 30, 2026. Staff is preparing to issue a new RFP solicitation to award a new contract for comprehensive landscape maintenance services citywide, with new services to begin on November 1, 2026.

In order to continue providing uninterrupted landscape maintenance services, an amendment is needed to extend the term of the current agreement by four months through October 31, 2026, and to add an additional $70,000 to cover the costs for these services. Parkwood has agreed to maintain the existing contract unit costs and not request any price increases for the duration of the proposed contract amendment.

On September 22, 2020, the City Council awarded Agreement No. 20-120 to Parkwood Landscape Maintenance, Inc. for routine landscape maintenance services throughout the City. Parkwood currently provides landscape maintenance services at 24 City-owned facilities, including parks, public facilities, parking lots, and streetscapes.

AMENDMENT TO SERVICE PROVIDER AGREEMENT FOR LANDSCAPE MAINTENANCE

SERVICES

Page 2 of 3 ends

The agreement has been amended periodically to maintain continuity of services while staff prepare for a new competitive procurement process. Recent contract actions are summarized below:

Amendment Approval Date Purpose
Original Agreement No. 20-12 September 22, 2020 Award of the landscape maintenance services contract
Amendment No. 4 October 2025
Extended term through June 30,
2026, and added $138,330 for
continued services
Amendment No. 5 (Proposed) June 23, 2026
Extend term through October 31,
2026, and add $70,000 for
continued services
Staff is currently preparing an RFP for comprehensive citywide landscape maintenance services. Due to the time required to develop the scope of services, conduct the solicitation process, evaluate proposals, negotiate contract terms, and obtain City Council approval, additional time is needed to complete the procurement process and transition services to a new contract.

Therefore, staff recommends extending the current agreement through October 31, 2026, and increasing the contract amount by $70,000. This extension will ensure uninterrupted landscape maintenance services while allowing staff to complete the competitive procurement process and return to the City Council with a recommendation for a new contract.

FINANCIAL ANALYSIS
The proposed amendment will increase Agreement No. 20-120 by $70,000 to provide landscape maintenance services from July 1, 2026, through October 31, 2026. The additional funding will support routine landscape maintenance services at City parks, public facilities, parking lots, and streetscapes during the four-month extension period. The proposed compensation is based on existing contract unit prices, and Parkwood has agreed to maintain current rates without adjustment. The total compensation for Agreement No. 20-120, inclusive of all executed and proposed amendments, is $975,955.

Funding for the amendment is included in the Fiscal Year 2026-27 Proposed Budget within the Public Works operating budget. No additional appropriations are required.

ALIGNMENT WITH CITY COUNCIL GOALS AND PRIORITIES
The recommended action supports the City Council's Strategic Priority of Stewardship by ensuring continued maintenance of City parks, public facilities, landscaped medians, and other public spaces.

Maintaining these assets enhances the appearance, safety, and usability of public infrastructure while preserving community character and supporting quality municipal services.
