STAFF REPORT
Meeting Date:

July 7, 2026

CONSENT
14 SUBJECT: AMENDMENT SEVEN TO COOPERATIVE AGREEMENT BETWEEN THE

COUNTY OF ORANGE AND CITY OF LAGUNA BEACH FOR COMMUNITY

DEVELOPMENT BLOCK GRANT FUNDING
RECOMMENDATION: It is recommended that the City Council:

1. It is recommended that the City Council authorize the City Manager to execute Amendment Seven to the Cooperative Agreement with the County of Orange for participation in the CDBG program for the upcoming grant cycle (July 1, 2028 – June 30, 2030).

SUMMARY OF THE MATTER
Approval of Amendment Seven to the Cooperative Agreement with the County of Orange will maintain the City's eligibility to receive Community Development Block Grant (CDBG) funding administered by the County on behalf of the United States Department of Housing and Urban Development (HUD).

The City has participated in the County's Urban County CDBG Program since 2005 by renewing the Cooperative Agreement every three years. Participation in the program allows the City to automatically receive annual CDBG funding.

In Fiscal Year 2025-26, the City was awarded $140,326 in CDBG funding to offset a portion of the costs associated with operating the Alternative Sleeping Location. The City has used these funds for that purpose dating back to the ASL’s opening in 2009.

Approval of Amendment Seven will extend the Cooperative Agreement for the next three-year qualification period and preserve the City's eligibility to receive future CDBG funding. Approval of the amendment does not obligate the City to accept any specific grant award or commit the City to any future expenditures.

Individual grant agreements and appropriations will continue to be presented to the City Council for approval on an annual basis as funding becomes available.

It is recommended that the City Council authorize the City Manager to execute Amendment Seven to the Cooperative Agreement with the County of Orange, thereby maintaining the City's eligibility to participate in the Community Development Block Grant Program for the upcoming three-year grant cycle.

FINANCIAL ANALYSIS
The recommended action would result in generating grant revenue of approximately $140,000 per year.

ENVIRONMENTAL ANALYSIS
The recommended action is not subject to the California environmental quality act (CEQA) pursuant to CEQA guidelines section 15378 because it consists of an administrative action to maintain the city's eligibility to participate in the CDBG program and does not commit the city to any specific project, expenditure, or activity that may result in a direct or reasonably foreseeable indirect physical change in the

environment. Any future projects or activities funded through the CDBG program will be evaluated for compliance with CEQA, as appropriate, prior to approval.
