STAFF REPORT
Meeting Date:

July 7, 2026

CONSENT
9 SUBJECT: AMENDMENT TO CITY COUNCIL AUTHORIZATION TO UTILIZE NASPO VALUEPOINT MASTER AGREEMENT NO. 23026 FOR THE PURCHASE OF

COMPUTER EQUIPMENT, PERIPHERALS, AND RELATED SERVICES FROM DELL MARKETING L.P.

RECOMMENDATION: It is recommended that the City Council:

1. Amend the prior City Council authorization for use of NASPO ValuePoint Master Agreement No. 23026, led by the State of Minnesota and adopted by the State of California through its Participating Addendum, for the purchase of computer equipment, peripherals, and related services from Dell Marketing L.P., by increasing the total authorized amount from $300,000 to $600,000 to extend through June 30, 2027;

2. Authorize the transfer of $74,075.00 from the Fire Department budget, account no. 1412401-72071, to the Information Technology budget, account no. 10101205C-80010, to support the procurement of Emergency Operations Center (EOC) computers;

3. Authorize the City Manager to execute any related purchase orders or documents necessary to implement this procurement, subject to review and approval as to form by the City Attorney; and

4. Find that the recommended actions are exempt from the California Environmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines Section 15061(b)(3), the “common sense” exemption, because it can be seen with certainty that the actions will not have a significant effect on the environment.

SUMMARY OF THE MATTER
On September 23, 2025, the City Council authorized the use of NASPO ValuePoint Master Agreement No. 23026 for the purchase of computer equipment, peripherals, and related services from Dell Marketing L.P., in an amount not to exceed $300,000 through June 30, 2026. The original staff report also stated that if the spending limit was reached before the agreement expired, staff would return to the City Council for additional purchase authority.

Year-to-date spending total $299,000. The Fiscal Year 2026-27 projected spend for PC and peripheral replacements for the City and Police Department is estimated at $300,000. Staff therefore recommends amending that authorization to increase the not-to-exceed amount to $600,000 in order to fund the purchase of EOC computers and support future City Information Technology computer purchases through the remainder of the current authorization period.

The State of California has executed a Participating Addendum under NASPO ValuePoint Master Agreement No. 23026, making this cooperative purchasing vehicle available to the City of Laguna Beach.

The agreement remains an efficient procurement method for acquiring standardized computer hardware, peripherals, and related services at competitively solicited pricing.

DISCUSSION
Dell Marketing L.P. is one of the City’s primary technology providers for computer hardware, peripherals, and related services. As described in the original staff report, large vendors such as Dell often do not enter into agency-specific purchasing agreements with smaller local agencies, and use of the NASPO cooperative agreement allows the City to access competitively solicited pricing, standardized contract terms, and streamlined procurement procedures.

Laguna Beach Purchasing System Ordinance, Section 2.30.050.(c), authorizes the City to purchase against contracts awarded by another public agency, master agreement, or cooperative agreement where the source contract is current, the vendor and scope are consistent with the award, and use is in the City’s best interest.

The Dell NASPO ValuePoint Contract No. 23026 was competitively solicited by the State of Minnesota, Department of Administration, under Solicitation 29720, which opened on March 18, 2021. Following a multi-phase evaluation of competing responders across three product bands, Dell Marketing, L.P. was offered an award by Intent to Award dated June 6, 2023.

California's use of this master agreement is authorized through California Participating Addendum No. 7- 23-70-55-01, administered by the California Department of General Services (DGS); through Amendment 3 (executed May 2026), the Participating Addendum's term has been extended through June 30, 2027, and is active. Pricing was reviewed and determined to be fair and reasonable based on the cooperative contract's discount structure, which guarantees discounts of up to 18.0% off Dell's baseline list price across all awarded bands plus additional per-transaction volume discounts that scale with order size—pricing that reflects the aggregated buying power of the NASPO ValuePoint cooperative that the City could not obtain negotiating independently.

The City’s previously approved authority under the NASPO agreement is no longer sufficient to accommodate upcoming technology needs. Additional authority is requested at this time to support:
• Replacement and deployment of Emergency Operations Center (EOC) computers necessary to maintain operational readiness and support emergency response functions; and • Future City Information Technology computer purchases for replacement of aging equipment, standardization of desktop and laptop inventory, and continued support of City operations.

This amendment does not change the procurement method, vendor source, or underlying cooperative purchasing authority previously approved by the City Council. Rather, it increases the spending authority under the same NASPO ValuePoint Master Agreement No. 23026 so staff may continue to procure eligible technology equipment and related items from Dell Marketing L.P. in a timely and efficient manner. agreement is valid through June 30, 2027, with possible extension through June 30, 2028, consistent with the original Council action.

Account Transfer for EOC Computer Equipment
Separately, to support the procurement of EOC computers, a transfer of $74,075.00 is recommended from the Fire Department budget to the Information Technology budget. City Council approval is required to transfer funds between accounts within the budget.

The remaining funding for future City Information Technology computer purchases and planned PC and peripheral replacements under the NASPO Agreement will be supported through the Information Technology operating budget under existing approved budget authority.

FINANCIAL ANALYSIS
The original Council authorization permitted expenditures under NASPO ValuePoint Master Agreement No. 23026 in an amount not to exceed $300,000 through June 30, 2026, with purchases funded by existing approved departmental operating budgets and no additional appropriations required at that time. Staff now recommends increasing the total expenditure authority to $600,000, an increase of $300,000, to support the purchase of EOC computers and future City Information Technology computer purchases in Fiscal Year 2026-27. Funding for the increased authority will be provided through the Information Technology operating budget and Fire Wildfire Safety Funds.

A transfer of $74,075.00 is recommended from the Fire Department budget (account no. 1412401-72071) to the Information Technology budget (account no. 10101205C-80010).

ENVIRONMENTAL ANALYSIS
The proposed action is exempt from CEQA pursuant to State CEQA Guidelines Section 15061(b)(3), the “common sense” exemption, because it can be seen with certainty that the authorization and purchase of computer equipment, peripherals, and related services will not have a significant effect on the environment.

The proposed action does not authorize any new development or physical change to the environment, and none of the exceptions to the exemption apply. This CEQA approach is consistent with the environmental analysis used in the original staff report.
