STAFF REPORT
Meeting Date:

July 7, 2026

CONSENT
6 SUBJECT: MONTHLY TREASURER’S AND INVESTMENT REPORT (MAY 2026) RECOMMENDATION: It is recommended that the City Council:

1. Receive and file the May 2026 report.

SUMMARY OF THE MATTER
A monthly report from the elected City Treasurer is required by Government Code. That report included the cash and investments by fund and the reports from the City’s banks. It was modified to comply with the Laguna Beach Investment Policy.

The City Council retained investment authority and has hired Meeder to manage a portion of the portfolio.

Their report used other valuation sources and included some of the accounts which are managed by the City Treasurer.

Attached are the two reports for May 2026.
• Cash and investments managed by the City Treasurer totaled $86,664,000 and included the funds required for adequate liquidity during the next six months, assessment districts, bond funds and Special Investment Accounts. The report listed the receipts and disbursements by fund, fund balances reported by the city, provided a discussion of the monthly activity, and a required statement by the City Treasurer that there is adequate liquidity for the next six months. The reported fair value was provided by US Bank, the custodial bank for the City’s investments. • Investments managed by Meeder totaled $81,306,000. The Meeder report included a discussion of surplus investments and the general economy. US Bank, the custodial bank for the City’s investments has reported fair value which are different from report submitted by Meeder.

The month-end portfolio includes US treasury securities (33%), government agency instruments (18%), the Local Agency Investment Fund (23%), medium-term corporate notes (14%), and high-yield, fully collateralized bank accounts (12%).
