CONSENT
1 SUBJECT: CALLING OF THE GENERAL MUNICIPAL ELECTION TO ELECT MUNICIPAL
OFFICERS, AND REQUESTING CONSOLIDATION OF THE GENERAL
MUNICIPAL ELECTION WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON NOVEMBER 3, 2026
RECOMMENDATION: It is recommended that the City Council:
1. Adopt the Resolution titled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LAGUNA BEACH, CALIFORNIA, CALLING FOR THE HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 3, 2026, FOR THE
ELECTION OF CERTAIN OFFICERS, AS REQUIRED BY THE PROVISIONS OF THE LAWS OF THE STATE OF CALIFORNIA RELATING TO GENERAL LAW CITIES," calling and giving notice of the election to elect three members of the City Council, each for the full term of four years; and
2. Adopt the Resolution titled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LAGUNA BEACH, CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS OF THE
COUNTY OF ORANGE TO CONSOLIDATE A GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 3, 2026, WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON THAT DATE, PURSUANT TO §10403 OF THE CALIFORNIA ELECTIONS CODE," which administratively consolidates the municipal election with the statewide General Election.
SUMMARY OF THE MATTER
On November 3, 2026, the City of Laguna Beach will hold a General Municipal Election for the purpose of electing three members of the City Council, each for the full term of four years. The Statewide General Election is also scheduled for November 3, 2026. It is desirable and more economical and efficient for the General Municipal Election to be consolidated with the Statewide General Election so that within the City, the precincts, polling places, and election officers are the same, the Orange County Registrar of Voters canvasses the returns, and the election be held as if there were only one election. Additional costs will be incurred by the County of Orange to conduct a consolidated election and the City will reimburse the County for any costs related to the City's consolidated items.
DISCUSSION
1 of 11
CALLING OF THE GENERAL MUNICIPAL ELECTION TO ELECT MUNICIPAL OFFICERS,
AND REQUESTING CONSOLIDATION OF THE GENERAL MUNICIPAL ELECTION WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON NOVEMBER 3, 2026 July 21, 2026
As part of the City holding municipal elections, there are several administrative matters required as set forth within the State Elections Code. First, the City Council must adopt a Resolution calling for the holding of a General Municipal Election for the purpose of electing three members of the City Council, each for the full term of four years (Attachment 1). State law allows each candidate to prepare a candidate statement, which includes basic information and a brief description of the candidate’s qualifications not to exceed 200 words, as expressed by the candidate. The regulations for the candidates' statement are set forth by Resolution (Attachment 2). As a general rule, when a local election coincides with a statewide election date, cities consolidate the local election with the statewide election, in this case, to be held on November 3, 2026, thereby utilizing the services of the County Registrar of Voters to perform all of the official functions, including tallying the results and reporting them to the City (Attachment 3).
FINANCIAL ANALYSIS
Election costs have been accounted for in the budget; therefore, the recommended action has no additional financial impact on the budget.
ENVIRONMENTAL ANALYSIS
The recommended action has no environmental impact.

2 SUBJECT: CONSIDERATION OF A FUNDING COMMITMENT FOR A 29-UNIT AFFORDABLE HOUSING PROJECT WITH A 41-PARKING STALL GARAGE AT 340 ST. ANN’S DRIVE IN THE CITY OF LAGUNA BEACH
RECOMMENDATION: It is recommended that the City Council:
1. Adopt the resolution authorizing the Mayor to execute the conditional funding commitment in substantially the form attached to the resolution, subject to approval as to form by the City Attorney;
2. Authorize the Assistant City Manager, or designee, and City Attorney to negotiate the loan documents and regulatory documents consistent with the terms of the funding commitment, with all final agreements subject to City Council approval; and
3. Find that no further environmental review is required under State CEQA Guidelines Section 15162.
SUMMARY OF THE MATTER
Related California (“Related”), through NCC Laguna Beach Housing Partners, L.P. (“Developer”), proposes to construct a 29-unit affordable housing development project with a 41-parking stall garage at 340 St. Ann’s Drive (“Project”) on land leased from the Neighborhood Congregational Church (“NCC”).1 On June 3, 2026, the Planning Commission conditionally approved the affordable housing development project with a 41-parking stall garage and recommended that the City Council conditionally approve a parcel map to merge four parcels into two parcels, whereby one parcel would serve the affordable housing development Project and the second parcel would serve NCC’s existing religious institutional use and the Montessori’s existing school use. The Planning Commission’s approval of the affordable housing development Project was contingent upon the City Council approving the parcel map. No appeal was filed on the Planning Commission’s approval or recommendation. On July 7, 2026, the City Council conditionally approved the parcel map and therefore the approval of the housing development Project with 41-parking stall garage and approval of the parcel map are both final decisions.
Separately from the land use entitlements and permits, the Developer is seeking funding from several sources, including the County of Orange2 and the City to facilitate the construction of the Project. The Developer’s funding request (attached as Attachment 1) of the City includes the following:
$2,500,000 HCD Local Housing Trust Fund award (“HCD Award”) + $2,500,000 residual-receipts loan matching the HCD Award (“City Match”) 1 The Project includes 28 income restricted affordable units and 1 manager's unit. The Project would reserve 9 units for households earning up to 30 percent of Area Median Income (“AMI”) (extremely low-income units), 3 units for households earning up to 50 percent of AMI (very low-income units), and 16 units for households earning up to 60 percent of AMI (low-income units). The Project is located on a 6th Cycle Housing Element Inventory Site. 2 The Developer has requested approximately $1.2 million from the County of Orange through its low income housing loan program. These funds are to be used for the Project in addition to the Total City Financing Request. 1 of 155

+ $740,471 in City fee waivers (“City Fee Waiver”)
+ $2,504,530 residual-receipts “gap” loan (“City Gap Loan”) $8,245,001 (“Total City Financing Request”)
The City retained Keyser Marston Associates, Inc. (“KMA”) to independently evaluate the Total City Financing Request, review the Project’s financial assumptions, and compare the requested funding with similar affordable housing developments locally and throughout California. KMA evaluated the Project proforma and conducted due diligence in evaluating the Project’s costs and funding request. (See Attachment 2 for the Developer’s Project proforma as submitted to the City by Related.) While KMA concluded that the Project is financially feasible, KMA also recognized several areas in which there reasonably could be a reduction to the Total City Financing Request. With KMA, the NCC Project Financing Ad Hoc Committee, consisting of Councilmembers Whalen and Kempf, and staff evaluated opportunities to reduce the City’s financial contribution while maintaining the Project’s competitiveness for an award from the Low-Income Housing Tax Credit Program administered by the California Tax Credit Allocation Committee (“TCAC”).
The Ad Hoc Committee, staff, and representatives from Related and NCC met to discuss the Total City Financing Request and opportunities to reduce costs. These opportunities are discussed in more detail below.
Based on these discussions, the Ad Hoc Committee and City staff are recommending that the City Council agree to a funding contribution of $6,707,521 (“Total City Funding”), as detailed in the table below, leaving a remaining estimated funding gap of $1,537,480 to be addressed by the Developer through other funding sources or cost savings. In other words, the Ad Hoc Committee and City are recommending conditional approval of the Total City Financing Request except that the City Gap Loan is recommended to be approved up to the amount of $967,050—not $2,504,530—and with the further understanding that certain funding comes in the form of a deferral or waiver and not as a cash contribution.

CONSIDERATION OF A FUNDING COMMITMENT FOR A 29-UNIT AFFORDABLE HOUSING PROJECT WITH A 41-PARKING STALL GARAGE AT 340 ST. ANN’S DRIVE IN
THE CITY OF LAGUNA BEACH
July 15, 2026
The recommended funding strategy leverages the City’s existing affordable housing resources by utilizing the previously awarded $2.5 million HCD Award together with the required $2.5 million City Match. The recommended Total City Funding will be structured as a 58-year residual receipts loan, intended to bear 3 percent simple interest. The funding commitment will remain subject to the developer receiving an allocation of 9 percent Low Income Housing Tax Credits, securing all remaining Project financing, and satisfying all other conditions contained in the proposed Funding Commitment attached as Exhibit A to Attachment 3.
DISCUSSION
A. California Housing’s Housing Crisis
California continues to face a shortage of housing that residents can afford. The shortage affects households across income levels and creates greater burdens for lower income households, seniors, workers, and residents with fixed incomes. The California Department of Housing and Community Development (“HCD”) has identified housing supply, affordability, displacement, homelessness, and barriers to production as statewide housing challenges.
Affordable housing projects often require several funding sources because restricted rents cannot support the full cost of land acquisition, design, construction, financing, operations, and long-term property management. A project may combine tax credits, state and federal grants, private debt, developer equity, local loans, fee waivers, and land contributions. Local funding can determine whether an affordable housing project qualifies for tax credits and other competitive funding. A local commitment can also fill the difference between total project costs and the financing that restricted rental income can support.
B. Project Submittals
Initial Project Application
In March 2025, Related submitted its first formal application for the project, which consisted of demolition of existing buildings, construction of a three-story 48,360 square foot residential building (43 affordable housing units, 1 manager’s unit), an 8,510 square foot religious institution, and 89 stall parking garage, and parcel map. The application also introduced new uses that would trigger conditional use permits for alcohol service, entertainment, and parking at the religious institution. Community members raised concerns regarding the loss of church and school facilities, project mass, neighborhood compatibility, parking, construction, circulation, and the project’s relationship to surrounding properties. In response to concerns, Related and NCC revised the project to change the location and form of the development and reduce its effect on existing uses.

Revised Project Application
In December 2025, Related submitted a new, but revised, application for the approved Project, which consists of demolition of existing parsonage building and existing surface parking lot, construction of a three-story 30,690 square foot residential building (29 affordable housing units, including 1 manager’s unit), and 41 stall parking garage, and parcel map. Rather than replacing most of the church campus, the affordable housing footprint occupies the existing parking area. The revised design preserves:
• The church sanctuary;
• Bridge Hall; and
• The Montessori school building and its continued operation.
As discussed above, the City Council conditionally approved the parcel map on July 7, 2026—making the entitlements for the affordable housing project with 41 stall parking garage and parcel map final decisions.
Future Submittal
Denial of funding would not remove the site from the Housing Element, prevent future housing applications, or remove the existing entitlements for the Project. While the Project may become financially infeasible for the Developer to construct, in those circumstances, the property owner could continue to pursue housing, and another developer could propose a project under the State laws then in effect. Notably, Related worked with the City and community and modified the Project to preserve existing uses and align with existing community character. A future developer would not have a legal duty to retain the same facilities or follow the same process beyond the requirements of State and local law. A future proposal could create a different outcome that the City may have limited authority to modify.
C. Related’s Funding Request
The Developer submitted a Total City Financing Request in the amount of $8,245,001 to close the Project’s financing gap. Related must demonstrate a local funding commitment before the July 21, 2026 TCAC application deadline and is therefore seeking funding from the City Council. The proposed funding commitment is included as Exhibit A of Attachment 3. If the Project receives a 9 percent TCAC award, staff will return to the City Council with the definitive loan documents for approval.
To evaluate the Total City Financing Request, the City retained KMA, an independent real estate and affordable housing financial consultant with extensive experience evaluating affordable housing developments throughout California. KMA reviewed:
• The project development budget;
• Sources and uses of funds;
• The operating pro forma;
• Developer fee and return assumptions;
• The amount of local financial participation requested; 4 of 155

• Contributions provided by other public agencies for comparable affordable housing developments; and
• The project’s overall financial feasibility.
KMA concluded that the project is financially feasible and has advised the City that approximately $200,000 per unit is a typical subsidy. Although the financial analysis supports the Developer’s request, staff also evaluated the City’s available financial resources and competing fiscal priorities. Based on that analysis, staff negotiated a revised funding package that reduces the City's total funding commitment from $8,245,001 to $6,707,521. As detailed below, the City’s proposed funding constitutes: $5,000,000 coming from the HCD Award and City Match; $740,471 for fee waivers; $443,190 for a reduction in costs for a potential removal of a condition of approval for certain offsite improvements; and $523,860 for parking related improvements with an anticipated revenue stream.
Contextualizing the City’s Financial Participation
Although each affordable housing project is unique, one commonly used benchmark is the amount of local financial participation provided on a per unit basis. Based on staff’s review, the City’s proposed participation for this Project is approximately $231,294 per affordable unit, placing it within but at the high end of the range observed among comparable projects. Staff and KMA have concluded that the recommended Total Funding Request with the recommended changes (i.e., the Total City Funding) is reasonable given the unique characteristics of the project and the Laguna Beach housing market.
Several factors contribute to the higher local contribution. First, Laguna Beach presents one of the highest cost development environments in California. Land values, construction costs, labor costs, and site constraints all exceed those found in many jurisdictions, increasing the amount of public participation required to develop affordable housing. Second, the approved project contains fewer residential units than originally proposed. During the public review process, Related and NCC substantially redesigned the project in response to community input. The original concept proposed a larger and more intensive development. Through multiple rounds of public outreach and project revisions, Related and NCC reduced the overall scale of the project, lowering portions of the development from three stories to two stories and preserving the church sanctuary, Bridge Hall, and continued operation of the Montessori School. This collaborative redesign resulted in a project that is substantially more compatible with the surrounding neighborhood than the original proposal. At the same time, reducing the number of affordable units also reduced the project’s ability to distribute fixed land acquisition, design, entitlement, and construction costs across additional units. When viewed within this broader context, staff concludes that the recommended Total City Funding is reasonable.
D. Recommended Funding Strategy

HCD Award
On December 3, 2025, the City entered into a funding agreement with HCD whereby HCD agreed to loan an affordable housing project within the City $2.5 million provided that the City matches HCD’s contribution by also loaning the affordable housing project $2.5 million, subject to program restrictions.
When the $5 million is paid back to the City in 55 years, it must be deposited back into the City’s local housing trust fund and remain restricted to housing uses.
City Match
While the City cannot use unapproved restricted housing funds in its $2.5 million loan to the affordable housing project, HCD has confirmed that the City can use up to $447,000 from its Housing In Lieu Fund to fund this affordable housing project. Beyond the funds from the City’s in lieu housing fund, City staff has identified the following sources to fund the remainder for the City Match (i.e., $2,053,000):
Fund Amount
Housing Fund $1,379,000
Budget Transfer by CC on 06/24/26 $300,000
FY 25/26 Housing Fund Budget Savings5 $306,132
TOT Penalty Revenue $318,506
FY 27/28 Short Term Lodging Revenue (Projected) $110,000 Reimbursement from Housing In-Lieu to Housing for Community Land Trust Due Diligence
$96,252
Total 2,509,890
The City Council should consider how it would like to fund, from the above, the remainder of the City Match.
City Fee Waiver
Related requested that the City waive development and permit fees associated with the project. Staff recommends approving fee waivers for the actual City fee requirement in an amount not to exceed $740,471.
The waived fees would effectively be treated as a noncash advance under the City’s Gap Loan and would 5 The Unencumbered Account Balance in the Housing Fund in FY 25/26 consists of the following savings: (1) materials and supplies ($20,000); (2) contractual services ($161,629); and (3) community land trust ($124,503). 6 of 155

accrue interest and remain subject to repayment under the same terms as the remainder of the City loan.
Waiving the fees does not require an immediate cash expenditure by the City.
City Gap Loan (Deferral of Catalina Street Widening and Utility Pole Relocation) The project includes three offsite improvements that were included in the conditions of approval for the project. The three offsite improvements increases the project’s cost by approximately $1,040,430.
Offsite Improvement Estimated Cost Recommendation
Catalina Street roadway widening $286,770 Defer
Utility pole relocation $156,420 Defer
Storm drain relocation $597,240 Cannot defer. Required for project to proceed.
The storm drain relocation is integral to construction of the Project and cannot reasonably be deferred. The Catalina Street widening and utility pole relocation are not necessary for occupancy of the project and could be deferred and would reduce the construction costs by approximately $443,190.
City Gap Loan – Purchase of Six Public Parking Spaces
During negotiations, staff explored how a portion of the requested City funding might be paid for using funds in the City Parking Fund. Under this approach, the City would acquire up to 9 public parking spots in the 41-stall parking garage. Under the entitlements for the Project and NCC’s uses, 35 parking spots are legally required onsite with 23 for the exclusive use of the affordable housing residential use. Since 41 parking spaces are provided in the approved Project, there are 6 spots that could currently be made available as public parking and 9 spots that could be made available as public parking if the church would agree to place the sanctuary on the Historic Register, thereby receiving through an incentive a further reduction in its parking requirement.
While the City’s purchase of 6 spots would not cause conflict with the parking requirements for the various uses (affordable housing project, religious institutional use, and Montessori CUP), purchasing 9 spots through placing the sanctuary on the Historic Register would cause a conflict with the Montessori CUP (requiring the Montessori to amend its CUP). In an effort to better accommodate NCC’s / Montessori’s uses and parking demands, the Ad Hoc Committee and City staff are recommending that the City Council authorize the purchase of 6 parking spaces (with an estimated construction cost of $87,310 per space for a total of $523,860 from the City Parking Fund) from the Developer via a sublease agreement.
Under this approach, the City would require the Developer to sublease the 6 parking spaces to the City for the City to then utilize and rent as public parking spaces. For all 6 parking spaces, the City estimates additional revenues to the City would be in the amount of approximately $30,000 per year. Like the 7 of 155

remaining obligations in this funding commitment, the City would require this arrangement for 55 years, which would result in an approximate $1,650,000 in revenue for the City (in present day dollars). The City would provide $523,860 in funding for the Project in this scenario.
The City also offered to provide an additional $261,930 in funding, if the Developer were able to provide an additional 3 parking spots (for a total of 9 spots), which would generate an additional approximately $825,000 in revenues (in present day dollars), for a total of $2,475,000 in revenues. This approach, however, would require NCC to place its sanctuary on the City’s Historic Register in order to obtain a historic parking incentive to allow its overall parking requirement to reduce from 35 to 32 spaces (thereby leaving 9 spaces available for public use from the Project’s 41 total spaces). After discussion with NCC, however, it is not prepared to list the sanctuary on the Historic Register. The City would provide $785,790 in funding for the Project in this scenario.
Further, based on discussions with the NCC, it has raised concerns about a lack of parking for its use and the Montessori’s use, including the lesser option of providing even 6 spaces for the City to use as public parking.7
The City considered, as an alternative, forgoing the purchase of the 6 parking spaces (i.e., at the construction price of $523,860 from the parking fund) and instead, as a condition of the Total City Funding, requiring the Developer to sublease 18 spots to the City and the City then sub-sublease all 18 spots to the church for an initial rate of $100 per month (subject to an annual consumer price index adjustment increase).8 However, since the City is not in privity of contract with NCC (or does not have a relationship with NCC as a project applicant), it cannot condition any funding for the Developer upon NCC taking certain action.
For this reason, the Ad Hoc Committee and City staff recommend that the City Council approve the $523,860 expenditure from the City Parking Fund to construct the 6 parking spaces, as reflected in the Funding Commitment Letter. The City can use the spaces itself or lease those spaces to members of the public, NCC, or Montessori.
Notably, for employees of NCC and Montessori, the City has an employee parking program whereby employees may purchase a Business Employee Parking Permit in the amount of $240 per vehicle for 6 months to utilize certain street parking at the meters on Glenneyre Street between Cleo Street and Calliope Street, and other meters and City lots. While this option may push employees to use other needed street parking, it is an option that NCC and the Montessori could consider to alleviate practical parking demands.
D. Staff Recommendation
The Ad Hoc Committee and City staff are recommending that the City Council:
7 NCC indicated a minimum need of 18 spaces at the following times: Mondays (9am – 8pm) for staff and programs; Tuesdays through Fridays (9am-5pm) for staff; Saturdays (5-10pm) for weddings/programs; Sundays (9am-1pm) for service, and First Fridays (5pm-10pm) for programs.

1. Adopt the resolution authorizing the Mayor to execute the conditional funding commitment in substantially the form attached to the resolution, subject to approval as to form by the City Attorney;
2. Authorize the Assistant City Manager, or designee, and City Attorney to negotiate the loan documents and regulatory documents consistent with the terms of the conditional funding commitment, with all final agreements subject to City Council approval; and
3. Find that no further environmental review is required under State CEQA Guidelines Section 15162.
FINANCIAL ANALYSIS
The recommended funding strategy leverages the City’s existing affordable housing resources by utilizing the previously awarded $2.5 million HCD Award together with the required $2.5 million City Match from the Housing Fund and Housing In Lieu Fund. Staff further recommends reducing the project’s financing gap by deferring eligible City imposed offsite improvements, resulting in an estimated project cost reduction of approximately $443,190 and purchasing six parking spaces through payment of the construction costs in the amount of approximately $523,860 from the City’s Parking Fund. Staff further recommends waiving the City Fees in an amount not to exceed $740,471. These measures, if implemented, would reduce the project’s financing gap from $8,245,001 (i.e., the Total City Financing Request) to $6,707,521 (i.e., Total City Funding).
ENVIRONMENTAL ANALYSIS
The authorized funding is being processed in conjunction with the previously approved Housing Development Project and associated Site Improvements approved by the Planning Commission on June 3, 2026 and the Parcel Map approved by the City Council on July 7, 2026. In acting on the Housing Development Project, associated Site Improvements, and Merger, the Planning Commission and City Council relied on the prior environmental analysis prepared for the City’s adopted Housing Element, including the Housing Element Initial Study/Negative Declaration, for which the City Council approved the Housing Element on January 11, 2022, with a Notice of Determination filed on January 25, 2022. As part of that prior analysis, the subject property was identified in the City’s Housing Element site inventory as a key opportunity site for affordable housing. The Housing Element environmental review contemplated redevelopment of the site with affordable residential uses, including the retention of church uses on-site, and analyzed development capacity for residential construction on the property. The approved Housing Development Project proposes 29 residential units, together with associated Site Improvements and the Merger, which fall within the development assumptions previously evaluated in the Housing Element Initial Study/Negative Declaration. Accordingly, the authorized funding does not require new environmental review because it is part of the same project previously analyzed and approved, and the City has not identified: (1) substantial changes to the project requiring major revisions to the previous environmental document due to new significant environmental effects or a substantial increase in the severity of previously identified effects; (2) substantial changes in the circumstances under which the project is being undertaken that would require major revisions to the previous environmental document; or (3) new information of 9 of 155

Re: The Related Companies of California, LLC
NCC Laguna Beach Affordable Housing Project
Request for Gap Loan Financing
Dear Mr. Frimond:
As you are aware, The Related Companies of California, LLC (“TRCC”) has submitted an application for entitlements for the development of a 29-unit affordable housing community located at 340 St. Ann’s Drive on property currently owned by NCC Laguna Beach (“the Project”). In order to bring the Project to fruition, Gap Loan Financing is required to complete the financial structure.
Based on our current sources and uses projections, TRCC respectfully requests that the City of Laguna Beach (“City”) provide total Gap Loan Financing for the Project in the amount of $7,504,000. The total proposed Gap Loan Financing requested from the City is comprised of the following:
City Residual Receipts Loan (Committed LHTF): $2,500,000 HCD Local Housing Trust Fund Match: $2,500,000
Additional City Residual Receipts Loan (Remaining Gap): $2,504,000 Please note that the Project cost estimates include certain offsite improvements which are requested to be included as conditions of approval. In the event the city offered relief from the construction of those improvements, the Gap Loan Financing request would be reduced.
A summary of the financial structure of the Project follows, and additional details can be provided upon your request.

Council approved the Housing Element on January 11, 2022, with a Notice of Determination filed on January 25, 2022. Accordingly, the authorized funding does not require new environmental review because it is part of the same project previously analyzed and approved, and the City has not identified: (1) substantial changes to the project requiring major revisions to the previous environmental document due to new significant environmental effects or a substantial increase in the severity of previously identified effects; (2) substantial changes in the circumstances under which the project is being undertaken that would require major revisions to the previous environmental document; or (3) new information of substantial importance showing new or more severe significant effects that could not have been known when the prior negative declaration was adopted.

$6,707,521—FOR 29-UNIT AFFORDABLE HOUSING WITH A 41-
PARKING STALL GARAGE PROJECT AT 340 ST. ANN’S DRIVE,
LAGUNA BEACH, CALIFORNIA 92651
Dear Ms. Takano,
This Funding Commitment (“Commitment”) is issued by the City of Laguna Beach to NCC Laguna Beach Housing Partners, L.P. (“Developer”) in reference to the affordable housing project with 41-parking stall garage in Laguna Beach (the “Project”). On June 3, 2026, the City of Laguna Beach Planning Commission approved the land-use entitlements for the Project. On July 7, 2026, the City Council approved the tentative parcel map for the Project. The City Council has not previously approved the financial assistance described in this Commitment; this Commitment, upon approval by the City Council by Resolution as provided in Section 6.1, constitutes the City's approval of that financial assistance.
Upon its approval by the City Council and the Developer’s written acceptance, this constitutes a binding commitment by the City to provide financial assistance for the Project on the terms and subject to the conditions set forth below.
1. Project: The Project is the development of a 29-unit rental housing development at 340 St. Ann's Drive, Laguna Beach, on land groundleased from the Neighborhood Congregational Church (“NCC”).
The Project consists of 28 restricted affordable units plus one onsite manager's unit and 23 dedicated residential parking spaces, and 41 total parking spaces, for the Project. The affordable units shall be restricted, substantially consistent with the Project's tax-credit and entitlement requirements, as follows: nine (9) units affordable to 21 21 of 155
households earning up to 30% of Area Median Income (“AMI”); three (3) units at up to 50% AMI; and sixteen (16) units at up to 60% AMI, with the remaining unit reserved for the on-site manager. Final income and rent restrictions shall be set forth in the regulatory agreement and affordable covenant as further described in Section 5 of this Commitment.
2. Committed Funds: Subject to the conditions precedent in Section 6, the City commits to provide financial assistance in an aggregate amount not to exceed $6,707,521, consisting of the following (together, the “Funds”):
2.1 HCD Award Funds. $2,500,000 in State Department of
Housing and Community Development (“HCD”) Local
Housing Trust Fund funds awarded to the City;
2.2 City Match. $2,500,000 in City matching funds from the City’s Housing Fund, as required in connection with the HCD Local Housing Trust Fund award; and
2.3 Additional City Funding. An amount not to exceed
$1,707,521 from additional City funds, including dedicated housing in-lieu funds, subject to the conditions as described in Section 3.
3. Additional City
Funding Restrictions: The Additional City Funding described in Section 2.3 shall be subject to the following restrictions:
3.1 Use of Funds. Such funding must be used for City
development and permit fees otherwise payable for the
Project that are itemized in Exhibit A (“Fees”), in an amount not to exceed $740,471; in the event that the actual cost of such Fees are less than $740,471, the Additional City
Funding shall be proportionately reduced on a dollar for dollar basis by the difference of the funds in excess of actual costs of the Fees for the Project up to $740,471. Further, payment of such Fees shall be deferred until completion of construction of the Project. The remaining Additional City Funding shall only be used for costs, as identified in the Developer’s proforma and estimates provided to the City, related to (i) improvements required by certain conditions of approval on the Project, (ii) parking (platform) spots; and (iii) for affordable housing purposes with respect to the use of housing in-lieu funds. In the event such a condition of approval is eliminated, the Additional City Funding shall be proportionately reduced on a dollar for dollar basis by the difference of the funds needed for satisfaction of such condition.
22 22 of 155
3.2 Cost Savings. Subject to the requirements the California Tax Credit Allocation Committee (“TCAC”) and senior lenders providing loans to the Project, Developer hereby agrees to provide and pay Cost Savings (as defined below) to the City in an amount to be determined by an audit to be performed within six months of conversion of the Project’s financing from construction to permanent financing. Cost Savings
shall be equal to the amount by which total sources of
permanent financing for the Project exceed the costs of development incurred for the Project (which costs include, but are not limited to, the hard and soft costs incurred by Developer to perform predevelopment activities and
construct the Project, and the amount spent to reduce the principal balance of the senior construction loan to the principal balance of the senior permanent loan). Cost
Savings will be used to reduce the principal balance of the City Loan.
3.3 Increases in Costs. Increases in Project costs associated with the Additional City Funds are the sole responsibility of the Developer and shall not increase the City’s commitment nor shall the City have any obligation to disburse funds in excess of $1,707,521 for the Additional City Funding.
4. Loan Terms: The Funds shall be provided to Developer as a loan (the “City Loan”) on the following principal terms, to be further set forth in the definitive loan documents:
4.1 Interest Rate. It is anticipated that the loan will accrue 3.0% simple interest per annum, commencing from construction loan closing, provided, such amount may be reduced upon written request from Developer in the event a lower interest rate is necessary to allow the loan to meet the “true debt” test for LIHTC and TCAC purposes.
4.2 Disbursement. Funds in an amount equal to $3,353,761 will be disbursed at construction loan closing, and funds in an amount up to $3,353,760, subject to the requirements of Section 3, will be disbursed concurrently with conversion of the senior construction financing to the permanent phase.
4.3 Repayment. The City Loan is a residual receipts loan, payable solely from a percentage of the Project’s residual receipts, to be further set forth in the definitive loan document. The percentage shall be equal to the proportionate percentage of residual receipts loan provided by the City when combined with other residual receipts loan, with 50% of residual receipts shared among the residual receipts lenders and 50% of residual receipts payable to the
23 23 of 155
Developer. To the extent residual receipts are insufficient to pay accrued interest and principal, such amounts shall
continue to accrue, and all unpaid principal and accrued interest shall be due and payable at the end of the loan term.
4.4 Term. 58 years commencing with construction loan closing.
4.5 Security. The City Loan shall be secured by a deed of trust on the Developer’s leasehold interest in the Project and related collateral, subordinate to the Project’s senior construction and permanent financing only as provided in Section 6.5.
4.6 Public Parking. Agreement to sublease six (6) nonresidential dedicated parking spaces to the City for the term of the Loan for $1 (“Public Parking”).
5. Affordability Covenant: The Project shall be subject to a recorded regulatory agreement and 55-year covenant restricting the affordability of the units, at the affordability level described for the Project in Section 1 of this Commitment, for the full term of the City Loan (“Covenant”). The income and rent restrictions contained in the Covenant shall survive, and shall not be extinguished or terminated by, any foreclosure (or deed in lieu of foreclosure) of any senior or other lien on the Project, and shall bind all successors in interest to the Project. Preservation of the Project’s long-term affordability is a material purpose of this Commitment and of the City’s financial assistance.
6. Conditions Precedent: The City’s obligation to fund the City Loan is conditioned upon satisfaction (or written waiver by the City) of the following, among other conditions to be set forth in the loan documents:
6.1 Authorized Approval. This Commitment must be approved by Resolution of the City Council of the City of Laguna Beach.
6.2 Tax Credit Award. The Developer’s receipt of a 9% lowincome housing tax credit reservation or allocation for the Project from TCAC.
6.3 Other Financing. Evidence satisfactory to the City of all other financing necessary to complete the Project.
6.4 Site Control. Delivery to the City of the fully executed ground lease and evidence of the Developer’s site control.
6.5 Covenant Survival and Foreclosure Cure. The City will subordinate the City Loan and its deed of trust to the
Project's senior construction and permanent financing only to the extent required, and only pursuant to a subordination or intercreditor agreement in a form acceptable to the City 24 24 of 155
that provides, at a minimum, that the senior lender shall: (i) recognize the affordability regulatory agreement and
Covenant described in Section 5 and agree that the rent and income restrictions contained therein shall survive, and shall not be extinguished or terminated by, any foreclosure or deed in lieu of foreclosure; (ii) provide the City with written notice of any default by the Developer under the senior construction and permanent financing loan concurrently
with or before notice to the Developer, and afford the City a reasonable opportunity, not less than thirty (30) days (or, for non-monetary defaults, such longer period as is reasonably necessary to cure), to cure such default on the Developer's behalf; and (iii) refrain from completing a foreclosure or accepting a deed in lieu for a standstill period of not less than sixty (60) days following such notice, during which the City may elect to cure or otherwise protect its interest and the Project's affordability.
6.6 Insurance/Bonds. Satisfaction of the City’s insurance, bonding, disbursement, and construction-monitoring
requirements, as determined by the City in its reasonable discretion. Developer’s delivery of a completion guaranty in a form reasonably acceptable to the City shall be an
acceptable substitute for payment and performance bonds.
6.7 Loan and Covenant Documents. Negotiation, execution, and recording of definitive loan and regulatory and Covenant documents, in form and substance satisfactory to the City Attorney and to be approved by the City Council, which
approval shall be granted provided the loan documents
accurately reflect the terms of this Commitment and are consistent with the requirements of the various funding sources for the Funds.
6.8 Parking Sublease Agreement. Negotiation, execution, and recording of a sublease agreement for the Public Parking and all attendant documents, in form and substance satisfactory to the City Attorney and to be approved by the City Council.
7. Expiration This Commitment shall expire, and the City shall have no further obligation hereunder, upon the conclusion of the July 2027 TCAC 9% tax credit application round (including any related reservation, allocation, appeal, and waiting-list determinations for that round) if the Project has not received a tax credit reservation or allocation by that time, unless this Commitment is extended in writing by the City Council. For the avoidance of doubt, this Commitment is intended to support the Project’s tax credit applications through, and to remain effective no later than the conclusion of, the July 2027 TCAC application round. Notwithstanding the foregoing, if and 25 25 of 155
when the Project is awarded an allocation of tax credits, the Developer shall have until the expiration date of such tax credit commitment to close on its construction and permanent financing and achieve initial funding of such financing, including, without limitation, the City Loan.
8. Authority and
Binding Effect: This Commitment becomes effective and binding on the City upon its approval by the City Council by Resolution and the Developer’s written acceptance below, and thereafter constitutes a binding obligation of the City subject only to the conditions stated herein.

From: Rona Henry, Chair, Welcoming Neighbors Home Initiative Date: July 13, 2026
Re: Neighborhood Congregational Church Housing Project
The Welcoming Neighbors Home Initiative is a ministry of Tapestry, a Unitarian Universalist Congregation. Some of our members live, or have lived, in Laguna Beach.
We are very concerned about the lack of affordable housing in our communities. Many of our members have already experienced younger adult children having to move out of Orange County in order to afford housing. We also note that essential workers – including health care workers, teachers, city workers – as well as hospitality sector workers, are increasingly unable to live near where they work.
We note that in the current RHNA Cycle (2021 through 2029), when the City has been tasked to zone and permit 394 new homes, with 118 at Very-Low-Income and 80 at Low-Income, there have been 440 Above-Moderate-Income homes permitted. NOT A SINGLE LOWER-INOME HOME HAS BEEN PERMITTED.
For these reasons, we urge you to vote “yes” to provide funding to the Neighborhood Congregational Church (NCC) affordable housing project that would bring 28 much needed affordable apartments, and one resident manager unit, to Laguna Beach.
When we started our ministry, we talked with affordable housing developers. They explained that financing affordable housing was like lasagna – in that the developers needed to put together multiple layers of funding. The important take-away from those conversations was how important a local funding match is in helping a project to qualify for grants and other financing, such as low income tax credit financing. They said that funding from the City in which the project is located is critical for leveraging other funding. By funding the NCC project, the City will be signaling its commitment to facilitating the building of affordable homes within Laguna Beach.
We compliment the Laguna Beach City Council in having the foresight to list the NCC property on the Housing Element Inventory list so as to allow underutilized land to meet an urgent and desperate need for homes that are within the household budget of seniors, hospitality/retail/service workers, artists, young adults and families. We understand that it’s been 20+ years since a development like this was built in Laguna Beach. This helps to explain why there is such a shortage now of homes for these folks.
As members of another faith community, we applaud the Neighborhood Congregational Church in working to address the shortage of housing in Laguna Beach. Land is a precious resource that needs to be wisely employed. We need to ensure that people at all levels of the income spectrum have access to housing that is affordable. We urge the City Council to contribute funding for this project.

Subject: Support for the Neighborhood Congregational Church Affordable Housing Project
Dear Mayor, Members of the City Council, and City Clerk, My name is Miriam Lew, a Laguna Beach High School graduate (Class of 1998). I grew up in Laguna Beach, where my father built our family home on Circle Drive in South Laguna.
I met my husband here, built lifelong friendships here, and have remained active in Laguna Beach’s business, arts, and athletic communities. I am writing in strong support of the Neighborhood Congregational Church affordable housing project.
My family has spent more than 20 years working in Laguna Beach. My husband is a professional skimboarder and artist whose career was built in Laguna Beach over 40 years , with artwork displayed in local galleries. Together we have dedicated our lives to the Laguna Beach skimboarding community by teaching lessons, mentoring young athletes, competing, creating films, and sharing our love for the sport. Much of our family’s livelihood has centered around Aliso Beach.
Although our work has always been in Laguna Beach, we have rarely been able to afford to live here over the past 20 years. Instead, we have lived in neighboring cities—including Newport Beach, Costa Mesa, and Dana Point—and commuted so we could continue serving this community. Like many working families, we were eventually displaced by the rising cost of housing. Our children have grown up on Laguna’s beaches, yet living in the city where we work has remained out of reach.
I am grateful that Laguna Beach is now taking meaningful steps to create affordable housing for families. For many years, there were very limited affordable housing opportunities available for working families like ours. This project represents hope—not only for my family, but for many others who have dedicated years to Laguna Beach while being priced out of living in the community they serve.
I respectfully ask the City Council not only to approve this project, but also to consider, where legally permissible, giving meaningful priority to long-time Laguna Beach workers, former residents, and families with deep ties to the community who have been displaced because affordable family housing was simply unavailable.
My family has never stopped believing in Laguna Beach. We simply hope for the opportunity to live closer to the community where we have worked, volunteered, and raised our children.
Thank you for your time, your service, and for considering my family’s story.
Respectfully,

Re: Strong Support for full City funding of the Neighborhood Congregational Church Affordable Housing Project
Mayor Orgill and Council,
I’m a 28-year member of Neighborhood Congregational Church and part of the original visionary group for affordable housing at NCC. We’ve worked diligently for over five years to progress this idea to reality.
In June, the Planning Commission voted unanimously to approve entitlement for the project designed to serve low-income workers and seniors.
Now we need the City Council to stand with us by fully funding the request made by the developer, Related California. The City’s full financial support will better qualify us to compete against other affordable housing projects vying for limited Tax Credit funding. Local City funding unlocks multiple sources of significantly higher state and federal funding so we can begin to build affordable apartments in a city that has become unaffordable to so many.
What motivates me to work tirelessly to bring this project to completion is envisioning the smiling faces of the new residents. I encourage you to think about all the hotel workers, city employees, store clerks, and artists that make this city hum and commitment to them that you will invest in their futures so they can both live and work in a community filled with joy.
Respectfully,
Peter Griffith

Members of the City Council of Laguna Beach
My name is Barry Simons; I have been a resident in taxpayer and Laguna Beach for over 50 years.
As a taxpayer, I have great concerns about the City’s fiscal condition, especially in light of the express need to raise a variety of taxes in the city and important decisions regarding Laguna Canyon and PCH. The request for discretionary funding for the affordable housing project at 340 Saint Ann’s Drive by Related California and the Neighborhood Congregational Church is not subject to the mandates of SB4 and the City has the right to condition any approval of taxpayer funding for this affordable housing proposal.
Related and the NCC have had many years to do their planning for this project. They have engaged architects, engineers, and a slew of experts to bring the project to a point where it complied with the requirements of SB4
What is concerning to me is that they have acknowledged the fact that the Church itself is in dire need of repair, renovation and remodeling but yet, they have produced no plans or any budget for this aspect of the project after they abandoned the massive combinrd project calling for 78 residential units and the entire rebuild of a “spiritual center“.
Why have we not seen plans and why haven’t we been supplied with any kind of budget for the Church side of the project? Are we being asked to donate millions of dollars and taxpayer money to cover millions of dollars of repair, renovation, and remodeling of the church? We can all agree that a resolution by the city to donate millions of dollars to rebuild remodel & restore the Church would be a violation of the First Amendment’s prohibition against the establishment of religion.
Related and the NCC should not be allowed to do indirectly what they cannot do directly. The City must put constraints on any funding for the affordable housing to prohibit use of these funds for the repair, remodeling, and restoration of the NCC.
Related and the NCC will enter into a 40 year complex lease back agreement for the affordable housing. There is no reason why they cannot provide a pledge future rental income to secure a loan from either Related or separate financial institutions to cover the repair, restoration, and remodeling of the Church. This is the only way to avoid a flagrant violation of the First Amendment’s prohibition against the establishment of religion.
The City Council should withhold any decision regarding funding for this project until they are presented with a plan and budget for the repair, remodeling and restoration of the Church and thereafter condition any taxpayer funding for affordable housing at this location by prohibiting the use of any city funds either directly or indirectly for the repair, restoration or remodeling of the church.

P.O. Box 1309 Laguna Beach, CA. 92651 villagelaguna.org To preserve and enhance the unique village character of Laguna Beach Honorable Mark Orgill and City Council RE: NCC
The Neighborhood Congregational Church project that was approved by the planning commission on June 3 is a tribute to how addressing the diverse interests of neighbors, congregants, historic preservation advocates, Montessori scholars, and other concerned community members can result in a promising affordable housing project. All this was done within a complex regulatory framework, skillfully managed by the developer (Related Companies of California, LLC) and our city staff.
Village Laguna was concerned early—when 71 units and a large new church complex was proposed. This proposal would have meant demolition of the historic Bridge Hall by Aubrey St.
Clair, and the Sanctuary by William Blurock and all the negative impacts on views, community character, traffic, and parking that would have come with such a dense project. Village Laguna joined with others in raising our objections—and together we proposed better options and presented a report documenting the historic significance of the church buildings. We were among many who met with church representatives and the developer urging reconsideration.
Now there are 29 instead of 71 units, the Montessori school remains, and the historic buildings will be preserved. It’s not perfect—there are concessions on parking, neighbors will still be affected by construction and larger buildings next to them. We will see a change. But we hope opportunities for at least some desperate housing seekers will be fulfilled and the church campus will be revitalized.
The city, community and the church are making considerable sacrifices, in addition, public funding is needed to make this project a reality. We want to assure that all the benefits the public is expecting will really happen. Historic preservation of the existing buildings is key. In Council’s negotiations with the project proponents regarding the city/state funding commitment, please require conditions that will assure that all work to be done on those buildings (Aubrey St. Clair’s Bridge Hall and Bill Blurock’s Sanctuary) will conform with the Secretary of Interior’s Standards for historic preservation.
Assuring historic preservation while providing affordable housing will make Laguna a model for a better way forward.

Subject: Affordable Housing at 340 St. Ann’s Drive
Date: Wednesday, June 10, 2026 8:26:18 PM
[NOTICE: This message originated outside of City of Laguna Beach -- DO NOT CLICK on links or open attachments unless you are sure the content is safe.] City Council Members,
I am submitting these comments as a private resident and individual community member. I am not speaking on behalf of any City committee, local organization, or any other City business.
I would like to express my support for the proposed affordable housing project at 340 St.
Ann’s Drive. This project represents a rare opportunity for Laguna Beach. Available information indicates that it would be the City’s first affordable housing development in more than 20 years. Opportunities of this magnitude do not come along often, and I believe the City should carefully consider the long-term benefits this project would provide to the community.
Over the past several years, housing costs and rents throughout Orange County and Laguna Beach have continued to rise, making it increasingly difficult for many working residents to remain in the community. This project would provide housing opportunities for the people who contribute to the character, culture, and economy of Laguna Beach while helping preserve the diverse community that has long defined our city.
I also believe it is important to recognize that affordable housing is not simply a local policy preference. The State of California requires cities to plan for and accommodate housing at a range of income levels through the Housing Element process. Laguna Beach has legal obligations to identify opportunities for additional housing, including affordable housing, and projects such as this help the City make progress toward those state-mandated goals.
This project is also located on a site that has long been identified for affordable housing purposes through the City’s Housing Element planning process. Approving housing on sites that have already been designated for this purpose demonstrates that Laguna Beach is following through on commitments it has already made to the State and to the public.
There is also a common misconception about who affordable housing serves. Affordable housing eligibility is generally based on Orange County income limits, not on assumptions about poverty. Under current income limits, a single individual earning up to approximately $94,750 per year may still qualify as low income, while moderate-income limits extend to approximately $114,750 per year. In a high-cost community such as Laguna Beach, affordable housing is not solely intended for the very poor. It is also intended for working residents who earn respectable incomes but are increasingly unable to afford market-rate housing in the communities where they work and contribute.
Laguna Beach has long been known as an artists’ community and a place that values creativity, diversity, and community character. Preserving those values requires ensuring that people of varying incomes have the opportunity to live here. Projects such as the proposed 40 of 155
development at 340 St. Ann’s Drive help make that possible.
For these reasons, I respectfully encourage the Planning Commission to support this project and continue advancing opportunities for affordable housing within Laguna Beach.
Respectfully,
Adam Redding-Kaufman

I am writing to express my strong support for City funding for Neighborhood Congregational Church’s affordable housing development.
The Planning Commission recently voted unanimously to approve this affordable housing project, with 28 affordable apartments and one resident manager unit, under California Senate Bill 4. After a thorough public review process, the project has secured its entitlements and is now positioned to move forward.
I urge the City Council to provide the funding necessary to help make these affordable apartments a reality. I encourage you to support the amount of gap funding necessary to make this project work.
By investing in this approved project, the City can leverage other funding to create muchneeded affordable housing while advancing community goals related to housing opportunity, economic diversity and long-term neighborhood stability.
The Planning Commission has done its work and determined that this project meets the requirements of state law and local planning standards. I respectfully encourage the City Council to take the next step and authorize funding for this important community investment.

Now we have the opportunity to give back even more to the people of Laguna Beach.
Affordable housing is much needed in Laguna Beach. NCC is making our land available and we need your help to put up the necessary money. [NOTICE: This message originated outside of City of Laguna Beach -- DO NOT CLICK on links or open attachments unless you are sure the content is safe.] Dear Mayor and City Councilmembers,
I am writing to express my strong support for City funding for Neighborhood Congregational Church’s affordable housing development.
I, Mary Ann Sheridan, encourage the City Council to approve this much-needed project.

As a member of Neighborhood Congregational Church for over 20 years, I am proud to support this effort to make a meaningful difference in expanding affordable housing opportunities in Laguna. I appreciate the work that has gone into planning this project, and I believe providing quality affordable housing benefits not only the individuals and families who will live there, but also the community as a whole. I respectfully encourage the City Council to approve the funding needed to help make this project a reality.

With housing costs being so very high here in our town, we risk losing our broad and eclectic community feeling without affordable housing. We are sounique, so beautiful, so rich in having folks from all walkls of life calling Laguna Beach home. Let's make sure that continues. We all will benefit in charcter and heart.
Thank you.

As an artist who had to leave the city to find any housing that I could afford, I can see very clearly how this project will help keep community members in the community. Laguna Beach used to be a town where people from all walks of life, diverse professions, and a wide range of socio-economic backgrounds could live together and contribute to the vibrant culture of our town. Firefighters lived down the street from lawyers. Artists lived next to teachers at the high school, store clerks, and retirees. When I moved to Laguna I felt instantly a part of the arts community, and even though my rent burden was well over 50% of my income, I stayed because it was my home and a place where I felt I belonged. But after over 15 years of living, working and exhibiting my art in Laguna, my apartment was sold. I then found that the only rentals open were about 100% of my monthly income. And I knew that since I had to eat, I could not stay. There has been a great deal of talk about "The old Laguna" or "how it used to be" but very few solutions as concrete as this project. It would be nice if landlords felt a civic responsibility over economic incentive, but everyone knows that is unrealistic. Many landlords, especially the more recent ones, have tax burdens that they have to pay so they require higher rents to be asked. This project is a real solution, that will help real people. It is the right thing to do.

This project represents the wishes of the Neighborhood Congregational Church and helps our community. Sadly, Laguna Beach has become a place where people with moderate incomes cannot afford to live. Laguna traditionally has been a place of diversity, but less and less so over the last few decades. The project has already been downsized. Let's approve this excellent project which helps so many people and supports State mandates for affordable houseing

I have a personal interest in this City Funding for Neighborhood Congregational Church's Affordable housing. I was a resident artist in Laguna Beach from 1996 to 2021. In 2021, I moved from the house I had been renting for 12 years when my landlord decided it was time to sell the house. Can't blame him, prices were skyrocketing. I searched for an affordable situation and was not really able to find a good solution that I could afford and still maintain the studio rental space I had at Laguna Canyon Artists in the canyon. I packed up and moved out of Laguna. Years before I had served on the Housing and Human Services Committee and came away very deeply discouraged as the the chairman of the committee was a real estate broker who shot down any idea the committee had. Now it seems the this committee is putting forth a reasonable housing project and I ask you to make every effort to see that this project succeeds. Thank you. Sheryl Seltzer

I have lived in Laguna for 50 years. I have seen this community come together in times of devastation such as landslides and wildfires. Our first responders, teachers, and the work force that supports our tourist industry deserve affordable housing just to name some. In addition this helps Laguna meet its state mandated housing units.
I am proud of Laguna for all it does for so many. Let's continue that trend.

Please help us LIVE OUR VALUES. Waiting for some other community to develop affordable housing just slows everything down. It is time that we move forward.
You know the issues. Help us step on with courage. Thank you for your support.
I, Lyda Hill, encourage the City Council to approve this much-needed project.

Dear Mayor and City Councilmembers,
I am writing to express my wholehearted support for City funding for the affordable housing project proposed by Neighborhood Congregational Church.
As a longtime Laguna Beach resident, artist, conservator, and community member, I have watched the growing challenge of housing affordability affect people from all walks of life. Many of the individuals who contribute to the vitality of our city—including artists, teachers, service workers, seniors, young adults, nonprofit employees, and others who serve our community every day—struggle to find housing they can afford.
Laguna Beach has long been known as an arts community. Its creative spirit was built by artists who lived and worked here, enriching the cultural life that continues to attract residents and visitors alike. Yet today, many artists and creative professionals find it increasingly difficult to remain in the community they help define. Affordable housing is not only a social need; it is also an investment in preserving the unique character and cultural heritage of Laguna Beach.
I was encouraged by the Planning Commission’s unanimous approval of the Neighborhood Congregational Church project. After careful review, the Commission determined that the development meets the requirements of state law and local planning standards. The project will 72 of 155
provide 28 affordable apartments and one resident manager unit, creating opportunities for people who might otherwise be forced to leave our community.
Neighborhood Congregational Church has a long tradition of service, compassion, and community engagement. This project reflects those values by creating homes for people who contribute to the fabric of Laguna Beach while helping address one of the most significant challenges facing our city.
I respectfully urge the City Council to provide the funding necessary to close the remaining gap and allow this important project to move forward. By supporting this approved development, the City will leverage additional funding sources and help create housing opportunities for those who work, create, volunteer, and contribute to our community every day.
This project is about more than housing. It is about preserving a diverse, vibrant, and inclusive Laguna Beach—a community where artists, workers, seniors, families, and people of varying incomes can continue to live, participate, and thrive.
Thank you for your consideration and for your service to our community.
Respectfully,
Susan Brown

We very much need to make this project happen. Your unanimous support would mean a great deal not only to the NCC team that's been working on this for five years, but also and especially to the families and individuals who will get to live their lives in Laguna Beach at a rent cost they can afford. I want those little kids in our schools, their parents and those older adults engaged in and contributing to our community! We need them as much as they need housing.
The 6th Cycle Housing Element ends in 2029 and it would be a historic win for Laguna Beach as a city to comply and rack up some affordable units instead of the usual goose egg.
Please, vote "yes" to the gap funding that will help get this over the finish line in time for NCC's July application deadline for tax credits.
I, Barbara McMurray, encourage the City Council to approve this much-needed project.

As a resident of Laguna Beach for over 30 years, and as a homeowner in the Village, I want to add my full support for this project. As members of the City Council you are no doubt aware of the variety of problems associated with affordable housing in Laguna. These problems impact the economic and social vibrancy the city as well as the stability of its communities.
To Laguna Beach City Council Members:
I urge you to support this affordable housing project because it is the right thing to do, the kind of thing that many residents of this city would be proud to support. It would be a step towards making this a more diverse, more inclusive, and more compassionate city.
I, Elizabeth Borkowski , encourage the City Council to approve this much-needed project.

As someone who has spent much of my professional life working with individuals and families facing housing instability, I have seen firsthand how the lack of affordable housing affects 91 of 155
people across every stage of life. Today, in my work with older adults in Laguna Beach, I regularly meet long-time community members who worry about whether they will be able to remain in the city they love as housing costs continue to rise. Affordable housing is not simply about buildings—it is about preserving community, maintaining dignity, and ensuring that people who contribute to Laguna Beach can continue to call it home.
The Planning Commission has done its work and determined that this project meets the requirements of state law and local planning standards. I respectfully encourage the City Council to take the next step and authorize funding for this important community investment.
Thank you for your consideration.

As a 50+ year resident, I treasure the beauty of Laguna, as well as the spirit of community shared by so many who care for people and the planet. We are proud of the forward-thinking conclusion of the Commission and hope the Council will do the same! Like the story of the little girl tossing a starfish back in the ocean, noting "Well, it made a difference for that one," I hope we'll one day say "Well, it's a small-scale project, but it will make a life-long difference for that group, of 28." I support this project as a 24 yr LB senior resident and Sawdust artist with a long list of volunteer hours with various organizations in town. I am also representative of the many people who need the type of housing this project will provide.
Laguna is behind the 8 ball on this issue due to lack of understanding on this need amongour residents. But our city council should be better than that.
PLEASE support this project, and help it move forward quickly.
Thank you.

I highly support funding for this project and feel the NCC St Ann’s property is a great location.
Currently Laguna Beach Affordable housing units have a 4-5 year waitlist at Alice Court and a 10 year waitlist at Vista Aliso National Church residences on Wesley. There are so many Laguna residents families, artists and seniors who have history and roots here that need more affordable living situations to remain in our beautiful city. Approval of this project would be a step toward filling that need.
I, Janet Janszen, encourage the City Council to approve this much-needed project.

I have lived in this town since 1983 and been a homeowner since 1993. I have seen the city grow in affluence and not do enough to support regular working folks. This project will help ratify that.
I, John Dombrink, encourage the City Council to approve this much-needed project.

Dear Mayor and City Councilmembers,
I am writing to express my wholehearted support for providing City funding for Neighborhood Congregational Church’s affordable housing development.
As a member of this community, I believe this project represents an important opportunity to address the growing need for affordable housing while strengthening the values that make Laguna Beach such a special place. The Planning Commission recently voted unanimously to approve this development, which will provide 28 affordable apartments and one resident manager unit under California Senate Bill 4. After a thoughtful and thorough public review process, the project has received its entitlements and is ready to move forward.
I respectfully urge the City Council to provide the gap funding necessary to make these homes a reality. By investing in this approved project, the City can leverage additional funding sources and create much-needed housing for people who contribute to the fabric of our community, while advancing goals related to housing opportunity, economic diversity, and long-term neighborhood stability.
The Planning Commission has carefully done its work and determined that this project meets both state requirements and local planning standards. I hope the City Council will now take the 112 of 155
next step and authorize the funding needed to bring this important community investment to fruition.
Affordable housing is not simply about buildings; it is about creating a community where people of different ages, backgrounds, and incomes have the opportunity to belong and thrive. I believe this project reflects the compassionate and inclusive spirit that Laguna Beach strives to embody.
Thank you for your service and for your thoughtful consideration.
Sincerely,
Susan Hough
Laguna Beach Resident

As a longtime resident of Laguna Beach (I graduated from LBHS IN 1975, and while I moved away for a couple of decades, maintained family ties and returned as a full time resident in 2010), I have watched this beautiful town increasingly become an attainable residence exclusively for people of privilege. Families, artists and seniors have found it financially unsustainable to maintain residence here and as a consequence our demographics are shifting in a direction that increasingly moves away from the heart and soul of what this town was and should continue to be. As a renter I am faced with the ongoing challenge of maintaining a home here, and many of my friends face the same. We are hardworking, engaged individuals who are an absolute asset to this community. I’ve been appalled at the vituperative, uninformed comments I’ve read about this project. I myself will apply for a space when it becomes available, and I entreat the city council to support the project unanimously.

Dear Laguna Beach City Council Members,
I respectfully urge you to support this affordable housing project.
Laguna Beach was founded by artists, craftspeople, working families, and dreamers seeking a place of beauty, inspiration, and self-expression. Drawn by the ever-changing colors of the sky, the reflections of the sea, and the freedom found within this remarkable landscape, they built a community that valued creativity, individuality, and belonging.
From its earliest days, Laguna Beach welcomed people who sought not wealth or status, but a meaningful life connected to nature, community, and artistic expression. The spirit of Laguna Beach has always been one of openness, acceptance, and opportunity.
By supporting this affordable housing project, the Laguna Beach City Council honors and preserves that original vision. It ensures that future generations of artists, teachers, service workers, young families, seniors, and community members can continue to contribute to the character and vitality of our town.
A truly great community measures its success not simply by property values or financial wealth, but by the diversity of its people, the strength of its character, and its willingness to create 120 of 155
opportunities for all. Laguna Beach has long served as an example of those values.
Supporting affordable housing is not merely a development decision—it is a statement about who we are and who we aspire to be. It reflects the inclusive spirit of those who came before us and helps ensure that Laguna Beach remains a community where people from all walks of life can live, work, create, and belong.
The quality, character, and future of our town depend upon it.
Respectfully,
Susan Brown
Laguna Beach Resident

City Council,
I have been a homeowner in Laguna Beach since 1993, and I am writing in strong support of the Neighborhood Congregational Church's plan for affordable housing.
Our community needs this. The City's own Housing Element identified the NCC property as one of four sites to help meet our state mandate to plan for 394 new housing units over the next five years, 198 of which must serve extremely low, very low, and low-income households.
The NCC proposal would deliver 28 residential units that are 100% affordable, plus a resident manager unit, with priority for the local workers who keep our city running, including school and city employees, hotel staff, and retail workers.
The need is real and it is urgent. Nearly 40% of Laguna Beach households would qualify for affordable housing. The average rent for a one bedroom apartment here is $2,617 per month, which is 73% higher than the national average and makes our city one of the most expensive in the country. For a low-income worker earning around $34,968, rent can consume 87% of their salary. These are our neighbors, our friends, and the people who serve our restaurants, clean our hotels, and teach our children.
This project reflects our values. Affordable housing creates stable, long-term communities, reduces traffic and pollution by keeping workers close to their jobs, supports local small businesses, and helps young families afford to stay in Orange County. The NCC plan also 126 of 155
advances sustainability through shorter commutes, building electrification, and solar energy.
I encourage you to support the Neighborhood Congregational Church's plan for affordable housing. Thank you for your time and your service to our community.

I believe in and support the NCC's vision for bringing equity and affordability into our local Laguna Beach housing supply. While I supported the original plan and the subsequent variations - I fully support the 29 units in the current plan.
As a resident since 1963, I have seen this community and our leaders take on bold projects setting the example for other OC beach communities. We have led in advancing social-welfare programs that support varying economic levels, and taking care of our own. These programs were and are not without challenges. However, the greater good of representing the voices of those who work and serve in our community and sustaining diversity that makes our community stronger is how I've known Laguna Beach at its best.
In addition to major environmental, educational and arts projects, our town leaders (not all were council members) came together for the people who live and work in Laguna - here are just a few better known examples...
--We built a new hospital.
--We created a food pantry.
--We created the homeless shelter.
--We supported and maintained a community health clinic. --We built and have maintained the Boys and Girls Club and Senior Center.
I implore you to support and get behind this latest effort to realize the vision of NCC to 129 of 155
contribute their mission to helping the City of Laguna Beach make one big step towards fulfilling our civic duty to serve our community and meeting our housing obligations.
Thank you,

I've lived here in Laguna since 2006. Housing has become prohibitively expense. Our community can thrive and be further enriched when it is economically and culturally diverse.
More and more, I have met bright, talented people who work here but must drive far distances because they can't afford to live here. Furthermore the children of this beautiful city would benefit from the example we set by making Laguna affordable for future generations. There is a great need for affordable housing here and I hope that you will find it in your heart to support this project. After 21 years, it's definitely time to provide housing for our workers, seniors, students, and young families.

I feel this is a very important project for the area and Laguna Beach at large, affording all generations to participate in the lovely village vibe of Laguna Beach.

We are living through an unprecedented difficult time where more and more people are unhoused, even in our own backyard here in aliso viejo well, i've been a resident for twelve years. We've seen a huge surge in the number of homeless people walking around our streets and shopping centers, and this is completely unacceptable.
We need these affordable housing options for everyday people in our community who have lost their homes and jobs and are really struggling right now. Therefore, it only makes sense to move forward with this project as expeditiously as possible and to approving moving forward with it immediately so that we do not exclude people who need a roof over their head as they deserve the same respect and dignity as all of us do. Thank you! I, Amir Baum, encourage the City Council to approve this much-needed project.

As a pastor serving in Orange County, I am aware of the pressing need for affordable housing, as well as the resistance often posed by local residents in every possible location. This is a thoughtful project led by a capable team from a local church that is committed to a project that will serve the greater good in the community. I urge you to continue to support this project through completion!

With housing vouchers being rolled back at the federal level and so many dangerous, reckless actions being taken of the federal level to take away affordable housing it is more critical now than ever that immediate, urgent, local action is taken, including for cities like Laguna Beach to ensure that those who need a roof or over their head have one and are protected.
I live in the laguna beach area now for 12 years, right on the border with Aliso Viejo, and it breaks my heart to see so many people on the street who need a roof over the head who are not posers, who are everyday people who used to have a house and lost it due to losing a job, we need to protect these people. And this project is a critical pathway to get them, the housing they need so urgently, so they do not die on the street, and this project can literally save lives while at the same time, protecting the quality of life for the city of Laguna Beach. There will be those who will say that they don't want it.Because it will destroy the quality of life og the city , but to them I say there is certainly indeed a way to balance both.
I strongly urge you to make sure that the city council takes all of these important perspectives into consideration and moves forward for immediate passage to make sure this affordable housing project happens asap for the city of laguna beach.
Thank you!

It appears that a compromise has been reached for the affordable housing project at the Neighborhood Congregational Church. Everybody got something and nobody got everything, which I understand is the key to compromise.
One of the most important aspects of this current project is the preservation of Bridge Hall and the Sanctuary. Because these Aubrey St Claire buildings are of great historical importance to our town, it is critical that when the project is approve it is with the condition that any renovations maintain their historical value.
I hope you approve the project and protect its historical significance, Anne Caenn

[NOTICE: This message originated outside of City of Laguna Beach -- DO NOT CLICK on links or open attachments unless you are sure the content is safe.] Dear City Councilmembers, I'm writing to express my support for local gap funding from the city of Laguna Beach to move the affordable housing at NCC forward. Thank you for your support for this project!
The project will provide 28 affordable apartments and one resident manager unit, creating opportunities for people who might otherwise be forced to leave our community.
Neighborhood Congregational Church has a long tradition of service, compassion, and community engagement. This project reflects those values 145 of 155
by creating homes for people who contribute to the fabric of Laguna Beach while helping address one of the most significant challenges facing our city.
Respectfully,
Susan Brown

Dear Mayor and City Councilmembers, I am writing to express my strong support for City funding for Neighborhood Congregational Church’s affordable housing development. The Planning Commission recently voted unanimously to approve this affordable housing project under California Senate Bill 4. After a thorough public review process, the project has secured its entitlements and is now positioned to move forward. Over the past few years, NCC and Related have proven to be good neighbors in revising the project size and in being very cognizant of view concerns.
This is the only project in the works for affordable housing. The City is woefully behind on any progress towards the mandates of the Housing Element concerning affordable housing. It is imperative that this project goes through. A vibrant, diverse City needs to support housing for all income levels. We have artists, workforce, adult children of residents and others who are priced out of living here. This project will show that Laguna Beach is making an effort to change that. I urge the Council to provide the needed funding for this project. Diane Harrison Thank you,

I regret I'm unable to attend the July 15 meeing regarding this project. Here are comments I would have included in person:
As a long-time resident of Laguna Beach, I have watched with some dismay how unaffordable our town has become for working people and families. This generous project will enhance our town's culture, support our resident serving businesses, is sensitive to environmental and view/neighborhood impacts, and is win - win - win. Please be generous with your provision of financial support for the project.
Sincerely,

I support the NCC affordable housing development. I am a long-time resident of Laguna Beach, and I think Laguna Beach is long overdue for additional housing. Great partnerships flourish, endure for the long haul and become transformational when everyone brings equal support into the partnership.
NCC has done the heavy lifting thus far and made a bold and earnest contribution with ALL of their precious goods and assets. NCC is handing this Council and the greater community a one-time gift for our future.
This project is a unique opportunity for THIS City Council to step up with serious funding on July 15, 2026 - to act with the courage of your convictions, to be the great steward, and be the great partner. Show NCC and other small cities in OC and across California how affordable housing is done well.
Please meet this moment - make an 'all-in' invest in our community's future. Be a great partner to accomplish greatness and forward thinking for our City.

My wife's family have lived for over fifty years in Laguna Beach and there is quite a deficient amount of affordable housing that the city council needs to immediately address people so that people in need , in our own community have a roof over their heads and do not feel forgotten and neglected. This project is a sensible solution and should be implemented immediately. Thank you! I, Amir Baum, encourage the City Council to approve this much-needed project.
