Request for Clarification Regarding CEQA Finding
for Proposed Permanent Lifeguard Towers
July 18, 2026
To: Laguna Beach City Council
Cc: City Manager
Honorable Mayor, Members of the City Council, and City Manager, I am writing to respectfully request clarification regarding the proposed installation of permanent lifeguard towers mounted on permanent caissons at several Laguna Beach coves and the accompanying finding that the action 'does not result in a direct or indirect physical change in the environment and therefore does not constitute a Project within the meaning of the California Environmental Quality Act (CEQA).'
As a resident and someone who values both public safety and the unique character of Laguna Beach, I am struggling to understand how the installation of permanent structures anchored by permanent caissons could reasonably be considered to have no physical, environmental, or aesthetic impact.

Physical Changes
The proposed towers appear to require permanent foundations or caissons installed into the beach or underlying bedrock. Such work would seemingly involve excavation, drilling, concrete placement, and construction activities. Once completed, the towers would remain as permanent structures occupying areas that are currently free of permanent development. How is this not considered a direct physical change to the environment?
Environmental Considerations
Even if the footprint of each tower is relatively small, installation activities may affect coastal resources, beach geology, drainage, habitat, or public use during construction. Has the City evaluated these potential impacts, and if so, where can the public review that analysis? Visual and Aesthetic Impacts
Laguna Beach is internationally recognized for its scenic coastline, picturesque coves, and relatively undeveloped beaches. Introducing permanent lifeguard towers into multiple coves would visibly alter the character of these public spaces throughout the year. How has the City concluded that these permanent structures do not constitute a physical or aesthetic change to the environment?
CEQA Determination
I respectfully request that the City explain the legal and factual basis for concluding that installation of permanent towers and caissons is not a CEQA 'Project'; identify any engineering, environmental, geotechnical, or visual studies supporting this conclusion; explain whether an Initial Study or CEQA exemption was considered; and indicate whether the California Coastal Commission or other permitting agencies have been consulted.

This request is made in the interest of transparency and informed public participation. I appreciate the City's commitment to public safety and recognize the important work performed by the Marine Safety Department. At the same time, public safety improvements and environmental stewardship need not be mutually exclusive. I respectfully request that these questions be addressed publicly before any action is taken on the proposed permanent lifeguard towers.

Sincerely,
A Concerned Laguna Beach Resident
