AGREEMENT WITH THE LEAGUE OF OREGON CITIES AND A PURCHASE AGREEMENT WITH LIFE-ASSIST, INC. FOR EMERGENCY MEDICAL
SUPPLIES AND EQUIPMENT
RECOMMENDATION: It is recommended that the City Council:
1. Authorize the City Manager to execute the Intergovernmental Cooperative Purchasing Agreement with the League of Oregon Cities, enabling the City to participate in the National Purchasing Partners Government (NPPGov) cooperative purchasing program;
2. Authorize the City Manager to execute a Master Purchase Agreement with Life-Assist, Inc. for an amount not to exceed $63,000 per fiscal year, commencing upon execution and continuing through January 19, 2030, with authority for the City Manager to approve up to one (1) additional one-year extensions through January 19, 2031, provided the underlying League of Oregon Cities Master Price Agreement No. PS25830, or any renewal, extension, replacement, or successor cooperative purchasing contract, remains active and available for use by the City, and subject to approval as to form by the City Attorney; and
3. Find that approval of the Intergovernmental Cooperative Purchasing Agreement is not a project pursuant to the California Environmental Quality Act ("CEQA") under State CEQA Guidelines Section 15378 because it is an administrative activity that will not result in a direct or reasonably foreseeable indirect physical change in the environment.
SUMMARY OF THE MATTER
The Fire Department routinely purchases emergency medical supplies, pharmaceuticals, patient care equipment, and other medical products necessary to support emergency medical response operations. These supplies are essential for maintaining adequate inventory levels, ensuring operational readiness, and providing high-quality emergency medical care to the community.
To improve procurement efficiency and leverage competitively solicited pricing, staff recommends utilizing the National Purchasing Partners Government (NPPGov) cooperative purchasing program. The League of Oregon Cities (LOC), acting as the Lead Contracting Agency, competitively solicited Request for Proposal No. 2535 and awarded Master Price Agreement No. PS25830 to Life-Assist, Inc. for medical products, pharmaceuticals, monitors, life support equipment, training products, software, and related services. The agreement extends its pricing, terms, and conditions to participating public agencies through execution of an Intergovernmental Cooperative Purchasing Agreement (IGA).
Execution of the IGA will authorize the City to access competitively solicited cooperative purchasing contracts available through NPPGov. Staff also recommends entering into a Master Purchase Agreement with Life-Assist, Inc., which will incorporate the pricing available under the cooperative contract while utilizing the City's standard contractual terms and conditions.
APPROVE AN INTERGOVERNMENTAL COOPERATIVE PURCHASING AGREEMENT WITH THE LEAGUE OF OREGON CITIES AND A PURCHASE AGREEMENT WITH LIFEASSIST, INC. FOR EMERGENCY MEDICAL SUPPLIES AND EQUIPMENT July 21, 2026
DISCUSSION
The proposed Intergovernmental Cooperative Purchasing Agreement establishes the City's participation in the League of Oregon Cities/NPPGov cooperative purchasing program. Participation is voluntary and does not obligate the City to purchase any goods or services. Rather, it provides the City with an additional procurement method that allows purchases through competitively awarded contracts without conducting separate solicitations for qualifying procurements. Each participating agency remains solely responsible for its own purchasing decisions, purchase orders, inspections, invoicing, payments, and contract administration.
Following execution of the IGA, the City will enter into a Purchase Agreement with Life-Assist, Inc. LifeAssist is a national supplier of emergency medical products and equipment serving fire departments, emergency medical service providers, hospitals, and other public safety agencies. Through the League of Oregon Cities' competitive solicitation, Life-Assist provides discounted pricing for a broad range of emergency medical products, including medical supplies, pharmaceuticals, monitors, defibrillators, diagnostic equipment, life support equipment, training products, and operational supplies. Most medical product categories are offered at a 31 percent discount from list price, while training products and capital equipment are offered at a 15 percent discount from list price.
Laguna Beach Purchasing System Ordinance, Section 2.30.050(c), authorizes the City to purchase against contracts awarded by another public agency, master agreement, or cooperative agreement where the source contract is current, the vendor and scope are consistent with the award, and use is in the City's best interest.
The League of Oregon Cities/NPPGov Cooperative Purchasing Program, Contract No. PS25830, was competitively solicited by the League of Oregon Cities in May of 2025, seven (7) responses were received; Life-Assist, Inc. was awarded the contract. Staff confirmed with the League of Oregon Cities that the contract is currently active and expires on January 19, 2030. Pricing was reviewed and determined to be fair and reasonable based on the cooperative contract discount structure.
The proposed Purchase Agreement authorizes purchases of up to $63,000 per fiscal year and establishes a contractual framework for future purchases as operational needs arise. The agreement will commence upon execution and continue through January 19, 2030, with the City Manager authorized to approve up to one additional one-year extension through January 19, 2031, provided the underlying cooperative purchasing contract remains active and available for use by the City.
Utilizing this cooperative purchasing program will streamline procurement, reduce administrative costs, eliminate the need for separate competitive solicitations for qualifying purchases, and provide the City with access to nationally negotiated pricing while maintaining compliance with the City's purchasing policies and applicable procurement requirements.
