RECOMMENDATION: It is recommended that the City Council:

1. Award and authorize the City Manager to execute a contract with CT&T Concrete Paving, Inc., in the amount of $621,041.94 for the C2217 – Downtown (Zone 4) Street Overlay and Walkway Improvements;

3. Find that the project is categorically exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Section 15301(c).

SUMMARY OF THE MATTER
This report recommends that the City Council award a construction contract to CT&T Concrete Paving, Inc. in the amount of $621,041.94 for the C2217 – Downtown (Zone 4) Street Overlay and Walkway Improvements Project. The scope includes clearing and grubbing, sawcut, removal and reconstruction of pavement, grind and overlay, removal and replacement of AC berms and curbs, replacement of traffic loops, slurry seal, painting of pavement striping and markings, utility adjustments, implementing temporary traffic control, and other miscellaneous improvements as required.

The total estimated project cost is $679,991.94, which is within the combined approved budget of $680,000.

The project has been reviewed under CEQA and is categorically exempt pursuant to Section 15301(c) of the CEQA Guidelines.

Staff completed a public bid process for the project in accordance with California Public Contract Code requirements. On May 28, 2026, six (6) bids were received. The following is a summary of the bids sorted by bid amount:

Table of Bid Results
Bidder Total Bid Amount

1. Tri-County Sandblasting $29,750.00

2. CT&T Concrete Paving, Inc. $621,041.94

3. [email protected] $658,070.80

4. PALP $699,426.00

5. All American Asphalt $739,293.85

6. Carter Enterprises Group, Inc. $888,000.00
Following the bid evaluation, staff determined that the apparent low bidder, Tri-County Sandblasting, did not include pricing for several bid items required by the Bid Documents. Because the bid did not include AWARD OF CONSTRUCTION CONTRACT FOR DOWNTOWN (ZONE 4) STREET OVERLAY

AND WALKWAY IMPROVEMENTS

all required pricing, it was determined to be non-responsive and therefore could not be considered for award.

Staff subsequently evaluated the second lowest bid submitted by CT&T Concrete Paving, Inc. and determined that the firm is properly licensed, qualified, and responsible, and that its bid is responsive to the requirements of the Bid Documents. Accordingly, staff recommends that the City Council award the construction contract to CT&T Concrete Paving, Inc. in the amount of $621,041.94.

FINANCIAL ANALYSIS
With the low bid amount of $621,041.94 and contingency costs for unforeseen conditions estimated not to exceed $58,950, the total project cost is estimated at $679,991.94. With total available funding of $680,000 for the Downtown (Zone 4) Street Overlay and Walkway Improvements Project, sufficient funding is available in the adopted budget for the recommended action.

ENVIRONMENTAL ANALYSIS
The project is categorically exempt under the California Environmental Quality Act (CEQA) Guidelines section 15301(c), for repairs and maintenance to existing facilities involving negligible or no expansion of existing or former use.
