CONSENT
19 SUBJECT: REPLACE THE CITY OF LAGUNA BEACH’S ALTERNATE BOARD MEMBER
OF THE SOUTH ORANGE COUNTY WASTEWATER AUTHORITY
RECOMMENDATION: It is recommended that the City Council:
1. Appoint Councilmember Alex Rounaghi to serve as the alternate Board member of the South Orange County Wastewater Authority for the City of Laguna Beach.
SUMMARY OF THE MATTER
The City of Laguna Beach appoints a Board member and an alternate to the South Orange County Wastewater Authority (“SOCWA”), which is a Joint Powers Authority with a mission to collect, treat, beneficially reuse and dispose of wastewater in a manner that protects and respects the environment, maintains the public’s health, and meets local, state and federal regulations. SOCWA is governed by a sixmember1 Board of Directors, with one director appointed to represent each member agency. Presently, Councilmember Bob Whalen serves as a Board member of SOCWA on behalf of the City of Laguna Beach, and Public Works Director Mark McAvoy serves as the alternate. City staff is recommending that the City Council replace Mr. McAvoy with Councilmember Alex Rounaghi as the alternate Board member of SOCWA for the City of Laguna Beach.
FINANCIAL ANALYSIS
The recommended action will have no financial impact.
ENVIRONMENTAL ANALYSIS
The recommended action consists of organizational or administrative activities of the City that will not result in a direct or indirect physical change in the environment and therefore does not constitute a “project” within the meaning of the California Environmental Quality Act. (Public Resources Code Section 21065; 14 CCR Section 15378(b)(5).).
