6 SUBJECT: MONTHLY TREASURER’S AND INVESTMENT REPORT (JUNE 2026) RECOMMENDATION: It is recommended that the City Council:
1. Receive and file the June 2026 report.
SUMMARY OF THE MATTER
A monthly report from the elected City Treasurer is required by Government Code. It included the cash and investments by fund and the reports from the City’s banks. It was modified to comply with the Laguna Beach Investment Policy. Additionally, a report of the surplus investments and some of the funds managed by the City Treasurer was prepared by Meeder (consultant), an outside consultant who managed surplus investments and was directed by the City Manager.
DISCUSSION
The City Treasurer and the consultant’s reports are attached. City funds are held in fully collateralized accounts at commercial banks, the California investment pooled account, a custodian holds marketable investments and Special Investment Accounts are held by the City. • Cash and investments managed by the City Treasurer totaled $84,894,000 and included the funds required for adequate liquidity during the next six months, restricted cash for assessment districts, bond funds and Special Investment Accounts. The report listed the receipts and disbursements by fund, reported fund balances, a discussion of the monthly activity, and a required statement by the City Treasurer that there is adequate liquidity for the next six months. The reported fair value was provided by the custodial bank for the City’s investments. • Investments managed by the consultant totaled $77,323,000 and were held by the custodial bank but a separate source of fair value was used for the attached report. The consultant report included a discussion of surplus investments and the general economy.
The month-end portfolio includes US treasury securities (31%), government agency instruments (16%), the Local Agency Investment Fund (24%), medium-term corporate notes (14%), and high-yield, fully collateralized bank accounts (14%).
