STAFF REPORT
Meeting Date:

August 4, 2026

INTERVIEWS
2 SUBJECT: INTERVIEWS AND APPOINTMENTS TO THE VIEW RESTORATION

COMMITTEE
RECOMMENDATION: It is recommended that the City Council:

1. Interview the applicant and appoint her to the View Restoration Committee for the remainder of the vacant two-year term effective immediately, through March 31, 2028; and

2. Direct the City Clerk to continue the rolling application deadline until enough applications are received to fill the remaining vacant position and return at a future City Council meeting for the remaining appointment.

SUMMARY OF THE MATTER
Members of the View Restoration Committee (“Committee”) adjudicate view claims submitted by property owners to restore pre-existing views that are alleged to be significantly impaired by vegetation. The fivemember committee conducts public hearings to review claims, hear testimony, and determine significant view impairment. The Committee may approve a view restoration order and establish a maintenance schedule for the subject vegetation on the property. The Committee generally meets on the second Wednesday of each month at 5:00 p.m.

DISCUSSION
On March 31, 2026, the terms of two View Restoration Committee members expired. For the two openings, one application was received, and on February 10, 2026, the City Council appointed the applicant, Edwin Kisiel, to the Committee. On April 1, 2026, Committee member Rhett Schiffman resigned from the Committee, resulting in two vacancies. For the two vacancies, one application has been received: Karen Jones (see Attachment).

FINANCIAL ANALYSIS
The recommended action has no financial impact to the budget.

ENVIRONMENTAL ANALYSIS
The recommended action has no environmental impact.
