11 SUBJECT: HOUSING AND HUMAN SERVICES COMMITTEE 2026-2028 WORK PLAN RECOMMENDATION: It is recommended that the City Council:
It is recommended that the City Council authorize the Housing and Human Services Committee to proceed with its 2026-2028 Work Plan.
SUMMARY OF THE MATTER
The City Council appoints the seven-member Housing and Human Services Committee (HHSC). The HHSC assesses and identifies housing opportunities and human needs for all segments of the community, provides input on housing policies, informs and makes recommendations to the City Council and other community leaders, and increases awareness of the community of programs that fill these needs. The HHSC is presenting its proposed two-year work plan (Attachment 1) for City Council authorization.
DISCUSSION
On June 24, 2026, HHSC approved a two-year work plan through June 30, 2028, attached as Attachment
1. Prior to implementation, the work plan is being presented to the City Council for approval.
Under the proposed work plan, HHSC members will perform the projects and tasks outlined in the comprehensive plan, including:
• Conducting property owner outreach to encourage the use of new mixed-use development standards, which have reduced the zoning barriers that previously limited opportunities for residential infill additions on commercial sites;
• Investigating and reporting on the existing zoning, building, and fire regulations that may impact the feasibility of adaptive reuse projects (i.e., non-residential uses to residential uses); • Identifying additional potential affordable housing sites; • Providing input on any accessory dwelling unit (ADU) amnesty program that may be developed; • Researching potential revenue streams for the Housing Trust Fund; and • Conducting related research, community education, and outreach.
Each task and subtask has been carefully tailored to align with City Council priorities set in 2026 and in the 2021-2029 Housing Element. The HHSC is also responsible for assisting in the implementation of Programs
5.2-7 through 5.2-10 in the Housing Element, included as Attachment 3.
The proposed work plan supersedes the work plan approved by the City Council on November 12, 2024 and attached as Attachment 2. As a result of the prior work plan, the HHSC completed review for the annual reporting of the City’s Housing Element and provided the City Council with recommendations for citywide HOUSING AND HUMAN SERVICES COMMITTEE 2026-2028 WORK PLAN August 4, 2026
expansion of residential uses in commercial zones, review of potential affordable housing sites, increased tenant protection, and program implementation for ADU amnesty and affordable housing monitoring. In HOUSING AND HUMAN SERVICES COMMITTEE 2026-2028 WORK PLAN August 4, 2026
February and March 2025, the HHSC organized a Community Panel Discussion on Affordable Housing 101 and an affordable housing trolley tour to three sites.
FINANCIAL ANALYSIS
The recommended action has no financial impact to the budget.
ALIGNMENT WITH CITY COUNCIL GOALS AND PRIORITIES
The HHSC 2026-2028 Work Plan is in line with City Council Policy Initiative 17, Affordable Housing Program, for active implementation of Housing Element programs and pursuing other initiatives as directed by City Council.
ENVIRONMENTAL ANALYSIS
This action is not subject to the California Environmental Quality Act (“Public Resources Code section 21000 et seq.) (“CEQA”) because it does not qualify as a “project” under CEQA. The State CEQA Guidelines provide that "[a]n activity is not subject to CEQA if ... the activity is not a project as defined in Section 15378." (State CEQA Guidelines, § 15060(c).) Here, the action does not qualify as a "project" as defined in State CEQA Guidelines section 15378 for at least two different reasons. First, Section 15378 defines a project as an activity that "has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment." (State CEQA Guidelines, § 15378(a).) Here, the action is to authorize the Housing and Human Services Committee to proceed with their work plan, which will not result in any reasonably foreseeable impacts. Accordingly, the action is not a "project" subject to CEQA. (State CEQA Guidelines, § 15060(c).) Second, Section 15378 explicitly excludes from its definition of "project" the following: "organizational or administrative activities of governments that will not result in ·direct or indirect physical changes in the environment." (State CEQA Guidelines, § 153 78(b)(5).) The action constitutes an administrative activity that will not result in a physical change in the environment, and it therefore is not subject to CEQA.
