Section 1. Purpose and Background
To establish designated City Officials and City employees that are required to take AB 1234 ethics training and SB 827 fiscal and financial training. California Government Code section 53243 et seq., among other things, establishes certain training requirements for local officials and employees on general ethics principles and ethics laws applicable to public service. Senate Bill (“SB”) 827 effective January 1, 2026, amended the Government Code training requirements by expanding the definition of "local agency official" subject to ethics training requirements to include department heads or similar administrative officers of local agencies and employees designated by the local agency. SB 827 further added Government Code Sections 53238 through 53238.6 establishing fiscal and financial training requirements for specified elected officials; appointed officials who make decisions or recommendations regarding financial administration, budgeting, or the use of public resources; local agency executives; and employees designated by the City. Government Code Sections 53235 and 53238.2 authorize the City Council to designate what officials and employees who shall be required to receive ethics training and fiscal and financial training.
