3.4.3 Compliance Monitoring. This Project may also be subject to compliance monitoring and enforcement by the DIR. It shall be Consultant’s sole responsibility to comply with all applicable registration and labor compliance requirements, including the submission of payroll records directly to the DIR. Any stop orders issued by the DIR against Consultant or any subconsultant that affect Consultant’s performance of services, including any delay, shall be Consultant’s sole responsibility. Any delay arising out of or resulting from such stop orders shall be considered Consultant caused delay and shall not be compensable by the City. Consultant shall defend, indemnify and hold the City, its officials, officers, employees and agents free and harmless from any claim or liability arising out of stop orders issued by the DIR against Consultant or any subconsultant.
3.4.4 Labor Certification. Grass should be properly mowed at the correct height for the species, with clean, even cuts and no scalping. Turf should appear green and vigorous, indicating adequate irrigation, fertilization, and overall plant health.
The lawn should have minimal to no bare spots, thinning areas, or discoloration. Any sparse areas should be noted for overseeding or repair. Turf should also be inspected for pest activity, including gophers, insects, or other burrowing animals. Signs such as mounds, tunnels, chewed roots, or dying patches shall be documented and addressed promptly.
For safety, turf areas must be free of tripping hazards, including holes, depressions, exposed irrigation components, or uneven surfaces caused by pest activity. The area should also be free of debris, such as sticks, rocks, trash, or fallen branches, to maintain both appearance and public safety.
Overall, quality turf should be safe, clean, uniform in color and density, and properly maintained to meet aesthetic and functional standards.

48 Exhibit A – Scope of Services & Technical Specifications Exhibit A, Page 25 of 45
4. Weeds and Undesirable Vegetation Standards.
Landscape areas should be maintained in a condition that is relatively free of weeds and undesirable vegetation.
Weeds and undesirable vegetation include any plants not specified in the approved landscape design, such as volunteer plants, invasive species, or vegetation planted without authorization.
Weeds should not be allowed to compete with ornamental plants or turf for water and nutrients. Special attention should be given to planter beds, turf edges, tree wells, hardscape joints, fence lines, and irrigation areas where weeds commonly establish.
Growth should be controlled before flowering or seeding to prevent further spread.

General trash such as paper, plastic, bottles, cans, or other litter should be removed to maintain a clean and professional appearance. Special attention should be given to high-visibility and high-traffic areas.
Overall, landscape areas should present a clean, safe, and well-maintained appearance, free of debris that could impact safety, plant health, or aesthetic standards.
6. Rotation Standards.
Landscape rotation maps are planning tools used to organize and coordinate routine maintenance activities throughout a property or designated service areas. These maps divide sites into manageable sections to ensure systematic and consistent coverage.
Rotation maps help schedule and track tasks such as trimming, weed removal, and plant installation or replacement as needed. By assigning crews to specific zones on a rotating basis, maintenance work is completed efficiently and no area is overlooked. 49 Exhibit A – Scope of Services & Technical Specifications Exhibit A, Page 26 of 45
This approach promotes balanced workload distribution and supports seasonal maintenance needs.
