14 SUBJECT: APPROVE PREQUALIFIED BIDDERS LIST AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE FIRE STATION NO. 4 REPLACEMENT RECOMMENDATION: It is recommended that the City Council:

1. Approve the list of Prequalified bidders and authorize advertisement for bids for the Fire Station No. 4 Replacement; and

2. Find that the approval of a list of prequalified bidders and the authorization for bids does not constitute a "project" for purposes of the California Environmental Quality Act pursuant to section 15378(b)((5) of the CEQA Guidelines.

DISCUSSION
The Capital Improvement Program includes a project for replacement of Fire Station No. 4. The scope includes a new two-story building, with site improvements, furniture, fixtures and equipment. The Project design plans and specifications will be ready for bid advertisement on October 2, 2026, following approval of the prequalified bidders list. The prequalification process allowed interested bidders to submit qualification materials to the City for review and approval. Only contractors that met base criteria and demonstrated recent relevant experience with successful completion of fire station(s) or other public safety facilities of similar scope and site improvements over 5,000SF (building), with at least (2) two located in Southern California were deemed qualified to submit a bid for this Project.

The Project prequalification package was advertised on PlanetBids on July 17, 2026, and the submittal deadline was on August 14, 2026. Eleven submittals were received. Staff reviewed the submittal packages and determined seven contractors meet the prequalification requirements pursuant to the scoring set forth in the prequalification package. The summary of the prequalification results is as follows:
