PRESENTATION
1 SUBJECT: RECOGNITION OF BRADLEY BESHEAR FOR ACT OF BRAVERY RECOMMENDATION: It is recommended that the City Council:
1. Recognize Bradley Beshear for his lifesaving actions in a critical ocean emergency.
SUMMARY OF THE MATTER
During a large swell at Fisherman’s Cove, Laguna Beach resident and former Laguna Beach Lifeguard Bradley Beshear noticed a swimmer caught in a powerful rip current. Recognizing that the swimmer was in distress, Brad immediately entered the water with swim fins and a flotation device, relying on his lifeguard training to safely bring the victim back to shore. The swimmer would likely have been critically injured without the swift action of Mr. Beshear. For those reasons, Bradley is being honored by the City Council for his bravery.
FINANCIAL ANALYSIS
The recommended action has no financial impact to the budget.
ENVIRONMENTAL ANALYSIS
This action is not subject to the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines Section 15378 because the proposed recognition of bravery is a ceremonial and administrative activity that does not constitute a “project” and will not result in a direct or reasonably foreseeable indirect physical change in the environment.
