SUMMARY OF THE MATTER
The City’s current contract for landscape maintenance services expires on October 31, 2026. To continue providing uninterrupted landscape maintenance services, staff advertised a Request for Proposals (RFP) and solicited proposals from qualified contractors for the routine maintenance of landscaping and irrigation systems at 69 separate locations including City parks, public facilities, streetscapes, and beach access paths.
In response to the RFP, nine proposals were received and staff recommends awarding a contract to JAS Landscape LLC for an initial 32-month term commencing November 1, 2026, for a total not-to-exceed amount of $797,840.
DISCUSSION
The City contracts routine landscape maintenance at 29 locations through a combination of three separate contractors at an annual cost of $224,000. These contracts will expire on October 31, 2026.
On July 13, 2026, staff issued RFP PW-26-025 to solicit proposals from qualified contractors to provide routine maintenance of landscaping and irrigation systems at 69 separate locations throughout the City. The proposed scope of work is summarized in Attachment 1. The RFP identified 29 locations that are currently contracted out as Base Bid Locations and 40 locations that are only serviced by City staff as Alternate Bid Locations. These locations are comprised of 20 City parks, 8 public facilities, 13 streetscapes within the public right of way, and 28 beach access paths. In response to the RFP, nine proposals were received from qualified contractors as shown in the table below.

Staff has evaluated the proposals submitted by all firms and recommends awarding a contract (Attachment 2) to JAS Landscape LLC for the maintenance of all base and alternate locations at a monthly cost of $20,245. By awarding the alternate locations, staff are freed up to perform more detailed work at other locations resulting in improved services for the public. In addition, it is recommended that a per fiscal year allowance of $50,000 be incorporated into the contract to provide for additional services, as requested by City staff. These additional services would include costs for irrigation repairs, plantings, turf installation, and/or seasonal weed removal at locations not covered by the contract, or to provide routine contract services at new locations, as needed. The costs for the remainder of FY 2026-27 will be $211,960 and the costs for FY 2027-28 and 2028-29 will be 292,940 annually.
Therefore, in order to continue providing uninterrupted landscape maintenance services, staff recommends awarding a contract to JAS Landscape LLC for an initial 32-month term commencing November 1, 2026, and ending June 30, 2029, for a contract total not-to-exceed amount of $797,840. It is further recommended that the City Manager be authorized to execute up to three (3) additional one-year extensions, subject to satisfactory performance, with an annual cost increase not to exceed the percentage change in the Bureau of Labor Statistics Consumer Price Index (CPI) for the Los Angeles-Long Beach-Anaheim region.
FINANCIAL ANALYSIS
The Fiscal Year 2026-27 Adopted Budget includes funding for the proposed contracted services within the Public Works operating budget, and no additional appropriations are required for the recommended action.
If approved, staff will include the annual cost of this contract in future budgets for City Council consideration.
ENVIRONMENTAL ANALYSIS
The recommended actions are exempt under the California Environmental Quality Act under CEQA Guidelines Section 15301 because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Here, the recommended actions meet the exemption because the proposed contract involves routine maintenance and minor repair of existing landscaped sites with no expansion of use.
