1 AWARD OF CONTRACT FOR FLEET ELECTRIC VEHICLE CHARGING IMPLEMENTATION Questions and Answers From August 4, 2026 Meeting
Below are responses to questions that were raised by the City Council and the public at the August 4th City Council meeting.

1. Will the proposed chargers be available to the public? a. Five of the proposed DC Fast Chargers at the Corporation Yard are within a publicly accessible area. Staff has confirmed with PowerFlex that these charging units can be programmed to allow for public charging. The public charging would be at a rate set by the City and collected through the charging unit similar to other public charging stations. The proposed chargers at City Hall are all behind a secured gate and are not accessible to the public.

2. Can the chargers be moved to allow public use?
a. The chargers can be moved; however, it will present logistical challenges for charging the City’s fleet vehicles. In addition, changes to the current design would void the City’s approved Charge Ready application with SCE and SCE is no longer accepting new applications.

3. Can the chargers be connected to solar panels for cost savings? a. Adding solar panels at each site to energize the charging units is an option. The installation of solar arrays is a separate project the City has explored; however, there has not been a direction to proceed with the development of solar arrays at the proposed sites.

4. Are the proposed chargers fast chargers?
a. Yes. The following chargers are proposed to be installed as a part of this project; however, it should be noted that heavy duty and medium duty vehicles take longer to charge and the charge does not last as long as what is experienced with light duty vehicles.
i. LiteOn IC80A – Level 2 fast charger (not a DC fast Charger) ii. Zerova DS 120 kW – Level 3 DC fast charger
iii. Zerova DW 30kW – Lower speed fast charger for overnight charging iv. Zerova DS 60 kW – Level 3 DC fast charger

5. Clarify what is required to be in compliance with the State mandate. a. The City has selected the Option 2 – Pathway. Instead of regulating each year's purchases, this pathway establishes progressively increasing requirements for the percentage of the City's applicable fleet that must be zero-emission.

Vehicles are divided into groups based generally on their type and the expected availability of suitable zero-emission technology. Vehicles that are easier to electrify are required to transition first, while more specialized 2 vehicles are provided additional time. This provides the City with greater flexibility to determine which vehicles to transition and when, provided the overall fleet meets each applicable ZEV milestone. The chart below provides a summary of the CARB requirements for the Option 2 conversion pathway.

6. Provide a complete cost analysis for electric vehicles versus gasoline-powered vehicles.
a. The cost analysis is provided in a separate attachment.

7. What is the deadline for the SCE Charge Ready program? a. The deadline to apply for new projects is passed so new or modified applications are no longer being accepted. Therefore, no changes to the existing application will be allowed. The deadline to execute the agreements is December 31, 2026.

8. Does the Charge Ready Program allow changes to the design? a. No. There is not an option to make changes to the type, number, and location of the charging units. Such changes would require a new application and since the application deadline is passed, a new application is not an option.

9. Does the Charge Ready Program limit the type of charging infrastructure? a. Yes, the Charge Ready program lists specific types of equipment that are preapproved and eligible for the program. All of the proposed equipment is eligible under the CRT program.
