STAFF REPORT
Meeting Date:

October 13, 2026

CONSENT
3 SUBJECT: MONTHLY TREASURER’S AND INVESTMENT REPORT (AUGUST 2026) RECOMMENDATION: It is recommended that the City Council:

1. Receive and file the August 2026 report.

SUMMARY OF THE MATTER
A monthly report from the elected City Treasurer is required by Government Code. That report included the cash and investments by fund and the valuations reported by the City’s banks. It was modified to comply with the Laguna Beach Investment Policy.

The City Council retained investment authority and has hired Meeder (the consultant) to manage a portion of the portfolio. The consultant report does not use the fair values reported by the custodial bank. Their report used other valuation sources.

Attached are the two reports for August 2026.
• Cash and investments managed by the City Treasurer totaled $53,200,000 and included the funds required for adequate liquidity during the next six months, assessment districts, bond funds and Special Investment Accounts. The report listed the receipts and disbursements by fund, reported fund balances, a discussion of the monthly activity, and a required statement by the City Treasurer that there is adequate liquidity for the next six months. The reported fair value was provided by US Bank, the custodial bank for the City’s investments. • Investments managed by the consultant totaled $84,296,000. The consultant’s report included a discussion of surplus investments and the general economy No investments were purchased this month.

The month-end portfolio includes US treasury securities (31%), government agency instruments (20%), the Local Agency Investment Fund (14%), medium-term corporate notes (19%), and high-yield, fully collateralized bank accounts (17%).
