10 SUBJECT: MAIN BEACH BOARDWALK REHABILITATION DISCUSSION RECOMMENDATION: It is recommended that the City Council:
1. Receive a presentation on material options for the Main Beach Boardwalk Rehabilitation project; and
2. Provide input to staff for material selection for the Main Beach Boardwalk Rehabilitation.
DISCUSSION
The Main Beach boardwalk consists of approximately 2,000 wood deck boards that have become weathered and require replacement. On September 16, 2026, staff presented several replacement material options to the Planning Commission for Concept Review, including pressure treated Douglas Fir, tropical hardwoods, and modified wood alternatives. Following staff’s presentation, the Planning Commission discussed the available options and emphasized the importance of maintaining the existing character and appearance of the boardwalk. Based on that consideration, the Commission identified pressure treated Douglas Fir as the preferred material.
Before proceeding with final design, staff is requesting City Council input on the proposed material selection. Staff will provide a presentation at the October 13, 2026, City Council meeting. The attached Planning Commission staff report provides additional information and photographs of the materials considered (Attachment 1).
FINANCIAL ANALYSIS
There is no fiscal impact associated with the recommended actions.
ENVIRONMENTAL ANALYSIS
Pursuant to CEQA Guidelines, the recommended actions consist of government activities, which do not result in a direct or indirect physical change in the environment and therefore do not constitute a “Project” within the meaning of the California Environmental Quality Act. No construction is authorized, and any feedback does not commit the City to a future action. The appropriate CEQA determination for construction of the project will be made prior to any City approval authorizing construction.
