STAFF REPORT
Meeting Date:

October 13, 2026

CONSENT
8 SUBJECT: APPROPRIATION OF WILDFIRE MITIGATION AND FIRE SAFETY FUNDS

FOR EMERGENCY PREPAREDNESS AND RESPONSE INITIATIVES AND

APPROPRIATION OF FUNDS
RECOMMENDATIONS: It is recommended that the City Council:

1. Authorize the appropriation of $425,000 from the Wildfire Mitigation and Fire Safety Fund to the Wildfire Special Projects Fund (1412401-72071) for the emergency preparedness and response initiatives recommended by the Wildfire Mitigation and Fire Safety Ad Hoc Committee; and

2. Find that the proposed action is not subject to the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15060(c)(2) and 15060(c)(3) because the action will not result in a direct or reasonably foreseeable indirect physical change in the environment and does not constitute a “project” within the meaning of CEQA Guidelines Section 15378.

SUMMARY OF THE MATTER
The Wildfire Mitigation and Fire Safety Ad Hoc Committee recommends the use of $425,000 in Wildfire Mitigation and Fire Safety funding for four (4) emergency preparedness and response initiatives as listed below:

Initiative Amount
Emergency Shelter Trailer and Supplies $70,000
EOC Management Software $65,000
Genasys Outdoor Warning System Repair Contingency $140,000 Vehicle Extrication Equipment $150,000
Total $425,000
The City maintains dedicated resources for wildfire mitigation, fire safety, and emergency preparedness efforts. Staff recommends appropriating $425,000 to the Wildfire Special Projects Fund (1412401-72071) for the four (4) initiatives recommended by the Wildfire Mitigation and Fire Safety Ad Hoc Committee.

DISCUSSION
Emergency Shelter Trailer and Supplies
The emergency shelter allocation includes approximately $59,000 for the purchase of a mobile trailer with supplies included to shelter over 100 people during a disaster, with the remaining amount designated for associated equipment and supplies to support the evacuation of animals as well as emergency food and water for humans and animals.

Emergency Operations Center Management Software
The EOC management software allocation provides $65,000 for a three-year term, including approximately $30,000 for the first year and $17,500 for each of the subsequent two (2) years. The EOC management software supports the city’s new EOC by creating a common operating picture to assist with resource allocation and policy decisions, mapping, tracking staff and volunteers, compiling damage assessment, tracking costs, and documenting all process and expenditures for reimbursement from CalOES and FEMA.

Outdoor Warning System Maintenance and Repairs
The Outdoor Warning System allocation would provide an additional $140,000 for repairs and maintenance of the City’s existing Genasys siren system. On August 4, 2026, the City Council approved $50,000 for system maintenance and repairs. The additional allocation would bring the total funding available for this purpose to $190,000, which staff anticipates will be sufficient to cover routine repairs and maintenance for up to three years, barring significant or unforeseen damage to the system.

Vehicle Extrication Equipment
The $150,000 vehicle extrication equipment allocation would provide for the replacement or acquisition of specialized rescue tools used by Fire Department personnel during vehicle extrication incidents impacting evacuations.

FINANCIAL ANALYSIS
The recommended action would appropriate $425,000 from the Wildfire Mitigation and Fire Safety Fund to account 1412401-72071. Sufficient resources are available for the requested appropriation. Total funding available for appropriation in the City’s Wildfire Mitigation and Fire Safety Fund (#141) is approximately $1.8M. No General Fund impact is associated with this action.

ENVIRONMENTAL ANALYSIS
The recommended action is not subject to the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15060(c)(2) and 15060(c)(3). The action consists of a budgetary appropriation for the acquisition of equipment, software, supplies, and repair services and does not authorize any activity that would result in a direct or reasonably foreseeable indirect physical change in the environment.

Accordingly, the action does not constitute a “project” within the meaning of CEQA Guidelines Section 15378.
