closely with Laguna Hills patrol deputies to prevent, deter, and effectively respond to criminal activity. They provide a wide array of law enforcement resources that help protect our residents and ensure safety within our community. An undeniable benefit of the current contracting model for Police Services is the vast number of resources that can be made available to the City on an emergency or scheduled basis.
Under normal circumstances, all communities experience some level of criminal activity, which is the primary focus of law enforcement. Over the last year, there have been shifts in crime trends throughout southern California. Noticeably, increases in automobile thefts, catalytic converter thefts, mail theft, identity theft, family violence, assaults, driving under the influence (DUI) violations, narcotics violations, and gang related activity. Our City has also experienced these fluctuations in crime trends throughout our community. From January 1, 2021, through December 31, 2021, deputies responded to a total of 14,431 calls for service, a minor increase from the same time frame in 2020, when deputies responded to 13,680 calls for service.
Other notable statistics include the total number of arrests made this calendar year by patrol deputies as of December 31st. These include: 201 Street Arrests; 195 Citation Arrests; and 68 Warrant Arrests, for a total of 464 arrests to date. We have experienced a significant increase in Citation Arrests from the previous year and expect this trend to continue into the next calendar year. The majority of Citation Arrests are related to narcotics violations and increased proactive measures by Police Services to address those emerging trends.
Over the last year, we saw an increase in gang activity primarily related to vandalism, graffiti, narcotics violations, and assaults, such as fighting between rival gang members.
In response to these activities, Laguna Hills Police Services, in collaboration with OC Sheriff’s Investigations and a variety of specialty enforcement units, has increased patrol checks, enforcement activities, and surveillance in the region. This includes both uniformed deputies in marked patrol vehicles and undercover deputies in unmarked vehicles. The Gang Enforcement Team (GET) has been fully engaged in our operations and has been conducting saturation patrols in and around the Community Center and Sports Complex and adjacent residential communities, specifically targeting gang related criminal activity. These increased proactive enforcement operations have resulted in many arrests over the last several months. Of particular note, over the last twelve months, GET has made 38 arrests in the City. In contrast, GET arrests in Laguna Hills for all of 2020 totaled 19. This increase in Get arrests is directly attributable to the targeted proactive enforcement operations we have been conducting in response to recent past

events. Police Services intends to continue these operations into the foreseeable future to ensure public safety throughout the City.
Automated License Plate Reader (ALPR) Program
An additional investigative resource and deterrent to criminal activity that was added to the City in 2021 is the ALPR program. The first phase of this project included the installation of ten ALPRs at strategic locations throughout the City. The Phase One ALPRs were installed at the beginning of August. Since that time, Staff training has been completed and the system is currently being used by a variety of units within the Sheriff’s Department. Some of these units include, but are not limited to: Laguna Hills Police Services, Lake Forest Police Services, Directed Enforcement Team, Gang Enforcement Team, Investigations, and the Auto Theft Detail.
During the month of December, the Laguna Hills ALPR system (10 ALPRs) registered a total of 2,634,678 Plate Reads, of which 1,533,650 were categorized as Unique Reads. “Plate Reads” include all system reads by all ALPRs, including multiple reads of the same unique vehicle license plate. The “Unique Reads” total represents the number of unique vehicles that passed through the ALPR gateways. Additionally, during the month of December the system was used by law enforcement to conduct 663 investigative searches related to criminal activity. These numbers clearly illustrate the high volume of vehicular traffic on our city’s streets and the value this type of technology brings to our operations.
Phase Two of the ALPR program was recently approved for implementation. Phase Two includes ten additional ALPRs, for a combined total of twenty (20) ALPRs, at strategic locations throughout the City. Seven Phase Two ALPRs were installed in December. The final three Phase Two ALPRs are scheduled for installation within the next two weeks.
