CALL TO ORDER
The meeting was called to order at 1:00 p.m. by Mayor Wheeler.

CITY COUNCIL WORKSHOP ITEMS
Housing Element Update Workshop
Recommendation: That the City Council: 1) Receive the staff and consultant presentation; 2) Consider and discuss the draft Housing Element Update and draft site inventory, and provide direction to Staff; and 3) Receive and file the report.
Community Development Director Longenecker provided introductory comments on the item and responded to Council Member requests for additional information.
Jennifer Gastelum, Principal, PlaceWorks provided a PowerPoint presentation and responded to Council Member requests for additional information.
Nicole West, AICP, Senior Associate, PlaceWorks, provided a PowerPoint presentation and responded to Council Member request for additional information.

2 The following individuals submitted electronic public comments on the Public Workshop Item that were received, forwarded to the Council prior to the meeting, and announced into the record by Assistant City Clerk Lee:
Rona Henry, on behalf of herself, Rev Kent Doss, Denise Legters, Ann Owens, Jim Bucklin and Karen Nichols representing the Welcome Home Neighbors Initiative, Monica Gibbons, Nick Buchanan, Jeanette Tackas, Jennifer Smith, Lori Corbino, Melissa Auten, Anonymous, Alischa Mullaney-Beets, Keri and Russ Follmer, Sarah Fawaz, Matt Finch, Timothy and Michelle Toohey, and Jeremy Davis.
The following individuals addressed the City Council on the Public Workshop Item:

Interim City Manager Rosenfield responded to Council Member requests for additional information.
A motion to eliminate candidate rezone site numbers 120, 121, 124, 125, 126, 127, 128, 129, and 131 from consideration was made by Mayor Wheeler, seconded by Mayor Pro Tempore Heft.
A substitute motion to eliminate candidate rezone site number 131 from consideration was made by Council Member Sedgwick, seconded by Council Member Caskey. Mayor Wheeler called for a roll call vote on the substitute motion.
