The meeting was called to order at 7:01 p.m. by Mayor Wheeler.

Motion to approve the Consent Calendar with Council Member Caskey removing Item No. 4.2.

4.1 Waive Reading in Full of all Ordinances and Resolutions on the Agenda Recommendation: That the City Council waive reading in full of all ordinances and resolutions on the agenda and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived.
4.3 Ratification of July 12, 2022, Warrant Register
Recommendation: That the City Council ratify the accompanying Warrant Register for the period from June 17, 2022, to June 30, 2022, in the amount of $304,227.05.
4.4 Unscheduled Vacancy for Traffic Commission
Recommendation: That the City Council: 1) Accept the resignation of Anna Lisa Lukes, Traffic Commissioner, effective June 21, 2022; and 2) Direct Staff to proceed with the appointment process to fill the unscheduled vacancy on the Traffic Commission, per Government Code Section 54974 and Laguna Hills Municipal Code Section 2-28.080, during the regular biennial process.
4.5 Grant Application to OCTA for the Environmental Cleanup Program - Phase XI Catch Basin Debris Gate Project, CIP No. 412-K Recommendation: That the City Council approve the submission of a Grant Application to the Orange County Transportation Authority for the Measure M2 Environmental Cleanup Program for the Phase XI Catch Basin Debris Gate Project and adopt Resolution No. 2022-07-12-1: "A Resolution of the City Council of the City of Laguna Hills, California, authorizing an Application for Funds for the Measure M2 Environmental Cleanup Tier 1 Grant Program, under Orange County Local Transportation Ordinance No. 3 for the Phase XI Catch Basin Debris Gate Project."

6.1 Confirmation of 2022 Weed Abatement Cost Report
Acting Public Services Director Shah reviewed the information provided in the staff report.
Mayor Wheeler opened the public hearing and upon seeing no one rise, closed the public hearing.
Recommendation: That the City Council conduct a public hearing regarding the 2022 Weed Abatement Cost Report and adopt Resolution No. 2022-07-12-2: "A Resolution of the City Council of the City of Laguna Hills, California, confirming the 2022 Weed Abatement Cost Report and providing for the collection of weed abatement assessments on the next regular tax bill levied against the subject parcel for municipal purposes."
