The meeting was called to order at 7:00 p.m. by Mayor Heft.

1.1 Laguna Hills High School Student Liaison Report
The City Council received an oral report from Laguna Hills High School 2023 Spring Student Liaison Audrey Masson.
1.2 Presentation of Proclamation for American Red Cross Month The City Council issued a Proclamation declaring March 2023 as "American Red Cross Month" and Mayor Heft presented the Proclamation to American Red Cross Southern California Orange County Board of Directors Member John Waldeck.

The following individuals addressed the City Council on non-agendized items:
Adam Tallabas, 5
th District Supervisor Foley’s Office District Representative for Laguna Hills reported to the City Council on Supervisory Foley’s five priorities for the 5 th District and invited the City Council to Supervisor Foley’s monthly coffee and conversations events.
Juan Gonzalez, Southern California Gas Company Public Affairs Manager provided the City Council with an update on the price of natural gas.
4. CONSENT CALENDAR
Motion to approve the Consent Calendar with Council Member Caskey removing Item No. 4.4.

4.2 Approval of Minutes for February 28, 2023, Regular Meeting Recommendation: That the City Council approve the City Council Minutes for the February 28, 2023, Regular Meeting.
4.3 Ratification of March 14, 2023, Warrant Register
Recommendation: That the City Council ratify the accompanying Warrant Register for the period from February 17, 2023 to March 2, 2023, in the amount of $273,215.18.

4.4 2022 General Plan Annual Progress Report
Council Member Caskey removed Item No. 4.4 from the Consent to allow for discussion on the item.
Recommendation: That the City Council approve and direct staff to forward the 2022 General Plan Annual Progress Report and Housing Element Annual Progress Report-Housing Implementation to the State of California Department of Housing and Community Development (HCD).
A motion to approve and direct staff to forward the 2022 General Plan Annual Progress Report and Housing Element Annual Progress Report-Housing Implementation to the State of California Department of Housing and Community Development (HCD) with edits as discussed was made by Mayor Pro Tempore Wheeler, seconded by Council Member Pezold.

8.1.1 Council Discussion Regarding Options for Formation of a New Public Safety Standing Committee
Council Member Sweeney provided an oral report.
Recommendation: Council Member Sweeney recommends that the City Council discuss options regarding the formation of a new Public Safety Standing Committee and appoint two City Council Members to serve on said committee.
City Attorney Simonian responded to Council Member requests for additional information.
City Manager Hildenbrand responded to Council Member requests for additional information.
A motion to direct staff to organize a City Council Workshop regarding public safety in the community as needed was made by Council Member Pezold, seconded by Mayor Heft.

Mayor Pro Tempore Wheeler reported on the Lomarena Elementary School Read-In event he recently participated in by reading to the students of a 4th grade classroom.

Council Member Caskey announced that his family is expecting two grand”beauties” this May.

Mayor Heft reported on the Lomarena Elementary School Read-In event she recently participated in by reading to the students of a 2
nd grade classroom.
Mayor Heft requested that elementary school student liaison reports be increased from once a year to quarterly and received a second from Mayor Pro Tempore Wheeler.
