Unfortunately, I will be unable to make the meeting. But I do have a strong opinion on the issue of short-term rentals as do a large majority of my neighbors. Air BNB and its look-a-likes are NOT our neighbors. They are businesses. They are an enormous disruption to the tranquility of Laguna Hills neighborhoods. They are NOT self policing. They will adversly affect our property values as disclosure would be required of anyone selling a home. Short term rentals are simply BAD BUSINESS.
Laguna Hills would not be the first to restrict party houses nor will we be the last. I applaud our city council for giving this issue serious consideration. This seems like a 'big ole no-brainer' to me.
Thanks again Larry

Comment: Laguna Hills and many of the adjoining cities are quiet residential communities whose neighborhoods are not conducive to transient short term rentals. There are choice recreational facilities throughout this area that would be suitable and whose business purpose is to accommodate short term occupants. Residential neighborhoods should not be used for business purposes, since such use detracts from the very essence of what'residential' means.

I fully support passing the Short‐term rental ordinance. There have been many nuisances around us related to the existing short term rentals. We’d like to retain a more stable residential neighborhood here for our quiet enjoyment. This would also bring us more in line with surrounding cities for the betterment of our community.
Sincerely,

Comment: Regarding existing STR’s that were operating legally before the new ordinance, will they be grandfathered in and permitted (with the ability for that permit to be revoked if there is a violation in the terms of their permit) similar to the provisions in the city of Laguna beach?

Subject: STR regulations
Dear Janine,
We ask that you add a timeframe for existing STRs to continue renting until the property is sold as lenience or the grand‐fathering that was discussed at the last board meeting.
We are also sure that parties are not happening for rooms being rented out where the owner is present. To take away income from single mom’s and older women who are now the fastest growing homeless population is just unconscionable. People rent out rooms as a need, not as a huge profit center.
I really would like the board to reconsider the strict nature of this new law. You basically are putting current STR properties out of business with no notice at a time when the country is entering a recession.
We have been running our STR for over five years. Rarely do the parties happen. What they seem to be used for are wedding families, families coming in for funerals, reunions, holidays. These are not the out of control parties that everyone tries to picture the STR as. That is not the truth. The truth is STR in homes are used for family gatherings the majority of the time, companies housing workers for a project, and other fine people.
Please delay this harsh treatment for current STR until a later time. I assure you that the board is not getting the real picture of STR. The comments are exaggerated and just not true. Not to say a large party didn’t happen, because it did, but again, I don’t think laws should be made for one‐time events.
Cordially,
Patrice Mills

Subject: Nellie Gail Ranch Owners Association ‐ Agenda Item 7.3.1 Honorable Councilmembers,
The Board of Directors, on behalf of Nellie Gail Ranch Owners Association (NGROA), support the proposed ordinance prohibiting the short‐term rental of property in residential zones. NGROA consisting of 1,405 homes recently held a vote to determine support for a CC&R restriction on short‐term rentals. The vote was 685 in favor of the short‐term rental restriction (88%) to 92 opposed (12%). While the total votes received did not meet the threshold for the amendment, the vote did reflect the strong support in NGROA for short‐term rental restriction. The draft ordinance correctly notes the issue of STR’s operating as a business creating secondary impacts and unreasonable nuisance conditions including but not limited to noise, traffic, and safety. STR’s in NGROA have been used as a commercial wedding venue, corporate retreat and bathing suit model photo shoot adjacent to a home with young children. The draft ordinance further correctly notes that commercial use as transient lodging such as hotels, motels and B&B’s further degrades the residential character of the Nellie Gail Ranch community. NGROA supports approval of the draft ordinance.
On behalf of the Board of Directors of Nellie Gail Ranch Owners Association, Brian Mitchell
