CALL TO ORDER
The meeting was called to order at 2:34 p.m. by Mayor Heft.

The following individual submitted an electronic public comment on Item No. 2:
Harry Huggins, a representative of the Laguna Terrace Beautification Team, submitted an electronic comment including a list of priorities of improvements for the City Council consideration in the capital improvement budget.
The following individual addressed the City Council on Item No. 2:
Harry Huggins, a representative of the Laguna Terrace Beautification Team, provided public comments complimenting the City Council on improvements made to the entrance of the Laguna Terrace neighborhood and proposed additional improvements for the City Council consideration in the capital improvement budget.
CITY COUNCIL WORKSHOP ITEMS
1 Public Services and Public Facilities Safety Training Seminar The City Council held a training seminar on public services and public facilities safety and received a presentation from Sergeant Brian Gunsolley, OC Sheriff’s Department.
Mayor Heft recessed the meeting at 4:35 p.m.

2 2 Study Session for Draft Budget for Fiscal Years 2023/2024 & 2024/2025 The City Council held the second workshop for the upcoming biennial budget for fiscal years 2023/2024 & 2024/2025.
Finance Director Hendrickson reviewed the information provided in the staff report and responded to Council Member requests for additional information.
City Manager Hildenbrand responded to Council Member requests for additional information.
City Clerk Lee responded to Council Member requests for additional information.
The following individuals addressed the City Council on Item No. 2:
Bill Hinds, Laguna Hills High School Principal, provided comments on funding needs of the high school.
Katherine Welles, President Elect of the Laguna Hills High School (LHHS) Parent Teacher Student Association (PTSA), provided public comments on funding needs of the LHHS PTSA.
A motion to support Laguna Hills High School with $4,000 donation was moved by Mayor Heft, seconded by Mayor Pro Tempore Wheeler.

Diane Harkey, a resident of Dana Point, provided public comments supporting funds for public safety and an increase to the allocated budget for the Orange County Sheriff’s Department.

City Attorney Simonian responded to Council Member requests for additional information.
