During the month of August, Mercy House’s Street Outreach Team encountered a homeless resident with exceptional resilience and determination at the Laguna Hills Community Center.
The Street Outreach Coordinator connected the resident to Vineyard Church. Here, the resident received a free phone and service. This newfound communication tool enabled the resident to engage with potential employers, access housing resources, and establish a vital support network, restoring a sense of control over their life.
Beyond this, Mercy House’s team provided essential support in the form of food cards and a collection of clothing and necessities.
These provisions alleviated immediate concerns, allowing the homeless resident to navigate daily life with greater ease and dignity.

Finance Director
ISSUE: Treasurer's Investment Report for August 2023
RECOMMENDATION: That the City Council receive and file the Treasurer's Investment Report for the month of August 2023.
SUMMARY:
The Treasurer’s Investment Report for the month of August 2023 is submitted herewith.
The City’s total portfolio as of August 31, 2023, was $29,169,118. The pooled cash portfolio managed by the City Treasurer consisted of cash on hand, demand deposits, State Local Agency Investment Fund (LAIF) and Investment Trust of California (CalTRUST) investments and totaled $27,503,917. Restricted cash and investments totaled $1,665,201, and is mainly comprised of reserve funds for the 2010 bond issuance.
Interest income for the month of August was $94,345. FY2023/2024 year-to-date pooled cash interest earnings of $185,330 are 39% of the annual budget of $467,910.
The average yield on the City’s total portfolio for the month of August was 4.75%, compared to the prior month of 4.66%. The improvement in portfolio yield in August compared to July was the result of the rising interest rate environment, as dictated by the Federal Reserve, along with City staff maximizing available cash into the higher yielding CalTRUST option.

RECOMMENDATION: That the Planning Agency:
1) Conduct a public hearing;
2) Find and determine that the project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15311(a) (Class 11, Accessory Structures); and
3) Adopt a Resolution entitled: “A RESOLUTION OF THE PLANNING AGENCY OF THE
CITY OF LAGUNA HILLS, CALIFORNIA, APPROVING SITE DEVELOPMENT PERMIT/MASTER SIGN PROGRAM (SDP/MSP) NO. USE-0140-2023, A REQUEST BY
DIANA NAGEL, PROJECT MANAGER WITH PROMOTIONAL SIGNS ON BEHALF OF
PROPERTY OWNER MILAN CAPITAL MANAGEMENT FOR APPROVAL OF A MASTER SIGN PROGRAM FOR LAGUNA HILLS PLAZA LOCATED AT 24901 ALICIA PARKWAY.” SUMMARY:
Diana Nagel, Project Manager with Promotional Signs, on behalf of the property owner Milan Capital Management (“Applicant”), requests approval of a Master Sign Program (MSP, Attachment B) for Laguna Hills Plaza (“Center”) located at 24901 Alicia Parkway
5.5.1 Packet Pg. 59
Site Development Permit/ Master Sign Program No. USE-0140-2023 September 26, 2023
(“Project Site”). The proposed MSP includes building signage for one anchor tenant, one major tenant, 19 in-line shop tenants, and one freestanding pad building. The MSP also includes three new monuments signs which will replace the Center’s three existing monument signs.
Deviations are requested from the standards set forth in Laguna Hills Municipal Code Chapter 9-42 (the “Sign Ordinance”), including the maximum total wall sign area allowed for a single business and maximum allowed height and sign area for monument signs. The Sign Ordinance limits total wall signage per business to a maximum of 150 square feet per business. The Applicant proposes exceeding this standard for the anchor tenant and major tenant signs. Additionally, the Sign Ordinance limits monument signs to a maximum height of 4 feet and maximum sign area of 40 square feet. The Applicant proposes to exceed both of these standards for the two proposed monument signs, with each sign proposed at 12 feet tall with 120 square feet of sign area.
The Planning Agency may grant deviations from the Sign Ordinance standards based on design quality, creativity, and compatibility of the signage with the building architecture and surrounding land uses. As detailed herein, the proposed signs are high quality, creative, and are compatible with building’s architecture.
The proposed MSP is consistent with the General Plan’s goals and strategies.
Furthermore, the proposed MSP complies with the City of Laguna Hills Development Code, subject to approval of the requested deviations. Therefore, Staff recommends approval of Site Development Permit/Master Sign Program (SDP/MSP) No. USE-0140-2023.
AUTHORITY:
Title 9 of the Laguna Hills Municipal Code (LHMC) contains the City of Laguna Hills Development Code (also commonly referred to as the “Zoning Code” or “Code”). The Code provides the requirements for signs and advertising devices in Chapter 9-42, including thresholds for when an MSP is required (LHMC 9-42.160(A)). The process the City must follow in reviewing MSPs is found in Chapter 9-42 and Chapter 9-92 of the Code. The Planning Agency has review authority over the proposed MSP through the City’s SDP/MSP process in accordance with Table 9-92.030 of the Code. The findings for an MSP are found in Sections 9-92.080 (G) and (H) of the Code. If a sign in a proposed MSP deviates from the standards contained in the Sign Standards Matrix located in Table 9-42.090, the Planning Agency may grant a deviation based on design quality, creativity, and compatibility of the signage with the building architecture and

surrounding land uses (LHMC 9-42.180). Moreover, the Project Site is located within the Neighborhood Mixed Use (NMU) zoning district. Staff has prepared findings demonstrating that the proposed MSP complies with the Zoning Code, NMU zoning district, and the General Plan as stated in the Proposed Resolution (Attachment “A”), and based on these findings recommends approval of the MSP.
BACKGROUND:
The Project Site was approved as a ‘commercial/retail’ center by the Orange County Planning Commission in the late-1970’s/early-1980’s (SP-79-5P). The Center is comprised of two anchor tenants (previously Big Lots and Dick’s Sporting Goods), a variety of in-line shops and restaurants, and two pad buildings (multi-tenant and a Carl’s Jr. drive-thru restaurant), with a combined total of 106,285 square feet of retail space divided between 24 tenant spaces.
In 2022, the City of Laguna Hills Planning Agency approved SDP/TPM/PUP No. USE-0105-2022, which was for the redevelopment of the existing Laguna Hills Plaza shopping center. This approval consisted of a subdivision of the site from two parcels to three, comprehensive building façade upgrade, a redesigned parking lot, renovated landscaping and a joint use parking permit to establish shared parking. Building permits have been issued and the project is currently under construction. In conjunction with this approval, the Applicant has submitted the proposed project for new signage that is compatible with the upgraded exterior façade.
PROPOSAL & ANALYSIS:
The Applicant requests approval of a Master Sign Program (MSP) for signage related to the Center. The City’s Sign Ordinance (LHMC Chapter 9-42) requires an MSP for any new or remodeled single enterprise which proposes any combination of signs upon the site equaling three or more signs.
The proposed MSP (Attachment B) includes building signage for one anchor tenant, one major tenant, 19 in-line shop tenants, and one freestanding pad building. The MSP also includes three new monument signs to replace the Center’s three existing monument signs. As part of the proposal, deviations are requested from the standards set forth in Sign Ordinance, including the maximum total wall sign area allowed for a single business and maximum allowed height and sign area for monument signs.

The location of the monument signs will be the same as previously approved. As shown on page 10 of Attachment B, the three multi-tenant monument signs will be double-sided and each side will include the Center’s name, address, and three tenants, and will be internally illuminated. The two monument signs along Alicia will each be 120 square feet, 12 feet tall and 10 feet wide and the monument sign along Hon Avenue will be 63 square feet, 6 feet 3 inches tall and 10 feet wide. (See Page 10 of Attachment B.) Requested Deviations from Sign Code
The Applicant proposes deviations from applicable Zoning Code standards (provided in Table 9-42.090), which the Planning Agency has authority to allow based on design quality, creativity, and compatibility of the signage with the building architecture and surrounding land uses (LHMC 9-42.180). Site Development Permit/ Master Sign Program No. USE-0140-2023 September 26, 2023
CONCLUSION:
Staff supports approval of the SDP/MSP for the proposed Master Sign Program, as conditioned, including the deviations from the Sign Ordinance’s standards for maximum wall sign area per business and monument sign height and sign area.
The Zoning Code allows a maximum of 150 square feet of wall signage per business. The signage proposed for the anchor tenant totals 325 square-feet and the signage proposed for the major tenant totals 158 square-feet. The sign program complies with the Zoning Code required maximum of one square-foot of wall signage per lineal foot of building frontage.
The Code’s objectives in limiting wall signage per business is to ensure that signs are designed and constructed proportionally with the wall area and building façade. The anchor tenant building comprises a front elevation of 300 lineal feet and a side elevation of 185 lineal feet. The major tenant building comprises a frontage of 158 lineal feet. Due to the large scale of the tenant frontage, the proposed signs that deviate from Sign Code maintain compatibility with the Center’s architecture and are oriented to be proportional to the wall area and overall scale of the buildings.
The proposed monument signs will replace existing monuments signs and be located outside of required sight-distance areas required by the Zoning Code. The three existing monument signs are 12-feet tall, 9-feet 6-inches tall, and 6-feet 3-inches tall, respectively.
The proposed signs are designed with a modern appeal that complements the Center’s architecture through the application of colors and materials compatible with building architecture. The proposed MSP complies with all other requirements of the Zoning Code, NMU Zoning District, and General Plan. Therefore, Staff recommends approval of Site Development Permit/Master Sign Program (SDP/MSP) No. USE-0140-2023.

Site Development Permit
1. The site design complies with standards of the Development Code.
On April 12, 2022, the Planning Agency approved the redevelopment of the existing shopping center Laguna Hills Plaza and related site improvements on the Project Site (USE-0105-2022). The design of the site, as approved by the Planning Agency, complies with the Development Code, and will not be affected by the proposed Master Sign Program.
2. The site is suitable for the proposed development.
The proposed Master Sign Program is for the existing shopping center Laguna Hills Plaza which was in the Neighborhood Mixed Use (NMU) zoning district. The proposal is compatible with the recently approved redevelopment of the center.
The site’s approved layout appropriately accounts for the location and size of signage needed to serve approved redevelopment. Therefore, the subject site is suitable for the proposed project.
3. The project is consistent with the General Plan and applicable design guidelines.
The site is located within the Neighborhood Mixed Use (NMU) zoning district and has the General Plan land use designation of Neighborhood Mixed Use. The Master Sign Program is consistent with the standards found in LHMC Chapter 9-42, although the Applicant is requesting to deviate from, the Development Code’s maximum total sign area allowed and monument sign size.
This request is made pursuant to Section 9-42.180 of the Development Code, which allows Planning Agency consideration of sign standard deviations through approval of a Master Sign Program. In light of this provision, the proposed Master Sign Program is consistent with the General Plan and applicable design guidelines.
4. The site design and structural components are appropriate for the site and function of the proposed uses.
Building permits are required for all signage, with details on how each sign will be safely and securely attached to the building in accordance with the requirements of the California Building Code. Inspections will be conducted as part of the permitting process to ensure that each sign is attached in accordance with the approved plans and permits. Furthermore, the proposed Master Sign Program will enhance the approved site design by allowing tenants, within Laguna Hills Plaza, the opportunity to advertise their presence at the site and direct traffic safely in and around the site.
Master Sign Program
1. The design and application of the sign criteria required by the Development Code are satisfied by the proposed sign program:
The proposed Master Sign Program complies with the Development Code, including the Applicant’s request to deviate from the Development Code’s for total maximum sign area per business and monument sign size. These requests are

made pursuant to Section 9-42.180 of the Development Code, which allows deviations approved by the Planning Agency based on design quality, creativity, and compatibility of the signage with the building architecture and surrounding land uses. The proposed signs are designed with a modern appeal that compliments the building’s architecture, all while contrasting in a unique, creative way through the application of attractive colors and materials compatible with building architecture. The scale of the signs is appropriate for, and in proportion with, the tenant frontages. Therefore, the proposed Master Sign Program’s deviation from the Development Code is warranted and appropriate.
2. The sign program provides a compatible and harmonious design between advertising, landscaping, and building design:
The proposed Master Sign Program establishes a clear differentiation between the approved building exterior façade upgrades, while ensuring the signs will be proportionate to the building elevation they are installed on. Finally, the proposed Master Sign Program will allow for a variety of creative sign types that are unique to Laguna Hills Plaza. Therefore, the proposed Master Sign Program will provide a compatible and harmonious design between advertising and building design.
NOW, THEREFORE, based upon the above findings, the Planning Agency of the City of Laguna Hills does hereby approve SDP/MSP NO. USE-0140-2023 subject to the following conditions of approval:

p. For businesses without a registered corporate logo/typeface, the Helvetica Neue is permitted.
Approved color(s) are black or white depending on the color of the fascia upon which the sign is placed.
