Motion to approve the Consent Calendar with Council Member Pezold removing Item No. 4.4.

4.1 Waive Reading in Full of all Ordinances and Resolutions on the Agenda Recommendation: That the City Council waive reading in full of all ordinances and resolutions on the agenda and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived.
4.2 Approval of Minutes for December 12, 2023, Regular Meeting Recommendation: That the City Council approve the City Council/Planning Agency Minutes for the December 12, 2023, Regular Meeting.
4.3 Ratification of January 9, 2024, Warrant Register
Recommendation: That the City Council ratify the accompanying Warrant Register for the period from December 1, 2023, to December 21, 2023, in the amount of $1,608,105.98.
4.5 Agreement with the County of Orange District Attorney's Office for Prosecution Services
Recommendation: That the City Council approve the Agreement with the County of Orange for Prosecution Services and authorize the Mayor and/or Mayor Pro Tempore to execute the Agreement.
4.6 Direction Regarding Vacancy on Traffic Commission
Recommendation: That the City Council direct staff to proceed with the appointment process to fill the vacancy on the Traffic Commission, per Government Code Section 54974, and Laguna Hills Municipal Code Section 2-28.080.

3 4.7 Resolution in Support of Funding Projects in the Federal Transportation Improvement Program
Recommendation: That the City Council adopt Resolution No. 2024-01-09-1: "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA HILLS, CALIFORNIA,
WHICH CERTIFIES THAT THE CITY OF LAGUNA HILLS HAS THE RESOURCES TO FUND THE PROJECTS IN THE FEDERAL FISCAL YEARS 2024/2025 - 2029/2030
TRANSPORTATION IMPROVEMENT PROGRAM AND AFFIRMS ITS COMMITMENT TO IMPLEMENT ALL PROJECTS IN THE PROGRAM."
4.8 Letters of Opposition to Assembly Constitutional Amendments 1 and 13, and a Resolution in Support of the Taxpayer Protection and Accountability Act.
Recommendation: That the City Council: 1) Approve the draft letter of opposition to Assembly Constitutional Amendment 1 (Aguiar-Curry); 2) Approve the draft letter of opposition to Assembly Constitutional Amendment 13 (Ward); and 3) Adopt Resolution No. 2024-01-09-2: "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF LAGUNA HILLS, CALIFORNIA, SUPPORTING THE TAXPAYER PROTECTION AND ACCOUNTABILITY ACT."

4.4 Treasurer's Investment Report for November 2023
Council Member Pezold removed Item No. 4.4 from the Consent Calendar to provide comments on the item.

7.2.1 City Council Representatives to Other Committees/Agencies Recommendation: That the City Council take the following actions:
1) Review the City of Laguna Hills City Council Representatives to Other Committees/Agencies List, provide directions to staff regarding any necessary changes for appointments to the list, and by motion, approve the City Council Representatives to Other Committees/Agencies List, as revised by the City Council; and
2) If any changes are desired to the Representative to the Orange County Fire Authority’s Board of Directors, adopt a resolution entitled: “A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA HILLS,
CALIFORNIA DESIGNATING AND APPOINTING ITS REPRESENTATIVE TO THE ORANGE COUNTY FIRE AUTHORITY’S BOARD OF DIRECTORS; “ and 3) Approve and direct the City Clerk to prepare and post an updated FPPC Disclosure Form 806 to reflect all paid city representative appointments to outside agency boards, committees, and/or commissions in accordance with state law.

5 A motion to reaffirm the current appointments with the exception of the Events, Communication, and Beautification Committee and the Time Capsule Ad Hoc Committee was made by Mayor Wheeler, seconded by Council Member Heft.
