Call to Order
The meeting was called to order at 4:01 p.m. by Mayor Wheeler.

City Council Workshop Items
1 Consideration of Procedure for Order of Authority Policy Recommendation: Mayor Wheeler recommends that the City Council direct staff to prepare the policy and return at the September 10, 2024, meeting for final approval.
Mayor Wheeler provided information on the item.
City Manager Hildenbrand responded to Council Member requests for additional information.
City Attorney Simonian responded to Council Member requests for additional information.
A motion to approve the recommendation was moved by Mayor Wheeler, seconded by Mayor Pro Tempore Sweeney.

2 Update of City Council Policy 317 - Public Facility Reservation & Use Policy, Related to the Use of City Facilities such as Community Center Rooms, Parks, Athletic Fields, Courts, and Gymnasium
Recommendation: That the City Council adopt a Resolution entitled: "A Resolution of the City Council of the City of Laguna Hills, California, Adopting Updates to City Council Policy No. 317".
Community Development Director Reynolds reviewed the information provided in the staff report, provided a PowerPoint presentation, and responded to Council Member requests for additional information.
City Attorney Simonian responded to Council Member requests for additional information.
A motion to approve the proposed changes to the policy and bring the item back for final approval of the Resolution at the next regular meeting was moved by Mayor Wheeler, seconded by Council Member Caskey.

3 Inclusionary Housing Program Overview and Policy Discussion Recommendation: That the City Council receive the staff presentation, provide feedback, and provide direction regarding a potential inclusionary housing ordinance for City Council consideration.
Larry Longenecker reviewed the information provided in the staff report, provided a PowerPoint presentation, and responded to Council Member requests for additional information.

3 City Attorney Simonian responded to Council Member requests for additional information.
A motion to accept the report and to retain consultant Keyser Marston Associates to provide a detailed financial feasibility analysis as described in the staff report was moved by Council Member Pezold, seconded by Council Member Caskey.
