A motion to approve the Consent Calendar with Item No. 4.6 removed by Mayor Wheeler, was moved by Mayor Wheeler, seconded by Council Member Heft.

4.1 Waive Reading in Full of all Ordinances and Resolutions on the Agenda Recommendation: That the City Council waive reading in full of all ordinances and resolutions on the agenda and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived.
4.2 Approval of Minutes for September 10, 2024, Regular Meeting Recommendation: That the City Council approve the City Council Minutes for the September 10, 2024, Regular Meeting.
4.3 Ratification of September 24, 2024 Warrant Register Recommendation: That the City Council ratify the accompanying Warrant Register for the period from August 30, 2024, to September 12, 2024, in the amount of $1,334,616.22.
4.4 Treasurer's Investment Report for August 2024
Recommendation: That the City Council receive and file the Treasurer's Investment Report for the month of August 2024.
4.5 2024 Holiday Lighting and Decorations Agreement with The Christmas Kings Recommendation: That the City Council: 1) Waive competitive formal bidding requirements and procedures set forth in the City of Laguna Hills Municipal Code (LHMC) Section 3-08.090 with regard to approval of the proposed Holiday Lighting and Decorations Agreement with The Christmas Kings, as it is hereby found and determined, pursuant to LHMC Section 3-08.110, that the recommended contract is for entertainment services and community support; and 2) Approve the proposed Holiday Lighting and Decorations Agreement and authorize the City Manager to execute the Agreement.

4.6 Amendment No. 1 to Cooperative Agreement No. C-9-1420 Between the Orange County Transportation Authority and the Cities of Irvine, Laguna Hills, and Lake Forest for the Lake Forest Drive Regional Traffic Signal Synchronization Program Project
Recommendation: That the City Council: 1) Approve Amendment No. 1 to Cooperative Agreement No. C-9-1420 with the Orange County Transportation Authority for the Lake Forest Drive Regional Traffic Signal Synchronization Program Project; and 2) Authorize the Mayor to sign the Agreement.
Mayor Wheeler removed Item No. 4.6 from the Consent Calendar to request additional information.
Public Works Director/City Engineer responded to Council Member requests for additional information.
A motion to approve staff's recommendation was moved by Mayor Wheeler, seconded by Council Member Heft.

7.1.1 Consideration of Policies to either Ban the Installation and Use of Artificial Turf on City-owned properties or Encourage the Planting of Natural Grass in the City of Laguna Hills

4 Recommendation: That the City Council discuss the proposed policies and either:
1) Adopt a Resolution entitled: "A Resolution of the City Council of the City of Laguna Hills, Establishing City Council Policy No. 313, Regarding a Ban on the Installation and Use of Artificial Turf in the City of Laguna Hills"; or 2) Adopt Resolution No. 2024-09-24-1: "A Resolution of the City Council of the City of Laguna Hills, Establishing City Council Policy No. 313, Regarding Encouragement of Planting Natural Grass in the City of Laguna Hills".
City Manager Hildenbrand reviewed the information provided in the staff report and responded to Council Member requests for additional information.
A motion to adopt the second proposed resolution to encourage planting of natural grass in the City was moved by Council Member Pezold, seconded by Council Member Heft.

10. City Council Member Comments
Mayor Pro Tempore Sweeney
Mayor Pro Tempore Sweeney provided an update on a recent traffic collision involving members of OCFA's Santiago Handcrew.
Mayor Pro Tempore Sweeney reported on the loss of Joel Brodowski, OCFA IT Manager.
Mayor Pro Tempore Sweeney provided an update on the Airport Fire and thanked OCFA and all other agencies involved for their service.
