Subject: Residential Permit Parking District for "Alicia Place" - City Council Meeting - Nov 12, 2024 Hello,
I just wanted to say that my wife and I are opposed to the Parking District for “Alicia Place” as outlined in the mailer that came from the City of Laguna Hills. My wife signed the petition with the intent of doing a favor for the residents along Largo that have overnight visitors parking along the entryway to the neighborhood (Sunburst & Largo cross-streets). We in no way envisioned this to become such a “large” endeavor, with permits and restricted parking as well as an enforceable “Street sweeping” inclusion.
Basically, there are individuals that either work at Ralphs overnight, or take the bus to other destinations, that park their cars in the affected area, that then return in the morning and go home (I assume). We do not live in the affected area, so I cannot say how many there are, but it appears to be upwards of a dozen or so vehicles. Since they move every day, I don’t think that the sheriff can really do anything about them being there as they do not stay long term.
My suggestion might be to have a red curb painted by the power boxes along Largo, but I am unsure as to what can be done beyond that for the rest of the area.
Regards,
Geoff Hager

Subject: Alicia Place Neighborhood
Good afternoon. My name is Jackie Lloyd. I reside at 25572 E Capitan Lane , Laguna Hills I originally signed proposed petition. I didn’t have time to read her paperwork as she knocked door to door. As I’ve come to see the proposal being submitted, I wish to take my name off of the list.
This house is not for parking permits and has never had a homeowners association or CCR’s. —
We will be attending this meeting against this current situation. And there are more streets in this neighborhood that are not on proposal. We believe this should not happen to only a select few and not to any of these homes.
Thanks,
Jackie Lloyd

Subject: public comments for 11-12-2024 city council meeting Hi Jarad
I hope you had a good weekend, Jarad per our conversation a few weeks back I have attached 2 documents showing my support for overnight parking restrictions on Mil Creek Dr. I'm going to call them my public comments in leu of me actually making a comment at the podium.
They are both very short and to the point. I sent a 6-page doc to the traffic commission back in September which I'm sure they still have at their disposal, so I have decided not to send it again.
If you can pass these 2 docs along to the city council that would be great.
Thank you Jarad for your assistance. Take care.

I support the proposal of overnight parking restrictions on Mill Creek Dr.
With the new Zoning that has taken place on Mill Creek Dr. and the anticipation of condensed housing not just on Mill Creek Dr but at the old DMV building location, I feel like steps should be taken now before the buildings go up rather than later. Confront this before it becomes a problem. That’s fair and transparent for the developer, its fair and transparent for current and future residents and hopefully eliminates future headaches for the city of Laguna Hills.
After attending the Traffic Commission meeting back on September 18, 2024, I learned about the Sofi apartment complex on Los Alisos Blvd, and all the problems that the Sofi tenants, nearby residents and the City of Laguna Hills are having to deal with. I sympathize with all parties. The residents, the city and the neighboring residents, not placing blame or judgment on anyone. But now it appears that the city is expected to fix the problem.
Putting in parking restrictions now is fair and transparent. This way there are no unexpected surprises down the road. Everyone knows what to expect moving forward. The developers, the existing residents and future residents as well as the City of Laguna Hills.
Placing overnight parking restrictions puts everyone involved on the same playing field.
Hopefully eliminating similar problems down the road similar to what Sofi apartments are dealing with now.
To the Mayer, City Council Members as well as the folks in the Traffic Commission, thank you for looking into this concern and giving me the opportunity to speak on it.
Thank you
YES, I’m in favor of Overnight Parking restrictions on Mill Creek Dr.
There are currently no restrictions on Mill Creek Dr. and unfortunately this has led to abuse.
Thank you for making this a consideration. My wife and I have a condo that overlooks Mill Creek Rd. We have lived here for over 16 years. Mill Creek is a beautiful little street enjoyed by many pedestrians, dog walkers, joggers and cyclists alike and is an assist to Laguna Hills. Unfortunately, over the past 4 to 5 years it has really suffered for many reasons such as trash, noise pollution and public safety.
Thank you for your attention and concern for this issue. 1 Subject: FW: Item 4.10 - Objection to Establishment of No Parking Zone on Mill Creek Drive Attachments: Letter to City of Laguna Hills Re Parking on Mill Creek Dr(18161817.0).pdf From: Gallagher, Morgan L. <[email protected]>

Re: Item 4.10 – Objection to Establishment of No Parking Zone on Mill Creek Drive Mr. Ames:
On behalf of KB Ridge Route, LLC, KB Mill Creek, DST, and KB Spectrum Summit Plaza, LLC (“Kingsbarn”), the owner of approximately 19 acres along Mill Creek Drive in the City (APNs 588-141-11 and 12; 588-161-6, 7, 8, 9, 10, and 13) (“Property”), we urge the City not to establish a ‘No Overnight Parking Zone’ on Mill Creek Drive.
First, there is no evidence that a ‘No Overnight Parking Zone’ is warranted. As noted in the Staff Report for this evening’s Council meeting, the City’s traffic engineering consultant evaluated traffic safety in North Laguna Hills and found no issues that warranted prohibiting overnight parking on Mill Creek Drive. The City’s consultant evaluated all aspects of potential traffic safety issues, including geometrics, posted signage, sight distance from driveways, and parking control history, and determined that none of these factors justified a no parking zone along Mill Creek Drive. In furtherance of the consultant’s findings, a review by City staff of five years of traffic collision data concluded that neither of the two reported traffic collisions in the area involved a parked vehicle.
Second, establishing a ‘No Overnight Parking Zone’ would negatively affect the value of Kingsbarn’s Property. Kingsbarn objects to the City taking action that would affect the Property’s value, particularly when such action would not improve safety pursuant to the City’s consultant’s findings.
Finally, Kingsbarn has submitted a preliminary application for redevelopment of the Property as a residential project and will be evaluating parking and access in detail in the near future. If redevelopment warrants modifications to Mill Creek Drive, Kingsbarn will discuss possible solutions with staff. It is premature for the City to establish a no parking zone adjacent to the Property while Kingsbarn’s application is pending.
We appreciate your consideration of this matter.
