The meeting was called to order at 7:01 p.m. by Mayor Wheeler.

City Council Workshop Items
1 Consideration of Design Proposals for the 3rd Battalion, 5th Marines Darkhorse Memorial Bronze Sculpture
Recommendation: The 3/5 Battalion Memorial Ad Hoc Committee recommends that the City Council:
1) Approve the “Five Figures on Patrol Design
2) Authorize the Mayor to execute the Amended and Restated Agreement with the Artist; and
3) Authorize the Finance Director to amend the budget by allocating $307,000 of Public Art Funds towards the 3/5 Memorial Sculpture project.
City Manager Hildenbrand reviewed the information provided in the staff report.

2 Council Member Heft provided information on the item, provided a PowerPoint presentation on the twenty-five 3rd Battalion, 5th Marines Darkhorse fallen soldiers, and read into the record a letter from Cpl Travis Haggerty in support of the item.
Council Member Caskey provided information on the item.
Artist Brittany Ryan provided information on the item, provided a presentation of the maquettes of the proposed sculptures, read a letter of support of the item, and responded to Council Member requests for additional information.
The following individual(s) provided public comments in support of the item:
Karen Robbins, Board Member, Laguna Hills Team Darkhorse Support Committee Evan Gost, Board Member, Laguna Hills Team Darkhorse Support Committee Laura Dickson, Board Member, Laguna Hills Team Darkhorse Support Committee A motion to approve the "Five Figures on Patrol Design" with flexibility on the final location placement was moved by Council Member Heft, seconded by Council Member Caskey.
A substitute motion to approve the "Single Arch Design" with flexibility on the final location placement was moved by Mayor Wheeler, seconded by Council Member Pezold.

Mayor Wheeler called for a vote on the main motion.
A motion to approve the "Five Figures on Patrol Design" with flexibility on the final location placement was moved by Council Member Heft, seconded by Council Member Caskey.
