4.1 Waive Reading in Full of all Ordinances and Resolutions on the Agenda Recommendation: That the City Council waive reading in full of all ordinances and resolutions on the agenda and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived.
4.3 Ratification of March 11, 2025 Warrant Register
Recommendation: That the City Council ratify the accompanying Warrant Register for the period from February 14, 2025, to February 27, 2025, in the amount of $722,143.75.
4.5 2025 Memorial Day Half Marathon, 5K, and 10K Honoring the USMC Darkhorse Battalion Pre-Event Report
Recommendation: That the City Council receive and file the 2025 Memorial Day Half Marathon, 5K, and 10K pre-event report.
4.6 I-5 South County Widening Project: Request for Paving Avenida de la Carlota Recommendation: That the City Council approve the draft letter for the Mayor’s signature to Caltrans and the Orange County Transportation Authority requesting that Avenida de la Carlota be repaved and that the parkway area be landscaped prior to the closeout of the I-5 South County Widening Project.

Council Member Mathis provided comments on the 5-year anniversary of the COVID-19 shutdown.
Council Member Wheeler
Council Member Wheeler informed the City Council of two databases, one of revenue from taxation (confidential) and one of all warrant registers since 2018, and indicated that they are available for the Council to view and use.

5 Council Member Pezold
Council Member Pezold expressed her appreciation for the state of the fields on Sunday.
Council Member Pezold reported on a recent SCAQMD zoom meeting she attended regarding Amended Rules 1111 and 1121.
