Subject: Przemyslaw Strzelczyk No Parking Overnight Zone on Mill Creek Drive Date: Monday, May 26, 2025 8:19:34 PM
To Whom It May Concern,
My name is Przemyslaw Strzelczyk, and I reside at 23451 Caminito Lazaro, Laguna Hills, CA. I am writing to express my concerns regarding the No Parking signs on Mill Creek Drive in Laguna Hills.

As a resident of Laguna Village and a local business owner, my vehicle is marked for business purposes. Due to this designation, I am unable to park on Laguna Village property and am primarily forced to park on Santa Vittoria Drive, where many residents and businesses also park.

There are occasions when I return home late, requiring me to park farther away—sometimes up to half a mile from my residence. This distance, coupled with an uphill walk, is particularly burdensome, especially as I perform physically demanding work for 10 to 12 hours each day.

Considering that Mill Creek Drive is a commercial street, I find it puzzling that parking is restricted there. It seems reasonable that business-related vehicles should be permitted to park on this street. If concerns exist regarding RVs or semi-trucks, I recommend implementing designated signage, such as "No RV or Truck Parking Overnight," similar to policies used by many other municipalities.

I respectfully request that the current parking restrictions on Mill Creek Drive be reconsidered, allowing residents and local businesses to utilize this space once again. Your understanding and consideration in this matter would be greatly appreciated.

Thank you for your time and attention.

Sincerely,
Przemyslaw Strzelczyk

Subject: Shar Alikhani, M.D. - item 7.2.2: Six month review of no overnight patking on Mill Creek Drive Subject: Strong Support for No Overnight Parking on Mill Creek Drive Dear City Council Members,
I am wriƟng to express my strong support for maintaining the ban on overnight parking on Mill Creek Drive.

As the Medical Director of MobiSurg and the Pediatric and Specialty Surgery Center at 23025 Mill Creek Drive, I am deeply invested in the safety and well-being of our paƟents, many of whom are children and individuals with special needs. Our facility is located adjacent to Veeh Ranch Park, making our commitment to a safe and clean environment even more criƟcal.

Prior to the implementaƟon of the overnight parking restricƟons, we rouƟnely experienced significant issues with individuals camping in front of our building and in our parking lot, as well as in the areas adjacent to the park. These acƟviƟes led to frequent problems, including:
• Public health and safety concerns: We regularly found evidence of people using Mill Creek Drive, the park and our parking lot for sleeping overnight and for unsanitary acƟviƟes. • LiƩer and property maintenance: Our trash bins were oŌen overflowing aŌer weekends, and we frequently arrived in the mornings to find discarded camping equipment and trash bags leŌ behind. • Safety risks: On several occasions, I was forced to personally confront individuals or call law enforcement when situaƟons escalated or when people refused to remove their overnight gear or vehicles as our paƟents were arriving in the morning.

Since the no overnight parking policy was established, we have seen a reducƟon in these issues. The area is cleaner, safer, and more welcoming for our paƟents, staff, and the neighboring school that serves students with disabiliƟes.

The remoteness of Mill Creek Drive and the lack of aŌer hours traffic encourages loitering and overnight camping.

Allowing overnight parking would only encourage more camping and loitering, increasing risks for vulnerable populaƟons, local businesses, and residents. All nearby businesses and apartment complexes have their own designated parking and should uƟlize those spaces for their clients, guests, and residents.

Maintaining the overnight parking ban not only enhances safety for our paƟents and staff but also helps deter crime by making it more difficult for individuals to loiter or engage in illegal acƟviƟes under the cover of darkness. It also assists law enforcement by making it easier to idenƟfy and address suspicious acƟvity aŌer hours.

For these reasons, I urge the council to conƟnue supporƟng the ban on overnight parking on Mill Creek Drive. It is essenƟal for the safety, cleanliness, and overall quality of life in our community.

Thank you for your aƩenƟon and for your commitment to keeping Mill Creek Drive a safe and welcoming place for all.

Hello members of the City Council
I am a 100 percent yes for the overnight parking restrictions on Mill Creek Drive.

Since this restriction has been implemented Mill Creek Road has been Cleaner, Safer and Quiter. 1, Cleaner. The street sweeper can actually clean the streets now. The LVOA, HOA has been able to perform much needed curb side landscaping along Mill Creek on a regular basis. No more stored vehicles blocking the path of water/runoff into the storm drains. The amount of trash tossed into the community land scape on the Mill Creek side has been reduced by at least 90 percent.

Thank you
2, Safer, there are two pathways that exit out onto Mill Creek from our community. Many people including myself use these pathways to take walks, walk our dogs or even jog along Mill Creek. We don't have to step out between RV's and Vans now. You can actually see up and down the street before crossing. So much better, so much safer. No more RV's vans and cars with suspicious activity taking place at all hours of the night, that has completely stopped. Thank you. Finally, there is room for emergency vehicles to access the east side of the green belt that backs up to our community, God forbid they should ever need to. :)
Quiter, for the folks that have condos closest to Mill Creek Dr. no more, Big Riggs pulling up and idling for hours at night or hearing the air brakes late at night or early in the morning. The loitering that would take place late at night has all but stopped.

Thank you
I'm very grateful to the folks in the city council as well the traffic commission and city manager for hearing our concerns and taking action. It is my hope that the overnight parking restriction can be a permanent part of Mill Creek Dr.

To Whom It May Concern:

As residents of Laguna Village, a community that borders Mill Creek Drive (my home overlooks it), my family and I are very appreciative of the elimination of overnight parking along that street. We have seen an increasing number of homeless people living in their cars in this area, and we feel safer knowing that people are not camping out along Mill Creek.

Thank you very much.

Kindest regards,
Van Erik

User comment: Regarding RESOLUTION NO. 2025-05-27-X, Hello Mayor, City Council, and staff, We received notice that this is the last meeting we can bring feedback for the revised parking on Mill Creek Drive. Recently, there has been a restriction put into place disallowing parking from 9pm to 6am. While this may not seem to be a "bad thing", it has caused a significant quality of life decrease for those of us living in the Laguna Village communities right off Mill Creek Drive. There has been a large influx of additional cars parking within our complex which often leaves no spot for rightful residents in the area to use, as well as an increase in parking on the streets within Laguna Village increasing the likelihood of accidents or pedestrian strikes due to more road obstacles. Those who had been parking along the street have now moved their vehicles into our neighborhoods and are causing issues in terms of access to parking for residents. This also makes it more difficult for residents to have friends and family over to visit as there are no available parking spaces for them to have due to the large influx of cars into the neighborhood from Mill Creek Drive. Please reconsider this parking restriction, or allow for certain sections of the nearby parking lots to be used by residents and their guests. A simple sticker program could solve this issue handily, with residents having a sticker that allows them to park overnight along Mill Creek Drive. Thank you for your time.

ATTN: CITY CLERK
Laguna Village has over 800 condos with only one parking spot allowed per unit within our parking framework. We need Mill Creek Road or Ridge Route street to park on because kids come home from college and need spaces, I propose opening both streets for parking. When I moved here in 1988, we used to park on Ridge Route between Santa Victoria and Moulton. I propose doing the same now. The street is certainly wide enough to allow parking on both sides. And I propose opening Mill Creek Road to parking also.

Please do this for us. It helps us a lot. Thank you!
